Government employees are generally classified under two umbrellas: Less restricted and more restricted.More restricted employees, such as employees in the Secret Service, CIA, FBI, and Federal Election Commission, are held to a stricter standard. For most White House employees, they fall under the “less restricted” category, but even then, the act places limits.Uniformed members of the military also fall under the “Hatch Act” in the “less restricted” category.What the Hatch Act allowsIt allows government officials to attend political events, rallies and fundraisers outside of their official duties. It also allows government employees to run for non-partisan office. And it allows government employees to express opinions on political issues and candidates while in a non-official role.What the Hatch Act prohibitsFor those under the “less restricted” category, federal employees cannot use their official authority or influence to interfere with or affect the result of an election or engage in political while the employee is on duty, in any federal room or building, while wearing a uniform or official insignia, or using any federally owned or leased vehicle.For those in the “more restrictive” category, employees are barred from taking an active part in partisan political campaigns.3 instances during RNC that raised questionsOn Tuesday, there were three moments that brought up questions on possible Hatch Act violations.- Citizenship ceremonyOn Tuesday, Secretary of Homeland Security Chad Wolf officially swore in five new US citizens inside the White House. In this case, Wolf used his official capacity as acting Homeland Security secretary to swear in the new citizens.Also, moments before the swearing in, two fully-dressed Marines were seen in a video prepared by the RNC opening the door for Trump as he entered the room. Members of the military are also governed by the Hatch Act.- Secretary of state’s visitSecretary of State Mike Pompeo was on an official visit in Israel when he recorded his speech for the RNC. Sources told CNN that his speech was cleared by multiple lawyers, and that the RNC paid for his portion of the speech. - First lady Melania Trump’s speechFirst lady Melania Trump spoke from the White House Rose Garden on Tuesday. While presidents and their families have traditionally shied away from using the White House for re-election events, the Trumps have begun to embrace the complex, especially with in-person events being trimmed down due to the coronavirus pandemic. While the first lady is not a federal employee, and is not subject to the Hatch Act, using the White House would require staff to prepare the facility to be used for political purposes.Penalties for violating the Hatch ActViolating the Hatch Act could involve termination from your position and a civil fine. Last year, the Office of Special Counsel recommended that White House adviser Kellyanne Conway be terminated after she allegedly violated the Hatch Act on multiple occasions during television interviews and social media posts. Several other White House officials, including former UN ambassador Nikki Haley, have been warned by the Office of Special Counsel for political activities they have performed while on duty. Haley got dinged for retweeting a Trump tweet endorsing a congressional candidate.Several high ranking Obama administration officials, including Secretaries Julian Castro and Kathleen Sebelius, had also violated that Hatch Act. OTAY MESA (CNS) - Border Patrol agents stopped a car in Otay Mesa and arrested five people, including a man who claimed to be a national guardsman from California, for alleged human smuggling, a Customs and Border Protection officer said Saturday.Around 3:45 p.m., Border Patrol agents stopped a car near the intersection of Alta Road and Otay Mesa Boulevard, according to Customs and Border Protection Officer Ralph Desio. The area is about a mile north of the U.S.-Mexico border.Agents interviewed the five people inside the car, all men, and determined two were U.S. citizens and the other three were undocumented Mexican nationals, Desio said.The driver of the car claimed to be a California National Guardsman in the process of separating from the service, according to Desio. California National Guard spokesman Lt. Col Jonathan Shirmo, however, told City News Service that the man was not a national guardsman, and was believed to be a U.S. Army reservist.The Army could not be immediately reached for comment.The five were all arrested, and the two citizens could face charges of human smuggling, Desio said.The three undocumented people were being held as witnesses in the case and will later face deportation proceedings, according to Desio. 1264

(KGTV) -- A woman was killed Monday after police said she was run over by heavy machinery at an Oceanside beach.The incident was reported shortly after 10 a.m. in the 1200 block of North Pacific, Street, near Oceanside’s South Harbor, according to an Oceanside Police Department spokesperson.The spokesperson said the woman, who was not identified, was asleep on the beach when the equipment hit her. One of the biggest lingering questions following Wednesday's release of thousands pages of documents related to the June 2016 Trump Tower meeting is three phone calls Donald Trump Jr. placed to blocked telephone numbers before and after the meeting.Trump Jr.'s calls to blocked numbers — one of which occurred between phone calls with Emin Agalarov, the pop star son of Russian oligarch Aras Agalarov — have raised questions about who President Donald Trump's eldest son spoke to. Democrats have suggested Trump Jr.'s calls could have been to his father, but Trump Jr. said he did not know."So you don't know whether or not this might have been your father?" congressional investigators asked Trump Jr. during his interview, according to the transcript of the interview released by the Senate Judiciary Committee."I don't," Trump Jr. responded.CNN has reached out to Trump Jr.'s attorney for comment and have not yet received a response.The phone calls to blocked numbers are one of the key unanswered questions that Democrats — on both the Senate Judiciary and House Intelligence Committees — charge that Republican investigators failed to follow up on with subpoenas to Trump Jr. It's one of the items that could receive renewed scrutiny in the committees should Democrats win back either chamber in November.Trump Jr. has said he did not speak to his father about the Trump Tower meeting, in which he was expecting "dirt" on Hillary Clinton from a Russian lawyer, but instead received a pitch on removing Russian sanctions under the Magnitsky Act.The Judiciary Committee Democratic report released Wednesday highlighted the blocked calls, the first of which was a four-minute call June 6 less than an hour after Emin Agalarov, who had pushed for the Trump Tower meeting, had called Trump Jr. After calling the blocked number, Trump Jr. called back Agalarov. He told the committee that he did not believe he spoke with Emin Agalarov in either phone call, but that voice messages may have been exchanged.Trump Jr. also called a blocked number that evening in a call that lasted 11 minutes.Then-candidate Trump spent that day at Trump Tower, and had no public events.The Judiciary Committee Democrats noted that while Trump Jr. said he didn't know who he called, Trump campaign manager Corey Lewandowski had testified to the House Intelligence Committee that Trump's "primary residence has a blocked (phone) line."Roughly two hours after the Trump Tower meeting occurred on June 9, Trump Jr. placed another call to a blocked number that lasted three minutes, according to the Democratic report. It doesn't appear Trump Jr. was asked about that specific call during the interview.The Judiciary Committee Democrats also highlighted in their report an announcement from Trump ahead of the Trump Tower meeting that he would be giving a "major speech" the following week, in which "we're going to be discussing all of the things that have taken place with the Clintons. I think you're going to find it very informative and very, very interesting."Democrats have urged Senate Judiciary Chairman Chuck Grassley, an Iowa Republican, to bring Trump Jr. back for a follow up interview, as well as to subpoena his phone records to find out who he called."There is a lot that needs to be explained, the contradictions and evasions," Sen. Richard Blumenthal, a Connecticut Democrat, said Wednesday.Asked about a subpoena for Trump Jr.'s records, Grassley said he put out the transcripts in the interest of transparency, and added that he would want to know what questions Democrats would want to ask if he were to consider bringing him back."I have no decision now," Grassley said. OCEANSIDE, Calif. (KGTV) - Oceanside is home to the oldest cafe on the historic Highway 101. Appropriately named Cafe 101, when you step inside, you take a step back in time inside a 50s-style diner filled with memories and history. Café 101 has been an Oceanside fixture since 1928 for one reason. "Location, location, location," says John Daley sitting at the counter. Daley should know for several reasons. He's a developer, a third-generation Oceanside native, and former owner of Cafe 101 and much of its rich history."At one time, this was even our local bus stop for Greyhound out in front of us," adds Daley. When Camp Pendleton opened during World War II, Oceanside exploded from 5,000 people to more than 12,000. Cafe 101 was not only a drive-in diner, but it also served as a trailer park. "So those people had to have some place to live, they have to have some place to eat, and some place to recreate,” explains Daley. “So, it was just a crazy time in Oceanside history."For those Marines, Cafe 101 was like a second home and the employees who worked there were like family. Years later, when Daley and his partners bought the restaurant in the mid-80s he would see those Marines, much older now with children and grandchildren, return to the cafe to relive memories."Me being a big talker, I love to go out and say high to as many as I could recognize, and thank them for their service, and tell their kids what a great job they did to make our country free," says Daley with a smile. Cafe 101 is pure nostalgia. From home cooked food to the stainless-steel tables, the red booths, and the table side jukeboxes. But what sets Cafe 101 apart is its symbolic mural on the south wall of the cafe. It’s been featured in magazines and newspapers all over the world. That mural is what makes Cafe 101 such an essential part of Oceanside. "It was kind of iconic in a sense," says Daley. "Which is really a 101-highway mural too. We put palm trees and cool cars, and we got the ocean in there too. Nothing better along the 101 than to have all those things on it." 2205
