BEIJING, Nov. 21 (Xinhua) -- The State Council, China's cabinet, announced Sunday a slew of measures to rein in rising commodity prices to ease the economic pressures on the people.Local governments and departments are required to boost agricultural production and stabilize supply of agricultural products and fertilizer while reducing the cost of agricultural products and ensuring coal, power, oil and gas supplies, the State Council said in a seven-page circular.The cabinet urged local departments to step up vegetable-planting efforts while stabilizing winter vegetable production and strengthening grain and edible-oil production field management to ward off supply shortages.To reduce delivery costs, road tolls for vehicles transporting fresh- and live-farm produce will be forbidden from Dec. 1, the circular said.The cabinet also ordered local authorities to continue to reduce the prices of power, gas and rail-transport for chemical-fertilizer producers while ensuring coal supplies for power generation companies and increasing production of oil -- especially diesel -- to guarantee sufficient supply.Local governments must temporarily disburse subsidies to needy people and increase allowances for poor students and student canteens, the circular added.Local authorities were ordered to establish coordinated social-security mechanisms that promise a gradual rise in basic pensions, unemployment insurance and minimum wages.Local departments were also ordered to adjust prices promptly and to impose temporary price controls on important daily necessities and production materials where necessary.Market monitoring will be intensified to clamp down on hoarding and speculation in major agricultural products, the circular added.Chinese decision makers have made price controls a top priority, as the consumer price index (CPI), the main gauge of inflation, rose to a 25-month high of 4.4 percent in the 12 months to the end of October. The hike was mainly due to a 10.1-percent surge in food prices. Food prices have a one-third weighting in China's CPI calculation.China has been moving to mop up excessive liquidity to combat inflation, with the latest move to target over-liquidity in the banking system.The People's Bank of China, or the central bank, said Friday it would raise capital reserve requirements by 50 basis points for all the banks of the country for the fifth time this year to control credit and liquidity.

BEIJING, Dec. 29 (Xinhua) -- Chinese President Hu Jintao has stressed the need to stabilize commodity prices, extend the coverage of the social security network and boost employment to ensure the country develops in a comprehensive, coordinated and sustainable manner.Hu made the call Tuesday when presiding over lectures on economic development attended by members of the Political Bureau of the Communist Party of China (CPC) Central Committee.The lectures were given by two researchers respectively from the National Development and Reform Commission and the Chinese Academy of Social Sciences.Efforts should be made to establish a long-term mechanism that increases consumptions, renovate and upgrade traditional industries, and cultivate and support strategic emerging industries, Hu noted.Hu, also general secretary of the CPC Central Committee, called for deepening of the country's reform and opening up, adding that improving people's livelihood and ensuring their well-being, promoting economic growth and maintaining social stability are the Party's top agenda.Hu said impetus should be given to the development of the service industry as well as to the coordination of regional development, and vigorous yet steady endeavors should be made to advance urbanization.Hu also called for efforts to embrace reform and innovation in the country's economic, political, cultural and social systems and urged local authorities to seek opinions and advice from the people in formulating regional development blueprints.Further, Hu asked CPC officials to cement their ties with the people and do practical things for the public.

BEIJING, Nov. 16 (Xinhua) -- China exported 16,000 tonnes of rare earth to Japan in the first nine months of the year, equivalent to 49.8 percent of its total rare earth exports, the Ministry of Commerce (MOC) said Tuesday.The figure was a 167-percent year-on-year rise, MOC spokesman Yao Jian said at a press conference.Exports to the United States increased 5.5 percent year on year to 62 million tonnes during the same period, equivalent to 19 percent of China's total rare earth exports.China exported 32,200 tonnes of rare earth in the first nine months of the year at an average price of 14,800 U.S. dollars per tonne.Yao said the Chinese government has tightened regulations concerning the development, production and export of rare earth out of concern for the environment.China cut its 2010 rare earth export quota 39 percent year on year while rare earth development and production capacities were reduced by 25 percent and 23 percent, respectively, he said.In addition, China has added a 15- to 25-percent export duty on rare earth exports while banning the export of 41 rare earth-related processed products.China's restrictive policies have been criticized by Japan, the United States and European countries. They said China's restrictions on rare earth exports violate World Trade Organization rules. China refutes such claims."China's restrictive measures comply with WTO rules, as the steps were taken in the whole process of exploitation, production and export," Yao said.China continued to export rare earth in recent years even as environmental pressures grew and resource-depletion approached, he added.He said China hopes other rare earth-rich nations will develop their own resources while adding that China is ready to cooperate with other nations to mine and process rare earth in an environmentally-friendly way.Rare earth is a key component in the manufacture of high-tech products ranging from computers to airplanes. But mining rare earth is a highly-polluting process.With a 90 percent share of the world rare earth trade, China's export quotas are a sensitive issue. In early November, the MOC denied suggestions there would be a drastic reduction in 2011 rare earth export quotas.

TAIPEI, Dec. 17 (Xinhua) -- Procedures of cross-Strait talks had become more "simplified" and the results "more tangible" after five talks over the last two-and-half years, said chairman of the Taiwan-based Straits Exchange Foundation (SEF) Friday in Taipei.Chiang Pin-kung told a press conference that the Chinese mainland and Taiwan were expected to sign a medical and health cooperation agreement at the upcoming talks between the SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS), scheduled Tuesday.Regarding a cross-Strait investment protection agreement, he said the two sides had "reached a preliminary consensus" on it, but still needed time to further exchange views since it was "complicated" and "concerned a wide range of issues."The investment protection agreement is an important part of the follow-up negotiations after the cross-Strait Economic Cooperation Framework Agreement (ECFA) took effect in September.Chiang said the SEF and the ARATS would "continue to discuss" it in order to reach a deal as soon as possible, as "it is related to people's interests."The talks will be the sixth round since the two organizations, authorized by the mainland and Taiwan to handle cross-Strait affairs, resumed negotiations in June 2008 after an 11-year suspension.About 560 reporters, including more than 400 from Taiwan, 60 from the mainland, as well as those from Hong Kong, Macao and foreign countries, will cover the event.Chiang said a mainland delegation, led by the ARATS executive vice president Zheng Lizhong, was scheduled to arrive in Taipei on Sunday and would hold a preparatory negotiation with SEF vice chairman and secretary general Kao Koong-lian, to decide the agenda of the talks.ARATS president Chen Yunlin and his wife are expected to arrive in Taipei Monday morning. He also added that he had held talks with some countries to persuade them to change their tunes.The Cancun talks, scheduled for Nov. 29 to Dec. 10, has attracted about 25,000 participants from governments, businesses, non-governmental organizations and research institutions in almost 200 countries.
