SAN DIEGO (KGTV) - A large crowd held a rally against a reopening rollback and another indoor closure Tuesday.The rally took place outside the steps of the County Administration building around 4 pm.The County has been on the cusp of moving into the most restrictive tier in the Governor's safe reopening plan. If that happens, many businesses would be required to close their indoor operations.Many at the rally pushed for local control. They say local leaders should be able to call the shots to reopen their communities safely.County Board Vice-Chair Jim Desmond spoke at the rally.The Board held a special meeting and closed session Monday evening.Board Chairman Greg Cox released the following statement after the meeting:"Tonight, our Board of Supervisors met in a special closed session and discussed our legal options regarding the State's reopening criteria and the effect on local businesses and schools. The Board did not vote on any actions. We will continue to work with the State to make sure the metrics accurately reflect the underlying dynamics of the pandemic in San Diego County. The Board will meet again tomorrow at 3:00 pm to provide an update to the public." 1189

SAN DIEGO (KGTV) - A handful of San Diego County fire departments have sent crews across the state to help with the Woolsey and Camp Fires. But Cal Fire officials tell 10News they're making sure that enough resources are left behind to cover any emergencies that happen here."We have an obligation here to make sure we keep enough strategic reserve to stay safe in San Diego," says Cal Fire Battalion Chief Jon Heggie.Through a process called "Mutual Aid," Heggie says Cal Fire sent three strike teams, consisting of 15 engines, to help around the state. That leaves 32 engines in San Diego. Heggie says those engines are placed around the county ready to pounce on any fires that spring up."The conditions they've seen up there are very similar to what we're seeing right now," says Heggie. But, he added that all time off had been canceled for Cal Fire employees while San Diego is in a Red Flag Warning."Everyone from the Chief down to the firefighters, they're staying in a heightened state of readiness," he says. "We'll never exceed those thresholds to make sure that we have enough adequate resources available for any fire that starts here in San Diego."Cal Fire's ability to respond quickly was put to the test Monday, when a house fire erupted in Ramona. SAN DIEGO (KGTV) - A large group of city leaders, hotel workers, homeless service providers and community members gathered Thursday outside the Hilton San Diego Gaslamp Quarter to show support for the Yes! For a Better San Diego initative.The initiative, which will appear on the March ballot, has bipartisan support and seeks to address the city's homelessness issues, street repairs and job creation with a hotel tax increase. Supporters say the initiative would generate 7 million in the first five years. According to San Diego Mayor Kevin Faulconer, the highest hotel tax increase would be in downtown San Diego at 3.2 percent, with 2.25 percent for hotels on the outskirts of downtown and 1.25 percent for hotels on the outskirts of the city.San Diego's current transient occupancy tax is 10.5 percent."It's not only about the thousands of jobs that you just heard, the infrastructure and the roads, the most important issue that is facing our city the issue of homelessness and for the first time a dedicated funding stream," said Faulconer.He said the initiative would also expand the San Diego Convention Center and create 7,000 new jobs.Some tourists tell 10News raising the hotel tax could backfire and make some visitors simply stop coming to San Diego on vacation."It probably means I'll choose somewhere else next time I travel, somewhere more affordable for me," said one tourist who did not want to be identified."I definitely think it's important to deal with the homeless population and expand your economy, but I don't think that should happen with your tourism dollars. SAN DIEGO (KGTV) - A non-profit and business owner came together to donate thousands of dollars to families in need during the pandemic Wednesday.Non-profit Black San Diego started up in September with the goal of bolstering Black-owned businesses and giving them tools to succeed.They have a Facebook page with 36,000 members.On December 19th, Porschia Wyatt posted asking for prayers for her family."Recently my husband was laid off from his job, he works for the Cheesecake Factory, so time’s been hard for me and my family," she said.She and her husband have a 15-year-old daughter, 7 and 8-year-old sons and a 20-month old daughter.Getting Christmas presents was going to be hard, and November 16th made it even more difficult."I had just ate pizza and next thing you know I started throwing up and I couldn’t breath or anything so I was rushed to the hospital," she said she had an abdominal blockage.She underwent three surgeries and came home on the 25th. Now she had huge medical bills to worry about, which was what pushed her to type a message to the BSD community.She got an overwhelming response, more than a hundred comments and a surprise at her doorstep Wednesday morning.Jaime Harris, owner of Big Block Realty, was holding a giant check for ,000."There are so many families that are affected you know? Of course, we want to help the Black-owned businesses, but we realize our community is definitely suffering because they’re shut down and without a job," CEO of BSD, Sheri Jones said.She hopes the donation will bridge the gap, make their Christmas a little more merry and spread kindness during a season of giving."I would just like to say thank you and I appreciate the help and I appreciate everyone who helped with my family and reaching out to me and I really appreciate it and god bless everyone," Wyatt said. 1844

SAN DIEGO (KGTV) -- A man who groped and sexually assaulted four female students as they walked to their off-campus housing near SDSU pleaded guilty Monday.Minda Shewangizaw, 20, pleaded guilty to charges including felony and misdemeanor counts of false imprisonment and sexual battery.All four victims in the case, who ranged in age from 17 to 19, testified during the preliminary hearing.One of the victims said she and her roommate were walking home after midnight when Shewangizaw came up behind her and “grabbed her butt.RELATED: Women testify against UC Riverside student accused of groping near San Diego State”Her roommate said she noticed someone walking behind them before he began to chase them. "I said, You need to leave. He grabbed my hand and pulled me toward him. He pulled my shirt down and grabbed my breast."She said she kicked Shewangizaw and was able to break free.Another victim testified that she and another woman were on a pedestrian bridge heading back to their dorm when she heard footsteps and was smacked on her “behind” by Schewangizaw."I was livid. I said, What are you doing? Don't do that! He laughed it off."She said she kept walking when the defendant made a remark about her breasts before pulling her shirt down and putting his hands on her chest.A witness said Shewangizaw then grabbed her breast and buttocks and trapped her against a rail before laughing and walking away.The sentencing is scheduled for June 12. 1460
