SAN DIEGO (CNS) - Testimony wrapped up Friday in the trial of a North Carolina man accused of raping and murdering a 79-year-old woman in her Normal Heights home more than three decades ago.Kevin Thomas Ford, 63, is charged with murder and a special- circumstance allegation of murder during a rape in connection with the May 20, 1987, death of Grace Hayden.Ford is accused of strangling the victim. SAN DIEGO (CNS) - People who visited the Lucky Lady Casino in San Diego on weekends over a six-month period ending in late September may have been exposed to tuberculosis, county health officials reported Tuesday.The Health and Human Services Agency is working with the casino to inform patrons and staff who may have been exposed between Feb. 23 and Sept. 30, said county spokesman Jose A. Alvarez.HHSA will provide testing at no cost to patrons who were potentially exposed, Alvarez said. Testing will be offered from 10 a.m. to 1 p.m. on Dec. 8 and 9 at the casino at 5526 El Cajon Blvd., he said.People who visited the casino are encouraged to contact their doctor or county TB Control if they cannot get tested on Dec. 8 or 9, Alvarez said.Beginning Tuesday, testing is also being offered to casino staff at no cost by county Occupational Health, according to HHSA officials, who noted it can take eight to 10 weeks after exposure for someone to test positive for TB.Those wanting more information may call Lucky Lady Casino at (619) 287- 6690 or the county TB Control Program (619) 692-8621.Dr. Wilma Wooten, the county's public health officer, said most people who are exposed do not become infected. SAN DIEGO (CNS) - The president of the NAACP San Diego Branch Saturday criticized the proposal to de-escalate confrontational law enforcement situations adopted Wednesday by the San Diego County Police Chiefs and Sheriff's Association.The plan calls on all police personnel to "use tactics and techniques to persuade" suspects to "voluntarily comply" and mitigate the need to use increased physical tactics to resolve situations safely, the association said.Francine Maxwell, NAACP San Diego Branch president, issued a statement in reaction to the proposal: "We find this document to be profoundly tone- deaf and utterly inadequate. This document seems to have been prepared inside an echo chamber of highly paid law enforcement officials. Where was the input from the taxpaying public?"The policies unanimously adopted by the group are the culmination of a project that began last June with the creation of a committee tasked with exploring the hot-button issue. The committee included representatives from all countywide municipal police agencies, the San Diego County District Attorney's Office and a local psychiatric emergency-response team.Guiding the development of the new policy was "the overarching principle of reverence for human life in all investigative, enforcement and other interactions between law enforcement and members of the community," according to the association.But Maxwell responded to the proposal by asking, "Where in this document is it affirmed that the purpose of law enforcement is to protect and to serve, not to dominate and control? Where in this document are the policies and procedures needed to reign in the abuse, violence, and death that so regularly occur in citizen interactions with law enforcement?"Maxwell asked the law enforcement group to apologize for and withdraw the proposal, which said argued "does nothing to restore the public's trust and faith." She made a few other recommendations as well, including asking law enforcement to sit down with individuals who have suffered trauma and abuse, and she asked that officials move swiftly to build a new spirit of service and protection into their departments.She said officers who will not change should be removed, "rather than allow them to corrupt another generation of recruits with their aggression and violence."According to the association's strategy, peace officers should consider these concepts:-- Pre-engagements which involve "the process of gathering and assessing information prior to deploying the available personnel, tactics, equipment and other appropriate and obtainable resources" so as to "enhance the probability of a peaceful outcome."-- De-escalation, which hinges on the use of techniques intended "to gain voluntary compliance from an individual in order to gain or maintain control of an incident while reducing the need for physical coercion."-- Disengagement, or "tactical withdraw," an enforcement method that can "be a viable option for individuals in crisis who pose no additional threats to others, or resistant offenders who may later be apprehended under safer conditions."The mission of the project "was to not only define best practices for de-escalation, but to do so collectively to ensure the county is of one mind on the philosophy," said Chula Vista Police Chief Roxana Kennedy, president of the police-leadership body. SAN DIEGO (CNS) - San Diego County Vector Control officials reminded residents today to protect themselves against wild rodents after three deer mice were found carrying the potentially deadly hantavirus.Vector Control officials collected the mice in Boulevard during a regular monitoring exercise. Hantavirus occurrences in wild rodents are not uncommon in undeveloped areas of the county, but residents can avoid potentially infected rodents by keeping them out of areas like sheds, garages and homes.Vector Control officials also found five hantavirus-carrying mice in Bonsall, 4S Ranch and Potrero in January.There is no cure or vaccine for hantavirus. According to the Centers for Disease Control and Prevention, symptoms of infection can include fever, aches in the large muscle groups, dizziness, digestive issues and abdominal pain. Hantavirus infection is generally unlikely, though, because rodents tend to avoid humans and developed spaces.Residents are advised to use ``wet cleaning'' methods like a bleach solution spray or a sponge and a mop if they find rodent droppings or nests.Sweeping or vacuuming nests and droppings can send the virus into the air, raising the chance of infection. Vector Control officials also advise residents to double-bag and seal rodent debris before throwing it away.Residents can avoid hantavirus exposure by sealing holes that are larger than a dime in homes and adjacent spaces and quickly eliminating rodent debris and infestations. SAN DIEGO (CNS) - Seven influenza-related deaths were confirmed last week in San Diego County, bringing the number of fatalities so far this flu season to 57, compared to 30 at this time last year, the Health and Human Services Agency reported Wednesday.The ages of the patients ranged from 60 to 89, and all had underlying medical conditions, according to the HHSA.The total number of cases dropped for the third week in a row. The county logged 1,548 cases last week, compared to 1,689 the week before."While influenza cases have continued to decline, flu activity is still widespread in the region," said Dr. Wilma Wooten, the county's public health officer. "People should continue getting vaccinated and taking other preventive measures to avoid getting sick."The seasonal total of influenza cases is now 15,097. Last flu season saw 4,414 by this time and 9,655 in total.County health officials are encouraging people who are sick to first contact their health care provider by telephone or arrange an urgent appointment, but to go to an emergency department if they have any of the following symptoms:-- difficulty breathing or shortness of breath;-- chest pain or abdominal pain;-- sudden dizziness;-- confusion;-- severe or persistent vomiting; or-- flu-like symptoms that appear to get better, but then return with a fever and worse cough.County health officials and the U.S. Centers for Disease Control and Prevention strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications, such as pregnant women, people with chronic medical conditions like asthma, diabetes and lung disease, and people age 65 or older.Residents can take precautions against contracting the virus by frequent hand washing, cleaning commonly touched surfaces, avoiding contact with sick people, and avoiding touching your eyes, nose, and mouth.The flu vaccine is available at local doctors' offices, retail pharmacies and the county's public health centers.
