SANTA BARBARA, Calif. (KGTV) - The captain of the sister ship to the one that caught fire off the coast of Santa Barbara, killing at least 25, is sticking up for its crew.Ian Higgins is the captain of the Vision, a sister ship nearly identical to the Conception, which caught fire near Santa Cruz island Monday morning. Higgins spoke to 10News after media reports calling the safety protocol of the Conception into question."That vessel is inspected by the Coast Guard annually and also every five years for a more complete inspection," said Higgins, who works for Truth Aquatics. "If you think the Coast Guard would allow a vessel carrying that many passengers to operate without any type of fire suppression system, I don’t know what one would believe."RELATED: 20 bodies recovered from boat fire off coast of Southern California, officials sayRecords show the Conception had no issues after a Coast Guard inspection in February. Higgins said any report that the passengers were locked in the ship is patently false. He said passengers are given safety briefings the morning after they get on the ship. SAN MARCOS, Calif. (KGTV) -- A man deputies say was under the influence was arrested Saturday evening after crashing into a patrol car and causing a second crash while fleeing law enforcement. According to the San Diego County Sheriff’s Department, deputies tried to make contact with an intoxicated man in the parking lot on the 400 block of Autumn Drive in San Marcos around 4:49 p.m.The driver, Cristian Reinoso, 24, failed to obey instructions, instead backing into an unoccupied patrol vehicle twice, deputies say. According to the department, Reinoso then drove away from the parking lot, striking a fence and a parked car before running a red light and crashing into another vehicle at the intersection of Los Vallecitos Boulevard and Knoll Road. The crash reportedly caused Reinoso’s vehicle to roll over, so deputies say he got out and ran away before being arrested at an apartment complex on the 200 block of Knoll Road. Both Reinoso and the driver of the other vehicle were taken to the hospital for minor injuries. The department says Reinoso will be charged with assault on a peace officer with a deadly weapon and hit-and-run causing injuries. 1167

(KGTV) – Two teenaged girls had a frightening encounter with a stranger the parking lot Sportsplex USA Santee Thursday night.“He’s lucky I didn't walk out to minutes earlier,” Beau Branton said. His 14-year-old daughter was one of the girls involved.Branton plays in an adult softball league. Their game finished around 11 p.m. His daughter and her 13-year-old friend were there. After the game, they went to the pickup truck to get warm, while Branton finished up on the field.That’s when a man came over to the teens sitting in the car.“They saw him coming over and when they saw him coming over, they freaked out and locked it," Branton said. "He started yanking on the handle to get in. When he realized he couldn't get in, he just stood there and didn't say anything, just a blank stare.”After a few seconds, the man seemed to give up and leave.“(My daughter) got out to come get me,” Branton said. “She came out from the truck, and towards the Sportsplex, that’s when (the stranger) came from behind a car and started chasing her.”His daughter got back into the truck in time to watch the man drive away.“He had a hoodie on, backpack,” he said, “cleanly shaven, he had two shaven notches on his eyebrows. They watched him get into a red minivan and drive away.”San Diego Sheriff's Department said the suspect is described as a Hispanic man in his early 30s, about 5-feet 9-inches tall, and weighing about 170 pounds. He reportedly has short brown hair.He also had two shaved lines through his right eyebrow.The suspect reportedly fled in an early 2000's model, dark, red minivan with faded paint and a sticker on the back window.Deputies are working with the girls to create a sketch of the suspect and are asking any other witnesses to come forward.Lt. Chris Steffen says they are not yet sure of the man's intentions and that he might not have known the girls were in the car. SEATTLE (KGTV) -- Newly released body camera footage shows the moment police officers nabbed a pair of thieves trying to walk out of a Seattle-area Costco carrying ,200 worth of laptops and vacuums.On March 14, South Precinct officers responded to a call at about 5:30 p.m. of a shoplift in progress at the Costco, police said. Loss Prevention officers inside the store recognized one of the suspects inside and said he had previously stolen items in the past and run out the fire exit. Responding Seattle Police Department officers spotted a female driver inside a black Toyota that was backed up to the store's emergency exit doors. The officers pulled their patrol vehicle in front of the Toyota to prevent it from leaving and contacted the 18-year-old woman, police said.As police were talking with the woman, they could hear someone attempting to open the doors."Moments later, two suspects, a 30-year-old man and a 21-year-old woman opened the emergency doors and attempted to walk out of the store carrying stolen computers and vacuum cleaners," police said.Officers located a 7″ fixed blade from the male suspect. According to the security personnel, the suspect had carried a large knife in past incidents.The male suspect was later booked into the King County Jail for investigation of robbery, while the two women were booked for investigation of theft, police said. 1428
