(KGTV) -  The safety driver behind the wheel of an autonomous Uber vehicle that struck and killed a woman in Arizona is a convicted felon, according to ABC affiliate KABC.The driver, identified as 44-year-old Rafael Vasquez, was in the self-driving car when it fatally hit 49-year-old Elaine Herzberg as she crossed an unlit Tempe, Ariz., roadway outside of a crosswalk with her bicycle.Court documents showed someone with the same name and birthdate served more than four years for two felony convictions: One for making false statement when obtaining unemployment benefits and the other for armed robbery, according to KABC.RELATED: Police release video after Uber self-driving car hits, kills womanWhile the crash has raised concerns over Uber's driver screening policy, the company states "everyone deserves a fair chance" in regards to employing those with a criminal record.Uber said Vasquez met the company's hiring requirements, KABC reported. (KGTV) - San Diego County leaders say a massive church gathering on the sand at Cardiff State Beach Sunday violated the health mandate to prevent the spread of COVID-19.The event featured music, prayer, and people getting baptized in the ocean.Alisha Goodman is the mom of two teenagers. She also ministers to three other teens from broken homes. They all went to the event together."It turned out to be way more than I would have ever imagined, or expected it to be. I think everyone has just been so suppressed for the past few months. It was an opportunity for us to get out and worship and be together and feel that presence of God that we haven't really had an opportunity to do," said Goodman.Pictures on social media captured huge crowds with little social distancing and not a lot of people wearing face coverings.Goodman says she felt safe."I think everybody was being fair with each other and social distancing within their immediate families and friends group, but there was some hugging and people who hadn't seen each other in a long time, they haven't seen each other in 4 months," said Goodman.The event was organized by Sean Feucht. He's a member of Bethel Church in Redding, but the church was not involved with Sunday's gathering. He's held similar events across the country.10News tried reaching Feucht through his social media accounts, but we did not get a response.In response to media inquiries after the event in Redding, he issued a statement on his Facebook page saying in part, "Government leaders voiced support for outdoor protests in recent months, they should not be condemning Christians seeking to gather in worship. " He also said masks were made available and social distancing encouraged.Holly Wheeler lives nearby. She was shocked at the size of the crowd and the lack of social distancing."We're working really hard, to keep employees safe and to keep businesses open. It's mind blowing to me that people outside our community would come in, not respecting rules that we as business owners have to abide by, and if we can't keep our businesses open, we can't keep people employed," said Wheeler.The organizer posted on Twitter that nearly 5,000 people attended.A spokesman with the State Parks sent 10News the following statement."An unpermitted event took place yesterday at Cardiff State Beach. (KGTV) — Several storms that have showered California with snow and rain have lifted the state out of drought for the first time since 2011.The U.S. Drought Monitor said Thursday that California was free of drought for the first time since Dec. 20, 2011. The state had seen some form of drought for at least 376 consecutive weeks.As of Thursday, the agency said more than 93 percent of the state was out of drought conditions. San Diego County's drought conditions were due to abnormally dry years prior to this winter, according to the agency, and local reservoirs were not at capacity despite the heavy rains."The rest of the region in Southern California is still abnormally dry due to very dry previous years. Reservoirs in San Diego County are only at 65 [percent] capacity. (KGTV) - While support for medical marijuana is speeding up on a state level and in nationwide opinion polls, federal advancement is slowing due to research and approval gridlock. There’s no denying the popularity of marijuana in the United States, with THC and cannabis products approved for medical use in 33 states. Recreational use is supported in 11 states, including California. The election results are echoed in a 2016 Quinnipiac University poll which showed 81 percent of Americans support medical marijuana legalization. California's support of medical marijuana started more than two decades ago when voters passed Proposition 215, the “Compassionate Use Act of 1996.” Laws calling for regulation of medical marijuana were passed in 2015 and 2016, with recreational marijuana becoming legal in 2018. While voters increasingly approve marijuana legalization in various states across the country, the federal government has been slower to grant permission for use. However, four cannabis derived or related products have been approved for use with a prescription from a licensed healthcare provider. Epidiolex contains a purified form of CBD for treating seizures associated with Lennox-Gastaut or Dravet syndrome in patients as young as 2 years old, according to the FDA.
