The City of San Diego had a system in place to warn-water meter readers of inaccurate or questionable reads on manually read meters.But somehow more than 300 residents in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasquitos, and Carmel Valley - were still overcharged by an average 0 on recent bills. Their meters were all the manually read type.Meanwhile, residents from Webster to Normal Heights to La Jolla are still questioning the validity of mysteriously high bills. "At this point I don't trust the government. Who is overseeing these departments?" Carmel Valley resident Denise Hornby said in a recent interview over her ,800 water bill. The city has more than 250,000 water meters that need to be read manually. Workers use a handheld electronic device to enter the readings, and get a warning if the numbers don't fall inline with that meter's use from the last billing cycle, said Steven Broyles, a city meter reader of about 18 years. "Based on the pervious use 60 days ago, it was inline," Broyles said after measuring a home in Rancho Bernardo. "So it didn't throw me a failed audit."Workers, however, are able to override the warning and enter the reading.If that happens, the city says the meter's data gets kicked into the city's quality assurance process - a process that could have uncovered the pattern of errors in those four neighborhoods. The city terminated the employee who made the errors that lead to the 300 erroneous bills. A city spokesman, however, declined to comment on whether the system lead to the discovery. The city auditory, meanwhile, is continuing a top-down probe into the water billing department. The Federal Aviation Administration (FAA) has cleared the Boeing 737 Max to return to the skies, The Associated Press reports.The plane has been grounded in the U.S. since March 2019 after it was involved in two deadly crashes just months after initial orders for the model had been fulfilled. The two crashes — one which occurred in Africa, the other in Asia — killed a combined 346 people.In Congressional hearings last September, Boeing officials say the plane's software included a fatal flaw that caused a nosedive in certain situations.In addition to the human cost of the software error, the Boeing 737 Max has proven to be malignant for Boeing's business. According to CNN, Boeing says the grounding of the 737 Max has resulted in billion in direct costs. Boeing's stock fell 100 points between March 2019 and January 2020 — a massive loss even before the COVID-19 pandemic dragged the entire market down with historic losses. "These 20 months they took to look at every possible issue with the aircraft is more than enough time to make it safe to go back in the air," said Kevin Kuhlmann, an Aviation and Aerospace Science Professor at Metro State University. "It's no small undertaking to go through and develop this training, put the pilots through the training and absorb the cost of the training."In October, American Airlines announced it would begin using the plane on certain routes in late December, pending FAA approval. The company says it will provide flexibility to passengers who do not want to fly on the plane.Other airlines like Southwest say they won't be putting the plane back in rotation until April. 1641

The Environmental Protection Agency has handed documents to Congress that show new travel expenses from agency administrator Scott Pruitt, totaling some ,000 in hotel stays and air travel, The Washington Post reported Tuesday.The documents, which were requested by House Oversight Committee Chairman Trey Gowdy and obtained by the Post, reportedly show that Pruitt traveled on government business dozens of time on first-class and domestic flights from August 2017 through February 2018.The reported expenses include a four-day, ,631 trip to Morocco in December, a series of first-class flights following Hurriciane Harvey totaling ,330, and a two-day domestic trip for media interviews and a visit to Florida that amounted to ,767. Pruitt's travel expenses listed in the records reportedly do not include the costs of his security team or aides who travel with him.The EPA justified the travel spending as necessary to ensure Pruitt's security."EPA's Protective Service Detail identified specific ongoing threats associated with Administrator Pruitt's travel and shifted his class based on certain security protocols that require him to be near the front of the plane," said Jahan Wilcox, a spokesperson for the agency.Previously, CNN reported that from June through August 2017, the EPA justified several expensive charter flights for Pruitt -- including a ,000 bill for a business trip around his home state.In late August, the EPA inspector general announced it would investigate Pruitt's travel practices. Scammers frequently prey on holiday bargain hunters by advertising “one-day only” promotions from recognized brands.“Without a skeptical eye, consumers may end up paying for an item, giving away personal information, and receive nothing in return except a compromised identity,” the FBI wrote in a press release.Payment red flagsThe FBI says to be cautious of sellers and websites that demand payment solely through gift cards.“Scammers sometimes encourage shoppers to conduct wire transfers, allowing criminals to quickly receive illicit funds,” the bureau wrote.It’s best to use credit cards, because they provide several layers of security against fraud and are typically the safest way to conduct online shopping.Charity scamsWhile others are focused on giving during the holiday season, others are ready to take advantage of that generosity.“Charity-related frauds increase during the holidays as individuals seek to donate money to those less fortunate,” said the FBI.Criminals have been known to use phone calls, email campaigns, and fake websites to solicit on behalf of fraudulent charities.
