(KGTV) -- World War II veteran Tom Rice has a lot of war stories. “All that we did was new and experimental because we had experimental and brand new equipment that we weren’t supposed to tell anyone about,” said Rice.Rice grew up on Coronado. He joined the 101st Airborne Division as a paratrooper in 1941 after graduating high school.“I’d never been in a plane. I’d hardly ever seen any planes because I always lived right here.”After training in Georgia, Rice parachuted into Normandy on D-Day. “I’m in the door looking out straight and I could just see all the fireworks coming up. It was, it felt like a Fourth of July thing. When I stepped out, the prop blast hit me. So I’m hanging on the outside and the rest of the guys are going underneath me.”Rice landed safely even though a bullet struck his parachute. “I was black and blue for about three weeks.” He went on to win several Purple Hearts and France’s Legion of Honor.Despite being 97-years-old, Rice still parachutes out of an airplane every year on the anniversary of D-Day to pay tribute to his fellow paratroopers. “I’ll keep jumping until I’m 100.”In honor of his courage, Rice will be the Grand Marshal of Sunday’s Mother Goose Parade, the same parade he enjoyed with his children decades ago.“There’s going to be an awful lot of people there. CLEVELAND — As we’ve seen throughout this pandemic, people on both sides of the mask debate are passionate about where they stand.“It’s very sad that this has become a political issue,” said Sharona Hoffman, a professor of Law and Bioethics at Case Western Reserve University.On Wednesday night, an order from Governor Mike DeWine will take effect, requiring masks in public settings in parts of Ohio, including Ohio's three largest cities of Cleveland, Columbus and Cincinnati. Ohio, unlike a number of other states, does not have a statewide mandate on wearing masks. The move sparked increased chatter around the claim that these mandates infringe on the rights of Americans.“This shouldn’t be about people’s liberties,” said Hoffman.Government mandates are nothing new.“We have to pay taxes, we have to abide by the speed limit,” said Hoffman.During this pandemic, regulations requiring masks are no different and totally appropriate, according to Hoffman.“This type of regulation is legal, constitutional and very, very sensible,” said Hoffman.One of the main responsibilities of elected officials is to ensure the health and safety of those they serve.“It wouldn’t make sense to even have a government if their hands were tied and they couldn’t take these measures,” said Hoffman.Hoffman said people should be willing to mask-up on their own and not be told to do so.“This should be something that people are very willing to do not only to protect themselves but also to protect other people,” said Hoffman. Trump has still held rallies, but with some precautions taken, while Biden has opted to rely heavily on virtual events and socially distanced speeches.Tuesday night, Trump and Biden will appear on stage together, but far apart and the candidates are not expected to shake hands. The “newspaper of record” reported Sunday that it has obtained more than two decades worth of Trump’s tax information. The documents reportedly revealed Trump paid just 0 in federal income taxes in 2016 and 2017. In 10 of the 15 years before that, he paid no income taxes at all, The Times reports. The president has called the reporting “fake news.”Trump and Biden are getting ready for the debate in starkly different ways. The Washington Post reports that Trump isn’t doing much to prepare, instead relying on his experience at the White House and at rallies. Meanwhile, The Post says Biden is doing more traditional debate prep.After Tuesday’s debate, the American people will have to wait more than two weeks before Trump and Biden face off again on Oct. 15 at a town-hall style debate in Miami. CRAWFORDSVILLE, Ind. — An Indiana man has been charged with murder after he allegedly killed and decapitated his wife.Police arrested Michael Parks of Crawfordsville on Friday after investigators found his wife's body and severed head, according to court documents filed Monday.On Aug. 20, the Montgomery County Sheriff's Office received a report of a deceased woman, identified as Hope Parks, whose headless body was found on County Road 225 on the Sugar Creek Bridge.Michael Parks told Crawfordsville police his wife had been missing since Aug. 18 following an argument. He said the last time he saw her was when she left their house and got into a silver or white Honda that was driven by an unknown person.During a search of the couple's house, police found dried blood in the gravel driveway in front of an overhead garage door, on the garage floor with a shoe print and on an exterior deck. Officers also discovered a trail of dried blood in the grass.Later in the day, investigators found a human head with a bullet wound buried in the cellar of the house.Police also found a .22 caliber rifle and ammunition, which matched a spent .22 caliber cartridge casing that was found in the yard next to a trail of blood. A phone believed to have belonged to Hope Parks was found in a safe in the home's bedroom. Investigators also found a man's shoe with tread similar to the footprint in the blood droppings in the garage.The next day, investigators discovered a blue tarp that was stained with blood, along with hair and plastic bags containing blood-covered rags that were found in the hole where the severed head was buried.An initial hearing for Michael Parks was held Tuesday. CLEVELAND — After the team announced it will be changing its name, Cleveland Indians owner Paul Dolan sent a letter to fans addressing the decision.Dolan said that as a fifth-generation Clevelander, he understands the impact and importance of the decision to change the name. He said while many fans may be upset that the team they grew up with will soon have a different name, the most important part of the team isn’t changing."Like many of you, I grew up with this name and have many great memories of past Indians teams: the World Series appearances, Cy Young winners, the longest win streak in MLB history, and countless other unforgettable moments that brought our team, fans, and community together,” Dolan wrote. “These memories will forever stay in our hearts, minds, and record books, and we will continue to recognize our ball club’s remarkable legacy. While I have often associated these unforgettable memories with the name Indians, I sincerely believe Cleveland is the most important part of our team name.”Dolan credited the team’s progressive history and said the decision to change the name only helps keep up with the organization’s high standard.“Ultimately, we found our organization is at its best when we can unify our community and bring people together around our shared interest in our home team – and we believe a new name will allow us to do this more fully,” Dolan wrote. “We often celebrate being the first team in the American League to have an African American player in Larry Doby and the first African American manager in Frank Robinson.
