BEIJING,July 11 (Xinhua) -- China issued a new anti-corruption regulation Sunday to require officials to report changes in their marital status, the whereabouts of their spouses and children if they have moved abroad, personal incomes, housing as well as their family' s investments. The new regulation was issued by the General Office of China's State Council and the General Office of the Communist Party of China (CPC) Central Committee. The regulation defines "officials" as those leaders holding official ranks of and above county level in government agencies, democratic parties, public institutions, state owned enterprises and state holding enterprises. The new regulation requires officials to report changes in their marital status and the location of their spouses and children if they have moved abroad, within 30 days after such a change takes place.Specifically, officials should report their ownership of passports or visas and their children's marital status if they are married to foreigners or residents of Hong Kong, Macau, and Taiwan.Officials should also report any businesses their spouses and children are involved in, both within China and abroad. The new regulation also requires officials to report their ownership of property, including property in their spouses' or children's names, their family's investment in financial assets and in enterprises.According to the regulation, if officials fail to report honestly or in a timely fashion, they would face punishment to various degrees, even as harsh as removal of official ranks. The regulation also ordered party organizations at all levels to strengthen management and supervision over officials to guarantee the implementation of the regulation. This regulation is considered an important measure to ensure strict self-discipline for Party and government officials and to improve the intra-Party supervision system.

CHENGDU, July 17 (Xinhua) -- At least 13 people were killed and 23 others remained missing after the worst rainstorm of this year lashed Sichuan Province Thursday night, the provincial flood control authorities said Saturday. The victims were killed by mountain torrents, landslides, house collapses or other rain-triggered disasters, according to Sichuan's flood control and drought relief headquarters. The rain forced the Shuangliu International Airport in Chengdu, capital of Sichuan, to close Friday, affecting more than 100 flights and at least 10,000 passengers. The rain stopped in Chengdu Saturday and the airport was working around the clock to handle a record 640 flight landings and takeoffs. Many Chinese regions have reported casualties and losses caused by the rain.Hubei Province has seen 59 people dead and four missing by Saturday since heavy rains began to hit many regions on July 3, which incurred 8.92 billion yuan in economic losses.Shaanxi Province has reported four deaths since Thursday when downpours began to hit 13 counties and forced the evacuation of 260 people. The Three Gorges Dam on the Yangtze River, China's longest, raised water discharge speed again Saturday to save dam space for another round of rainfall coming in two or three days. The Three Gorges navigation administration said Saturday that it will close the ship lock if the floods gush in at a speed of up to 45,000 cubic meters per second. At least 146 people had been confirmed dead and 40 are missing in continuous rainstorms and consequent floods, reportedly worst in years in some regions, according to the Civil Affairs Ministry.
DALIAN, July 26 (Xinhua) -- China has stopped the Dalian oil spill from reaching international waters, an official said Monday, admitting the clean-up work was "arduous."Dai Yulin, vice mayor of Dalian City, Liaoning Province, where oil pipelines exploded on July 16, said workers had contained the oil slick, stopping it from reaching the open sea."But the next step, which is clearing it up, is an arduous task," Dai told a press briefing."Some of the slick has been mopped up, but it's not easy to get rid of the rest," he said. The clean-up has involved 266 oil-skimming vessels and 8,150 fishing boats, Dai told reporters.Maritime agencies and oil companies have laid down more than 40,000 meters of oil barriers and 65 tonnes of oil absorbent mats, he said.Despite this, oil could still be seen on some beaches. An explosion hit an oil pipeline 0.9 meters in diameter at 6:20 p.m. on July 16 and triggered an adjacent smaller pipeline to explode near Dalian Xingang Port. Both pipelines are owned by China's No.1 oil and gas producer CNPC.Improper injections of strongly oxidizing desulfurizer into the oil pipeline after a 300,000-tonne tanker had finished unloading its oil caused the explosion, results of a State Administration of Work Safety and Ministry of Public Security investigation showed Friday.
