SAN DIEGO (KGTV) -- Kidney dialysis affects thousands of people a day. Proposition 23 attempts to regulate some aspects of treatment. If passed, it would require a physician, nurse practitioner on-site during dialysis treatment.There are several ads on television, urging Californians to vote against the measure.Dialysis has been a part of DeWayne Cox’s life for years. “I was diagnosed 12 years ago with kidney failure and I began dialysis 10 years ago,” he said.Cox said he goes to a dialysis center three days a week. He calls Proposition 23 “unnecessary.”“I am taken care of from the moment I walk in the door to the moment I take my walkout,” Cox said. “It makes me angry that these propositions keep being placed on public voting for people who have no idea what dialysis is.”One No on 23 ad shows a dialysis patient saying “I could die if Prop. 23 passes because if my clinic closes, I don’t know where I’ll go for treatment.”According to the Legislative Analyst’s Office some clinics could close. “Given the higher costs due to the measure, some governing entities, particularly those with fewer clinics, may decide to close some clinics,” the report said.It also said clinics could respond in other ways, like continuing current operations but with lower profits.About 600 licensed clinics in California provide dialysis to roughly 80,000 patients each month, according to the LAO. If passed, the measure would also require the centers to regularly report dialysis-related infection information to the state.The No campaign has major committee funding from DaVita and Fresenius—two of the biggest kidney dialysis companies—as well as U.S. Renal Care.Californians have seen kidney dialysis propositions before. Proposition 8 in 2018 attempted to limit dialysis clinics’ revenues. The measure failed.The Legislative Analyst’s Office said the measure could increase health care costs for state and local governments by the low tens of millions of dollars a year. Under the measure, the LAO said state Medi-Cal costs, and state and local employee and retiree health insurance costs could increase due to governing entities negotiating higher payment rates and patients requiring treatment in more costly settings like hospitals. 2243

  

SAN DIEGO (KGTV) -- Local gym owners are faced with another difficult decision as San Diego County moves into the purple tier, the most restrictive of the state’s classifications of COVID-19 spread.Under the new regulations, gyms may not operate indoors, meaning those who cannot operate outdoors will be mandated to close.The restrictions take effect Saturday.RELATED: County moves into California's COVID-19 purple tier“You want your members happy. You want your staff happy. You’ve got to put food on your table. And you’re trying to do the right thing, you’re wearing a mask and you’re indoors, so it’s going to be just an unbelievable, worrisome time,” said Bryan Welch, general manager of the Point Loma Sports Club.Welch said the new restrictions will not have a significant impact on his gym because the Point Loma Sports Club had already moved 90% of its operations outside. But he said he empathizes with gyms that do not have usable outdoor space or a cooperative landlord.Even some gym owners that can move outside may not choose to do so. They say limits would force them to operate at an untenable loss, leaving them to choose between operating indoors in violation of public health orders or going out of business. One owner, who did not wish to be identified, told ABC 10News he plans to continue indoor operations in order to stay in business.RELATED: Restrictions to hit retailers as holidays approachWhile Welch is empathetic to gyms facing that tough decision, he said he believes the only way to safely reopen all businesses is for the portion of the public that has eschewed safety measures to commit to wearing masks and social distancing.“I think your freedom actually grows. SAN DIEGO (KGTV) - Mesa Biotech, based in San Diego, has received FDA approval for its rapid COVID-19 tests that can produce results in about half-an-hour.“Our first kits are going out today to some of the health systems, county health departments, to validate the performance against the existing testing,” said Laura Dullanty, a marketing manager at Mesa Biotech. She said it will still take a few weeks before they will be able to deploy them widely to the health care providers who have requested the tests. Even that's been a challenge to plan that,” said Dullanty. “We’re staggering shifts, taking time in between, cleaning the area well.” Right now, most tests are performed on-site then sent to a lab for processing. It can take several days or longer before a patient knows the results. RELATED: Dyson designs ventilator in 10 days, plans to make 15,000 of them to combat pandemicThe Mesa Biotech rapid test is based on the same PCR technology, but can be performed and processed at the point of contact, such as a hospital, urgent care clinic or a cruise ship infirmary. “We’re estimating having 5,000 - 10,000 a week,” said Dullanty on their production estimates. “Our discussion now that we are authorized is how do we scale that up?” The first batch should be shipped to providers in the next few weeks but it’s up to the health care systems to decide how and when to use them. If it's a negative, they can release them and free up the hospital bed a day sooner,” Dullanty explained. 1871
