BEIJING, July 16 (Xinhua) -- As the special guests of Chinese President Hu Jintao, 88 students from the quake-hit areas on Wednesday visited Zhongnanhai, the compound of central authorities, and had a joyous time with grandpa Hu before going to Russia for recuperation.     "I hope all you schoolmates will rest well and recover as soon as possible with the help of Chinese and Russian teachers. I also hope that you will take this rare opportunity to make friends with Russian pals and be the little envoys for our two countries," Hu told the children.     These middle and elementary school students, who come from western China's Sichuan, Gansu and Shaanxi provinces severely stricken by the May 12 earthquake, represent 1,000 children who are going to Russia for further recovery. We will help arrange your life and study well, and ensure that you grow up as happy and healthy as all the other children."     Hu carefully examined the injuries on some children and expressed the hope that they would, after coming through the calamity, become braver and tougher to overcome any difficulty in their future life.     Hu urged the students to help each other when going out of the country and wished them a wonderful time in Russia.     During the activity, Hu also met with a senior official with the Russian embassy to China and expressed his gratitude for all the help Russia offered since the quake.     "During the disaster, the Russian government and people offered us timely help, and you invited more than 1,000 quake-hit middle and primary school students to go to Russia for recovery. All these show Russian people's love for the Chinese. And it once again proves that we two countries are real good neighbors and friends," said Hu.     The death toll from the May 12 earthquake in Sichuan Province, southwest China, stood at 69,197 as of Wednesday noon, and a total of 18,238 people were still missing.

BEIJING, Sept. 2 (Xinhua) -- Top Chinese political advisor Jia Qinglin is urging to cultivate more farmers who not only plant but also know the ABCs of technology and management, since the country is seeking new ways to promote rural development.     "We should foster many more 'new-style' farmers who are educated and who know techniques and the basics of sales and management," said Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, adding that rural areas should use urban development as a catalyst. BEIJING, Sept. 4 (Xinhua) -- China's State Council, or the Cabinet, has ordered government agencies to take immediate actions to rectify the financial abuses exposed by the National Audit Office (NAO) in late August.     All units that misused funds were required to report their rectification results to the State Council before Oct. 31, according to an executive meeting of the Cabinet Thursday, which was presided over by Premier Wen Jiabao.     The NAO found 29.38 billion yuan (4.32 billion U.S. dollars) worth of "problematic" expenditures after auditing the 2007 state budget spending of 53 ministerial-level departments and 368 of their affiliates.     It also found 258 million yuan of disaster relief funds were embezzled and used for administrative expenses or government construction projects.     The meeting decided that more central agencies shall make public their budgets. Eleven of them did this last year.     The Cabinet also reviewed a draft ordinance complementary for the enforcement of the Labor Contract Law, and decided that further revision has to be done before it could be enacted.     The Labor Contract Law took effect on Jan. 1 and has raised concern in China's corporate world because of its enhanced protection of laborers' rights.

UNITED NATIONS, Oct. 3 (Xinhua) -- The United Nations and China will co-organize a high-level meeting on climate change early next month, with a special focus on technology development and transfer, the world body announced Friday.     UN Undersecretary-General for Economic and Social Affairs Sha Zukang and China's Deputy Permanent Representative to the United Nations Liu Zhenmin briefed member states at the UN Headquarters on the Nov. 7-8 Beijing High-Level Conference on Climate Change: Technology Development and Technology.     "Technology transfer is of enormous importance in tackling climate change," Sha said. "Together with financing technology transfer, it is one of the means of achieving adaptation and mitigation action."     Effective international action on climate change will require progress on the question of technology transfer, which is addressed in the UN Framework Convention on Climate Change (UNFCCC)and also forms a core aspect of the Bali Action Plan, Sha noted.     "In this context, the conference will provide a forum for open, practical and pragmatic discussions on technology transfer and climate change," Sha said. "The conference will focus on practical options and solutions for overcoming barriers to technology development and transfer."     "We hope it will be an opportunity for member states and other stakeholders engage openly, away from the constraints of the negotiating setting," he said.     Sha said that the aim of the conference is to support the UNFCCC process, particularly the forthcoming UN Climate Change Conference in Poznan, Poland in December 2008.     Calling for "broad, high-level participation from member states," Sha said that the conference will be opened by Chinese Premier Wen Jiabao and that UNFCCC Executive Secretary Yvo de Boer and former British Prime Minister Tony Blair have confirmed their participation.     In his remarks, Liu said that over the years, the international efforts to develop and transfer clean technologies are lagged behind the needs, and the relevant mechanism and financial support are not yet put in place.     With many countries having divergent views on the issue, communication and dialogue will help countries deepen mutual understanding, find common ground and work together to promote technological development and transfer, Liu said.     "The purpose of the high-level conference is to provide a platform of dialogue for international cooperation in the relevant technological development and transfer," Liu said.     "We hope this conference will help countries form some consensus on development and transfer of technologies for addressing climate change so as to further promote the efforts to address climate change," Liu noted. 

CHENGDU, Sept. 2 (Xinhua) -- Chinese Premier Wen Jiabao called the past 110 days since the May 12 quake "shocking and touching" when speaking to journalists in southwest China's quake-hit Sichuan Province on Tuesday.     "The past 110 days were days that shocked our minds, and also days that touched our hearts," said Wen. "It's not a long time, but what we did, as witnessed by people all over the world, will go down in history." We made the utmost efforts to save people's lives even if there was a slightest hope, and we never gave up," Wen recalled at an improvisatori press conference in Yingxiu Town, the epicenter of the May 12 quake.     About 84,000 people were rescued out of debris after the quake, according to Wen.     The 8.0-magnitude earthquake killed more than 69,000 people in Sichuan and neighboring provinces and left nearly 18,000 missing.     According to the quake relief headquarters under the State Council, now people in the quake zone had no problem in eating, drinking among other life necessities. No major epidemics were reported and industry and agriculture basically resumed.     The nation also demonstrated a kind of great spirit in the quake rescue and relief efforts and gained plenty of precious experiences in coping with emergencies, Wen said. "These will be more everlasting in the quake zone and in our hearts."     Citing soldiers rescuing life around the clock, volunteers taking care of survivors and local people helping each other, Wen expressed his appreciation for all the merits demonstrated on the rescuers and survivors.     Wen said the rebuilding of houses and infrastructures remained the most urgent and difficult task for relief work, citing that it took more than 100 days to fully repair the trunk road linking quake-hit Dujiangyan and Wenchuan and it required no less to keep it open as aftershocks continued to trouble the areas.     According to Wen, in October a nationwide campaign will be launched on donating clothes and quilts to the quake zone to help people there spend winter "safe and sound".     He vowed the central government would continue the relief work as best as it can along with local governments and residents.
