(KGTV) — A reminder to dog owners as hot weather settles into San Diego: Watch out for your pooch's paws.The general rule of thumb for hot weather is if it's too hot to put your hand on the ground, it's too hot for your dog's paws.In Medical Lake, Wash., a dog named Olaf is now recovering after its owner failed to properly protect his dog's paws. The Medical Lake Veterinary Hospital posted photos showing Olaf's pads burned off:"Olaf walked over a mile ... before his owner realized his pads were burned, and even then he wasn't whining or limping!" the hospital posted. "He is one tough cookie (and exceptionally sweet cookie.)"Olaf's owner told KEPR he didn't notice his dog's injury until he saw bloody paw prints on the ground and that the the injury exposed raw muscle.Veterinary experts suggest dog owners protect their dog's paws using pet boots, paw wax, or socks. It also helps to keep dogs on grass or walk when the temperature outside and pavement is much cooler. 986

(KGTV) - A San Diego County psychiatrist who reportedly had offices in Chula Vista, San Ysidro, Kearny Mesa and El Cajon was in custody Thursday on suspicion of sexual battery and having sex with a patient.Leon Fajerman, 75, was charged with five counts in an arrest warrant issued Wednesday.Among the charges was a violation of Business and Professions Code 729(a), which details that any physician, psychiatrist or counselor who has sexual relations with a patient or terminates a relationship with a patient for the purpose of having sexual contact is guilty of sexual exploitation.In September 2017, court records showed that Fajerman assaulted three female patients, including one who said he groped her breasts and buttocks, according to the Union-Tribune.The complaints were turned in to the Medical Board of California. Fajerman surrendered his medical license May 15, 2018.Fajerman received his medical degree from the University of Buenos Aires and had been in practice for more than 20 years, according to US News. 1033

(KGTV) - A North County lawyer, once charged with possessing child pornography and secretly filming women at a local tanning salon, is allowed to practice law again.A woman who contacted Team 10 said several North County residents are concerned he could be back in the community working as an attorney. David Kaye faced two felonies and nine misdemeanors in early 2011. Investigators say he filmed women without their knowledge at an Escondido tanning salon. After a customer saw the recording device, police set up a sting operation and Kaye was arrested after an investigation that lasted several months.Kaye entered a plea deal and pleaded guilty to two counts of secretly filming a person and two counts of peeking through a hole or private area. He received three years of formal probation. His law license was suspended in 2014.In the last few months, he got his license back. In documents filed with the state bar court, it said Kaye petitioned five times for his suspension to be lifted. It cited a list of community service and other charitable work with no further arrests. When questioned about his license being reinstated, Kaye wrote to Team 10: “… I don’t practice at all and I am retired with no intention of practicing again.” He said he fought to get his law license reinstated because he “did not want to spend the rest of [his] life wearing the scarlet letter of being a suspended or disbarred attorney after 20 years of practice.” He added that he did everything he could to “follow the state bar requirements to resume [his] status as an attorney in good standing.” Kaye said he wants to move on with his life and spends most of his free time doing volunteer work. (KGTV) - Income taxes on military pension is pushing a lot of people out of California. A new study proves that taking those taxes away would actually help both veterans and the state. For the people who served their country, it's tough to make it in California. "My wife just retired," said Matthew Schillingburg. "I just retired and so we're all on disposable income right now."He served in the army for more than 20 years. When his income is taxed by the state it can be hard to get by. "The thing that’s really holding us here, this community right here in San Diego that we grew up and love so much, our kids and our grandkids here," Schillingburg added.He joins 1.8 million military veterans who live in California. Many of them are looking to leave the state for more affordable areas where their pension won't take a hit. Assembly Bill 2394 is trying to change that. "If we can eliminate that, that helps us have more disposable income and we can consume more in the community that we love so much," said Schillingburg.According to a new study, if veterans were exempt from state taxes there would be big changes by the year 2025. More than 12,000 jobs would be added to the economy, along with 0 million in total personal income, million in state and local taxes and billion in total business sales. The bill is currently in committee. If it does pass, it could go into effect as soon as January 2019.  1484

(KGTV) - Are human traffickers really targeting shoppers by putting zip ties on their cars?No.A post on social media says a woman came out of a store after shopping to find zip ties around her windshield wipers. It goes on to say that human traffickers kidnap people while they're trying to get the zip ties off.But this is an old myth that has been debunked by police around the country. They say there's no evidence the zip ties have anything to do with human trafficking. 483
