BEIJING, Jan. 3 (Xinhuanet) -- "China and Spain: A brighter future through win-win cooperation", published by the Spain's newspaper "ElPaís", was written by Chinese Vice Premier Li Keqiang.Following is the full text:I am about to head a Chinese delegation to Europe in this thick New Year atmosphere. I will start my trip from Spain, a country I admire for its long history and modern development, a country I feel close at heart though it is far away from China. I will use this opportunity to bring to the Spanish people the friendship of the Chinese people and China's sincere desire to increase cooperation with Spain.China has 1.3 billion people. It is the biggest developing country on earth. After over 30 years of reform and opening-up, China has achieved remarkable success in economic and social development. China's GDP has grown by an annual average of 9.9%, and the Chinese economy is one of the largest in the world. China has steadily expanded the opening-up program. It is now the second largest trading nation in the world. China has remained the top recipient of foreign investment among developing countries for years and its outbound investment ranks the fifth in the world. Having made the historic leap from mere subsistence to overall moderate prosperity, the Chinese people are enjoying much higher living standards. Per capita income has risen eight times and more than 200 million people have been lifted out of poverty. A minimum living allowance system covering both urban and rural areas is by and large in place. And the Chinese people are leading an increasingly fulfilling cultural life.Proud as we are of these accomplishments, the Chinese people are keenly aware of the problems we face in development. China has to deal with the most complex national conditions in the world. Any big achievement in development, when divided among the 1.3 billion people, will become small. Today, 700 million Chinese are still living in the countryside, and China ranks somewhere around 100th in the world in terms of per capita GDP. Cities along China's coast have boomed. But in central and western China, some people still have no access to safe drinking water and some still live under thatched roofs. Infrastructure, medical services, cultural programs and education there remain underdeveloped. 150 million Chinese people are still living on less than one dollar a day. In China one can find both the advanced and the backward, both new problems and old ones. China still has to confront many challenges and risks on the way ahead.We have learnt one thing important as we look back at the past 30 years of development. We must keep to the path of development that fits China's reality, and we must at the same time be open and inclusive. We need to engage in exchanges and cooperation with other countries and draw on the fine achievements of human civilizations. Our world is one where no country can develop with its door closed. China cannot achieve development in isolation from the world and the world needs China for its development.Recently, China has formulated the blueprint for its economic and social development for the coming five years. The blueprint set out a clear vision to quicken the shift of economic development pattern. It spelt out China's desire to work with the international community to meet challenges and share opportunities. China's development will be even more closely linked with the world. First, China will keep to the policy of boosting domestic demand as a long-term strategy. China is at a stage of accelerated industrialization and urbanization. Every year, over 10 million farmers are moving into cities, and the trend may well last for years. It will generate tremendous investment and consumption demand, and will turn China into one of the biggest emerging markets in the world. Second, China is speeding up adjustment of its industrial structure. It is vigorously upgrading the manufacturing sector, raising emerging industries of strategic importance and accelerating the development of the service sector. China will stay open to the outside world. It is committed to protecting intellectual property rights. It will continue to bring in advanced technologies and managerial expertise, and will encourage human capital to play a bigger role in economic growth. These measures are important in promoting development. Third, China is a solid champion of green economy. Many of the concepts and technologies that originated in developed countries, like circular economy, clean energy, low-carbon technology and sustainable development, have been more and more accepted by the Chinese business community and the general public, and have been applied in many aspects of their work and life. To turn the blueprint into reality, China will continue to deepen reform, stick to the market direction of reforms, and establish institutional arrangements that will facilitate economic transition. China's door is open to the world. China's development will bring enormous opportunities of cooperation to Spain and other countries in Europe and beyond.Situated on opposite ends of the Eurasian continent, China and Spain are geographically apart. But our peoples are close and our economies have much to offer one another. The fine tradition of friendship and exchanges between our two countries dates back a long time ago. Since the establishment of diplomatic relations, China-Spain relations have stood the test of time, and gained increasing popular support. The achievements in bilateral relations are encouraging. Spain has achieved a high level of economic and social development. It leads the world in information, tourism, financial services, renewable energy and modern agriculture. There is much for China to learn from Spain's development experience and practices. At the same time, China, with its huge population and big market, will bring Spain tremendous business opportunities. Looking ahead, China-Spain cooperation is bound to grow in both width and depth. To divide something by 1.3 billon may be discouraging. But it is definitely encouraging and even exciting to multiply something by 1.3 billion. If each of the 1.3 billion people in China would buy a bottle of olive oil or taste a few glasses of wine, the demand will outrun Spain's annual supply. And if only a few in every hundred Chinese would travel to Spain every year, no hotel room in Spain will be left vacant. And for Spain’s transport, telecommunications, banking and insurance sectors, some of their biggest future customers would be Chinese. China supports Spain in the series of economic and financial adjustment measures Spain has adopted, and is convinced of the certainty of full recovery of the Spanish economy. China is willing to explore, together with Spain, the positive and effective forms of cooperation. China is a responsible long-term investor, both in the European financial market and in the Spanish financial market. China has confidence in Spain's financial market. It has purchased Spanish Treasury bonds and will buy still more.China and Spain have all along been good friends and good partners. During last year's World Expo in Shanghai, the Spain pavilion was among the most popular. It had attracted over seven million visitors, most of whom ordinary Chinese. More and more people in China want to know Spain better. And we hope, in the second decade of the new century, more Spanish people will turn their friendly eyes to China and become part of the exchanges with China. LONDON, Jan. 14 (Xinhua) -- The British business sector was pleased at the successful visit this week of Chinese Vice Premier Li Keqiang which concluded on Wednesday.During the four-day visit, Li signed business agreements with an estimated value of more than 4 billion U.S. dollars with the British government."China is vital to the UK economy. China is now the world's largest goods exporter and the UK's largest goods export market outside the U.S. and EU. We are keen to realize the immense potential for deepening and broadening areas of commercial cooperation," said British Minister of State for Trade and Investment Lord Green during the visit.The British coalition government was faced with a near-record public spending deficit of 149 billion pounds (about 236.5 billion dollars) and has chosen to tackle it immediately with the deepest set of cuts to public spending since the Second World War.In such an economic climate, Vice Premier Li's visit to Britain brought welcome contracts but it also brought wider agreements that will bear fruit over a longer period, and that has been hailed as a great success.In an interview with Xinhua after Li's visit, Andy Scott, director international of the Confederation of British Industry (CBI), hailed the visit's success, the achievements of the deal itself, and the longer-term prospects which were very positive.Commenting on the visit, and on the wider China-British relationship, he said, "in the long-term prospects are very positive. They are positive on the political front, they are positive on the business front. And from a political point of view I think it is very telling that this government here in the UK ... has made international trade investment one of the top priorities for Prime Minister David Cameron and right across his Cabinet."Scott said that Cameron's visit to China last November, when he headed the largest trade delegation from Britain to China and the largest ministerial delegation, was a sign of Britain's keenness to do business with China. Scott said he believed there were more ministerial visits planned."That's all extremely positive and I think it demonstrates that at a political level as well as at a business level, China is seen strategically as being a crucially important partner for the UK, and I think this visit -- this very successful visit this week -- will only further help to reinforce that relationship," he added.The headline-grabbing part of Li's visit, apart from the loan of the pandas, was the largest single deal announced this week, allowing the import of 40,000 Jaguar Landrover vehicles into the Chinese market.Scott hailed this as demonstrating "the continuing strengths and this continuing strengthening" of the Sino-British relationship.The monetary value of deals announced was important, but Scott stressed the importance of framework deals which were agreed upon during Li's visit."They weren't necessarily contracts that were being signed there and then, yesterday or today. They were setting the framework and they will themselves be providing further opportunities to develop on those frameworks," he said.In addition, he stressed "professional services, the retail sector, design, the creative area, and the whole engineering consultancy arena" where Britain has goods which China wants in its infrastructure development.Scott particularly welcomed Chinese investment into Britain, and hoped that it would continue the momentum achieved recently."We are increasingly seeing China now investing directly in UK companies and that we see as being very positive," he said.That was now "a further example of where the whole relationship with China is changing; it is not just about physical goods, it is about investment, it is about capital coming into the UK," he added.

BEIJING, Dec. 16 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts to maintain steady and rapid economic growth and accelerate the transformation of the economic development pattern over the next five years.Li made the remarks Wednesday at a seminar on goals and policies of China's key 12th Five-year (2011-2015) Plan, according to a statement by the State Council, or China's Cabinet, on Thursday.At the seminar, the State Council solicited advice from senior officials of Tianjin Municipality, Jilin, Jiangsu, Henan, Yunnan and Gansu provinces, on the draft of the guidelines of the five-year plan.After listening to suggestions from provincial-level officials, Vice Premier Li said it is imperative for local governments to accelerate the transformation of the economic development pattern, while maintaining steady and rapid economic growth in the long term to benefit all Chinese people.As for the work next year, Li said local governments should more actively and prudently handle the relationship between keeping steady and rapid economic development, restructuring the economy and managing inflation expectations."More efforts should be provided to stabilize prices next year," he told the seminar.When planning goals and strategies for the development over the next five years, Li said, major indicators, such as the economic growth rates, should be defined "reasonably" and binding targets should be emphasized.Over the next five years, China will open wider to the outside world, expand its domestic consumption, push the reform of the income distribution system, create more jobs and improve its basic public service and social security system, he said.Li noted that local governments should work hard to allow residents' income growth to keep pace with the economic growth rate, and assure that laborers' wage hikes reflect productivity increases.

  

BEIJING, Jan. 11 (Xinhua) -- A Chinese military official said Tuesday that China's military hardware development is not aimed at any other country.Guan Youfei, deputy director of Foreign Affairs Office of the Defense Ministry, made the remarks while responding to a question on the reported test flight of J-20 stealth fighter jet."The development of China's military hardware is not aimed at any other country or any specific target and the timing was a matter of routine working arrangements," said Guan.Weaponry was developed to safeguard China's national sovereignty, security and territorial integrity, and to adapt to the world's military changes, as well as the constant development of new weapons, he said.Guan denied the test flight was timed deliberately to coincide with U.S. Defense Secretary Robert Gates' China visit.China would always take the path of peaceful development, and adhere to the national defense policy, which was defensive in nature, he said.China would not seek hegemony, military expansion, an arms race, nor pose a threat to any country, Guan said.

  

BEIJING, Dec. 10 (Xinhua) -- CNC World, the English-language channel of Xinhua News Agency's TV arm, CNC, will reach cable television audiences in Africa from Jan. 1, 2011, according to an agreement signed Friday between CNC and South Africa-based MIH Group.The English-language channel of China Xinhua News Network Corporation (CNC) will be available to 4 million African families through MIH's cable network.Xinhua President Li Congjun met Koos Bekker, founder of MIH, before the signing of the agreement. Both sides expressed their hope CNC will be a competitive and influential international media organization.On Thursday, Xinhua signed an agreement with Eutelsat Communications to extend the coverage of CNC to all of Europe, the Middle East and North Africa from Jan. 1, 2011, through Eutelsat Communications' Eurobird, Hotbird and W7 satellites.CNC World broadcasts English news programs 24 hours a day and covers breaking news and major political, economic and cultural news from around the world.Launched in 2009, CNC has developed into a television network with satellite services in the Asia-Pacific, North America, Europe and Africa.It is also expanding its cable television and new media services and provides news programs to about 300 domestic and overseas television organizations.
