Thanks to science, some Wisconsin apartment complexes are finding out exactly what dog, and what owner is responsible for those unattended piles. "It resolved issues immediately," said Ed Muisenga, the property manager at Prairie Grass Living in Pewaukee. He says they implemented the dog DNA policy from the beginning. It's built into their pet policy so when dogs move in, their cheeks are swabbed and their DNA stored in a registry through the company PooPrints Wisconsin.Then if Muisenga finds any waste that hasn't been picked up, they can send it to a lab to be tested, and eventually matched to one of the resident's dogs. "A lot of people thought it was a cool idea, I do too," he said. "It was kind of something I thought was funny in the beginning but it made a lot of sense." Diane and Frank Busateri don't live in a complex with this policy but nearby. They said most dog owners in their community are responsible. "It's kind of weird," said Diane. "I think it's unnecessary if people are willing to cooperate with each other," added Frank. If the DNA test proves an owner didn't pick up their dog's poop, the Prairie Grass Living complex imposes a fee that's between 0 and 0. But for the most part, the policy leads to more accountability, according to Anna Schloesser, the owner of PooPrints Wisconsin. She says they have 60 properties in the state using this service and most property owners have reported very little issue with waste left behind. "You have 'he said she said' and you can't figure out who did it," she said. "This is just an easy way to pinpoint where it came from and solve the problem."The company says some municipalities are even considering implementing a similar policy, so waste left behind in parks or other public places could also be tracked.  1942

NEW YORK (AP) — Phil Griffin is stepping down after 12 years as MSNBC president, the first major post-election change in the news industry.NBC Universal News Group Chairman Cesar Conde says Rashida Jones will replace Griffin.Jones, who is currently the head of breaking news at NBC and recently directed the network's coverage of the 2020 election, has been with NBC News for the past seven years.She is the first Black executive to lead a cable news network, and Conde has said increasing diversity is one of his top goals."Rashida is the right person to lead MSNBC forward into a new era," said Conde in a press release. NEW YORK — Indoor dining in New York City will close beginning Monday amid the rising spread of COVID-19 increased hospitalizations linked to the virus, New York Gov. Andrew Cuomo said Friday.“We said that we would watch it if the hospitalization rate didn’t stabilize, we would close indoor dining. It is not,” Cuomo said.Outdoor dining and takeout will continue, he added.The increasing rate of transmission has been a problem, especially in densely populated areas, Cuomo said.The governor added that the state will monitor indoor dining data in areas outside of New York City and orange zones. Adjustments will be made next week if needed. When asked about a timeline on reopening the city's indoor dining, Cuomo's team said the state will be looking over cases and hospitalizations over the next two weeks.Earlier this week, Cuomo said any region with an unstable hospitalization rate for more than five days would see new restrictions on indoor dining.He said New York City would see a full closure on indoor dining while regions outside of the city would see a reduction to 25% capacity. Amid the announcement of closing indoor dining, Cuomo called on the federal government to provide restaurants and bars with relief in the next stimulus package.The state will do what it can to assist these businesses, including extending the commercial eviction moratorium, Cuomo said.“So, if a business can’t pay rent because of this situation, they won’t be evicted,” he said.The adjustments restaurants have made are "remarkable," Cuomo added. Heat lamps and partial enclosures are working, according to the governor, but he hopes that indoor dining closures will only be for a short period of time."I understand they're going to sustain economic damage, and I think the federal government should reimburse them for it.
