The Palm Beach County Supervisor of Elections Susan Bucher says she expects to begin the manual recount process at 11 a.m. ET Friday. This comes after a Thursday order from the Secretary of State to complete a manual recount statewide for the Senate race and Agriculture Commissioner's race.Palm Beach County also must complete a manual recount for a State House race.Manual recounts are required when a candidate’s margin of victory is less than .25 percent. However, Bucher said first, they need to complete the machine recount for the Senate race before they can begin the manual recount. She said they have not completed the tabulation process to come up with vote totals for the Senate race to find all the over and under votes.“We just want to get to a place where we should start a manual recount. Right now we’re incomplete and we’re incomplete for various reasons, mostly because there were requirements that we show some duplicated, damaged ballots, and haven’t run those and requirements that we canvass ballots for over and under votes that were duplicated by staff," Bucher said.  "So, we’ve completed that process, but now we have to go run them through our tabulators to get the rest of our over unders.”  They do not have to manually recount every single ballot, only ones considered overvotes or undervotes. An overvote is a ballot in which the voter appeared to vote for more than one candidate in a race, and an undervote is a ballot in which the voter appeared to vote for no candidate in a race.An election worker, along with a representative from each political party, will review the ballots in question. If they cannot agree on the voter’s intent, it will go to the canvassing board.A judge’s ruling will determine the order of the recount races. The results are due by noon on Sunday.  1853

The number of mass shootings around the country in 2018 has risen above 300 so far.According to data from the Gun Violence Archive, a total of 314 mass shooting incidents have occurred as of November 19.A shooting injuring four people, including a suspect, at a Chicago hospital and a Monday evening shooting in Denver, injuring at least 4 and killing 1, marked the 315th and 316th mass shootings so far this year, respectively. In 2017, the U.S. saw a total of 346 mass shootings. See statistics for other years here.A November shooting at a bar in Globe, Arizona, which left three dead and one other?injured, marked the 309th mass shooting. There doesn't seem to be an official definition for a "mass shooting" in the United States, but according to the Gun Violence Archive, a mass shooting is described as four or more individuals being shot or killed in the same general time and location. RELATED: School shootings in U.S.: When, where each shooting has occurred in 2018The F.B.I. defines a "mass killing" as the killing of three or more people in a public place, but the federal agency also defines a "mass murderer" as someone who has killed four or more people in the same location. The Gun Violence Archive lists itself as a not-for-profit organization that documents gun violence and gun crime nationally. 1376

The largest teachers union in Pennsylvania is demanding that school districts in nearly two dozen counties with the worst coronavirus outbreaks have students temporarily learn from home.State officials recommend virtual instruction in counties with a “substantial” level of community transmission. There are 23 such counties at present. But some Pennsylvania districts have gone their own way, offering classroom instruction or using a hybrid model in which students go to school part-time and learn from home part-time.With winter about to set in, the Pennsylvania State Education Association said Wednesday it’s time for schools to heed public health advice on remote instruction. In a letter, the union said, “It is absolutely unacceptable for any school district to disregard the advice of medical professionals and scientists during a pandemic and put the safety of students, staff, and their families at risk.” 922

The other shoe has dropped for struggling sneaker company Under Armour.Under Armour reported quarterly sales Tuesday that fell nearly 5% from a year ago, missing forecasts badly. The company also lowered its outlook for the year again. That news sent the company's two classes of stock down more than 15% Tuesday. They had already lost nearly half their value for the year ahead of the earnings report. (Under Armour's UAA shares have voting rights while the UA shares do not.)CEO Kevin Plank said in the earnings release that the biggest problem is lower demand for its shoes and athletic apparel in its home market of the United States. The Baltimore-based company has been growing internationally, with sales surging in Europe, Latin America and Asia during the quarter. But those markets are still relatively tiny for Under Armour. Revenue in North America makes up more than three-quarters of its overall sales -- and those sales plunged 12% in the third quarter. It's a stunning fall from grace for Under Armour, which not that long ago was gaining market share at the expense of Nike and Adidas. The company signed Golden State Warriors star Steph Curry a few years ago, a move that seemed like a slam dunk success, since Curry has gone on to win multiple NBA MVP awards and two championships. But several iterations of the Curry shoes have routinely been mocked on social media for not looking cool. Even Curry's teammate Kevin Durant, who endorses Nike, poked fun at Under Armour earlier this year.Making matters worse, there have been reports of supply chain issues with the new Curry 4 line of sneakers. And Under Armour confirmed during its conference call with analysts Tuesday that it will delay some products to the fourth quarter.Under Armour also suffered from bad PR earlier this year after Plank agreed to join the White House's now defunct manufacturing council. Plank said in an interview with CNBC that "a pro-business president is something that is a real asset for the country."Curry told The Mercury News that he agreed with Plank -- but only "if you remove the 'et' from asset." Other professional athletes have been vocal about their disagreements with Trump as well.As such, Plank -- like many other CEOs -- has distanced himself from Trump lately. After Trump was reluctant to criticize neo-Nazis at a white supremacist rally, he then bashed Curry for not wanting to visit the White House and attacked athletes who protested the national anthem. Under Armour has come to the defense of its star endorsers. But that hasn't been enough to rejuvenate Under Armour's flagging sales or stock price.Meanwhile, Adidas has thrived in the past year while Under Armour and Nike have both struggled. Even Skechers has enjoyed a resurgence lately. So what can Under Armour do to get back on track? Neil Saunders, managing director of the research firm GlobalData Retail, wrote in a report that the company should continue to focus on expanding globally, which has been successful for Under Armour. But Saunders added that the company has to do more to court women as consumers, as Nike, Adidas and yoga apparel king Lululemon have successfully done."Under Armour is not so broken that it cannot be fixed. But the days of glory, when it would post double-digit uplifts in sales, are over. Now is the time to work out, slim down, and become more competitive," Saunders wrote.  3394

The opioid crisis has stolen the lives of thousands of those susceptible to addiction. But medical experts say that the crisis can be stemmed if parents take a stand when it comes to painkiller prescriptions.Hayden Kozlow can still remember the moments before this, the surgery to get her wisdom teeth removed."I hate needles," Hayden Kozlow said. "I hate like getting surgeries and things like that so I was super nervous and really scared."But her mom, DeEtte Kozlow, says for her, the most nerve-wracking part of it all happened with Hayden's nurse, before procedure began."As she was walking us through everything she said you know before it's all said and done I'll get Hayden's script for a painkiller," DeEtte Kozlow remembers. "And I said, 'Oh that won't be necessary. We don't need a painkiller.' And she said, 'Oh, you have to have a painkiller.'"Deette Kozlow says she felt obligated to take the opioid prescription, despite her reservations."Well, the opioid epidemic has touched us personally," Kozlow said. "And in December of 2016 we lost a very dear friend."But her biggest concern? Her daughter's age."I kind of panicked for a minute because she is 17," DeEtte Kozlow says.Research shows that for those who start using drugs or alcohol before the age of 18, there is a one-in-four chance of future addictions. For those who start using after the age of 21, that number falls to one-in-25."When you think about the developing teen brain, that brain is much more susceptible to addiction than an adult, fully-developed brain," said Ken MacLellan with Speak Now, a group that urges parents to talk with their children about drugs and alcohol. "So that's why we see that 90 percent of addictions start in teenage years because of all that brain development processes happening during adolescence."Speak Now is also working to urge parents to talk with their children's doctors, dentist and other health care providers about alternatives to prescribing highly addictive opioids and other pain relievers for their children."You don't have to fill that prescription, and you don't have to provide the drugs to your youth if you can figure out a different pain treatment plan," MacLellan said. "If so, there are alternatives."DeEtte Kozlow decided to treat Hayden with Tylenol, and she made a full recovery. Now, DeEtte has this advice for parents."Educate themselves," Kozlow said. "To talk to their doctors ahead of time ask for alternative medications other things that can be used other naturopathic things."  2560
