Nothing will ruin your night more than finding out your car's been towed.That's exactly what's happened more than 1,000 times since the city converted Fifth Avenue to a three-minute passenger loading zone after 8 p.m. on Friday and Saturday nights in September 2016. "They really don't ask questions around here," said Vanessa Figueroa, who hands out fliers for Gaslamp BBQ on the corner of 5th and Island every Friday and Saturday nights. "If you're parked here, your car's gone."The city made the change to reduce gridlock, boost emergency response times, and make passenger drop-offs safer. But that's also meant a lot of towing. SAN DIEGO (KGTV) - Many local restaurants are having a hard time finding outdoor patio heaters.The difficulty comes as restaurant owners in San Diego County prepare to close their indoor dining areas and take operations outside when new COVID-19 related restrictions take effect Saturday. The county is moving from the state's red to the purple tier following an increase in COVID-19 cases. The purple tier has the toughest COVID-19 related rules.The owners of Sisters Pizza in Hillcrest say they own four outdoor heaters and recently purchased two more from Amazon three weeks ago, one of the last left at the time. They are due to arrive any day."We paid about four times the price of our original space heater," owner Emily Green Lake said. "Right now, the heaters are really what it's all about in keeping people wanting to come back to your spot, or that second glass of wine or that dessert, and all of those extras are what's keeping businesses afloat right now."Premier Patio Heating in Oceanside, which rents out patio heaters, is out. Eddie Essey, vice president of operations, said they have a backlog of about 200 orders from restaurants and hotels. Anyone looking to get some from them now has a six-week wait."I'm saying six weeks," Essey said. "Honestly, that's a little optimistic. Realistically, I don't expect my supply chain to be where I want it to be until March or April."He's putting new orders on a waitlist but advising the customer to keep looking and trying other suppliers."Restaurants are struggling enough as it is that I don't want them to be missing out on income on their patios every night just waiting on me to get a shipment in," he said. "Everyone needs more patio heaters. People that already have some need more, people that don't have any, need some."Many restaurants told ABC 10News off-camera that they could not find any patio heaters and are still looking. SAN DIEGO (KGTV) - Members of Congress are responding to a Team 10 investigation that uncovered allegations the government is not providing adequate medical care to some U.S. citizens in its custody.Two recently filed lawsuits allege that dozens of individuals’ medical needs were deliberately ignored by Department of Homeland Security (DHS) agents, and Americans were forced to undergo life-threatening and torturous detox in temporary holding cells at the border.In a statement to 10News U.S. Congressman Bennie Thompson, Chairman of the Committee on Homeland Security wrote, “The allegations made in these lawsuits are extremely troubling. Anyone in CBP custody who is in medical distress should receive urgent medical care if they require it. Across the board, it’s clear that CBP has work to do to ensure safe and humane conditions for all detainees.”San Diego area Congressman Scott Peters also responded saying, “Everyone in federal custody deserves access to basic care. Ignoring a detainee’s pleas for help runs counter to CBP’s own national policies, which say detainees are entitled to medical care if they report an illness or appear to need help. Officers at the border may be overwhelmed, but if CBP is going to detain people, they have a duty to provide proper medical care to the people in their custody.”10News also heard from ACLU of San Diego & Imperial Counties. A spokesperson wrote, "Unfortunately, horrible detention conditions at U.S. Customs and Border Protection facilities, including inadequate medical care, is nothing new – though they are violations of the agency’s own internal standards for treatment of people in its custody. As a result of recent federal policy decisions, far more people are being unnecessarily held in CBP custody, for longer, under these deplorable conditions. These decisions are greatly exacerbating CBP’s longstanding failure to meet the basic humanitarian needs of the people it insists on detaining.”When asked for a comment on the allegation in the lawsuits a spokesperson for Customs and Border Protection said the agency cannot comment on matters that are currently under litigation. 2159

  

SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution. "For us, were totally on board with having multi family in a single-family zone, but we think it's going to run into a lot of neighborhood opposition." 1688

  

SAN DIEGO (KGTV) -- In anticipation of Fire Prevention Week, Cal Fire is urging Californians to pre-plan for the worst case scenario.According to Cal Fire, homes today burn faster than ever, leaving just minutes to escape once the smoke alarm sounds.This year’s Fire Prevention Week theme is “look, listen and learn.” In support of the week, the agency is asking Californians to develop a fire plan and practice it.RELATED: Woman, mad at ex-boyfriend, accused of sparking massive Maryland apartment fireCal Fire offers tips on making the plan, such as checking to make sure fire alarms are working and making sure there are two ways out of every room like a door and window.Heating equipment is one of the leading causes of house fires, Cal Fire says.
