SAN DIEGO (KGTV) — Hundreds of thousands of San Diego County workers are facing the prospect of fewer hours, lower paychecks, and even job loss.The workers are in the retail, leisure, and hospitality fields, which in all employs more than 350,000 workers in the region. The squeeze comes as restrictions increase related to the coronavirus, including a 30-day travel ban from Europe, a county ban on events of 250 or more people, and cancellations of major conventions. SAN DIEGO (KGTV) - Health officials have confirmed a positive case of COVID-19 at an assisted living center in the College Area.On Wednesday, 10News tried to get answers from Stellar Care Center, located just south of the College Area. On Tuesday night, San Diego County Public Health Officer Dr. Wilma Wooten revealed that they were looking into a patient at the home who may have tested positive. “Our staff [is] investigating this situation and once it's determined if there's individuals or patients with influenza-like illnesses, the staff there will collect specimen and send them to our lab for testing,” she stated.Across the country, concerns over the spread of the virus in nursing homes continues to grow. In Kirkland, Wash., an outbreak of the virus at the Life Care assisted living center lead to at least 35 reported deaths, according the Centers for Disease Control and Prevention. In Louisiana, seven deaths have been linked to a retirement community out of New Orleans. 10News reached out to Stellar Care Center and San Diego County for additional information. A spokesperson for San Diego County writes, "I can confirm that there is a positive case of COVID-19 at Stellar Care Assisted Living. Skilled nursing facilities throughout the County have amplified their protocols to address the COVID-19 pandemic using strategies similar to those recommended by the County of San Diego in responding to an influenza outbreak. These protocols include limiting the amount of people in congregant settings (including meals, activities and visitors) while amplifying cleaning and sanitation measures and providing additional training for staff."The State Department of Social Services writes, “In order to protect confidentiality, we are not able confirm or provide details regarding specific individuals or locations.” 1835

SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. SAN DIEGO (KGTV) -- From across the country to here in San Diego, there is no denying racial tensions between law enforcement and some communities. Locally, San Diego County has seen protests over officer-involved shootings and deaths of people in police custody. The 2016 shooting of Ugandan immigrant Alfred Olango sparked protests throughout El Cajon. Olango’s sister called 911 to report that her brother was displaying erratic behavior. Olango pulled something out of his pocket officers believed was a gun and, according to police, he assumed “what appeared to be a shooting stance.” Officer Richard Gonsalves fired his gun at least four times, killing Olango. Earlier this year, a jury in a separate civil suit found the officer acted reasonably.In National City, the death of Earl McNeil in 2018 sparked questions from his family and protests at city council meetings. McNeil, who had mental illness, went to the National City Police station seeking help, according to his family. Police said when he went to the station, he was making paranoid, threatening and irrational statements. Police say he told them he was in possession of a controlled substance. A statement from National City police said he was transported to County Jail for processing and exhibited signs of medical distress. According to his family, he suffered brain and nerve damage that led to his placement in a coma. He was pronounced dead June 11, 2018.Bishop Cornelius Bowser is a former gang member who grew up in San Diego. “I was up to no good every day,” he said. He turned his life around and is now a local activist, vocal about what he calls inequities in policing. That includes overpolicing, with more negative than positive interactions.“What I mean by being overpoliced is that the community is saturated with law enforcement. They’re looking specifically for specific people. When a black person, just by being black and young, that makes me a criminal. That makes me a threat,” Bowser said. He feels there is a lack of community policing, which is commonly defined as the use of partnerships and problem-solving techniques to proactively address concerns. “The culture has to be changed, the way [police] come into our community—they have to build those relationships. And they have to be here long enough,” Bowser said.The District Attorney's Office analyzed officer-involved shootings over the past 25 years.
