SAN DIEGO (KGTV)- Roger Francis, also known as Francis Love, died two years ago at the age of 70. He was a marine who served in the Vietnam War. When he died, his family discovered about 300 paintings from over the years and as of a few months ago his sister, Peggy Starns found a gallery to host an art show. "He goes what are you going to do with all these paintings and I said I don’t now we already gave a bunch to the church."For a period of his life, Love was homeless. "He was homeless for about 20 years and then he finally hooked up with VA and then he got some living expenses and was in the studio,” his sister tells 10News. After being homeless for two decades, he grew close with the community and continued to donate after he got his own apartment. Two years since his death, all proceeds from the art show on Friday will go to the Alpha Project to help San Diego’s homeless. 250 paintings will be for sale at Good Friday Gallery located downtown at 556 19th Street. SAN DIEGO, Calif. (KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. Winter is the best time for Southern California to accumulate rain, and with the decreased chances of rain, Southern California could move into drought conditions by the end of the winter. 1850

San Diego (KGTV)- Parents at several San Diego County high schools have been notified that students could have been exposed to Pertussis, also known as whooping cough. Carlsbad High School confirmed two cases last week. Monday, parents at Mt. Carmel High School were notified that students at that school may have been exposed to the infection, though it wasn't clear how many confirmed cases there have been at the school. “This is probably the most contagious bacterial disease,” says Eric McDonald, with the county’s Health and Human Services Department. “For every one person who has it, when they expose people who have not had or been immunized, they can infect up to 16 or 17 other people.”McDonald says symptoms of a typical cold are a runny nose, low-grade fever, and a cough. For someone who may have pertussis “its the persistence of the cough that should be the number one clue.”So far this year, in San Diego County, there have been over 70 confirmed cases of pertussis. “The number of cases in San Diego are higher than most of California, particularly for infants under the age of four months.”If your child has a cough that lasts almost two weeks, they should be treated by a doctor. McDonald recommends everyone get the DTaP shot to lower the risk of getting pertussis, especially pregnant women in their third trimester. 1347

SAN DIEGO (KGTV)- Business owners across San Diego County were bracing for the possibility of shifting back into the most restrictive purple tier Tuesday.The county barely avoided the move and can stay in the red tier for now.“The up and down is very difficult to run any business without having any known information about what the future brings,” said Scott Lutwak, CEO of Fit Athletic Club, which has five locations in the county. “It’s been just a rollercoaster of open and close again.”If the county had to move back into the purple tier, gyms and fitness centers would have to go back to outdoor operations only.“It’s not easy to just move all the equipment that you had inside and move it into your parking lot and create a gym,” he said.Under the red tier, they can operate inside at 10 percent capacity. Lutwak said that’s still just not enough.“This number has been a very difficult number for our industry to digest because we simply cannot operate at 10 percent of our capacity.”Restaurants were also set to move back outside if we hit the purple tier. Under the red, they can offer indoor dining at 25 percent capacity.“There’s no clear path to 100 percent, there’s no plan to get us back open, and that’s really shocking to us,” said Angie Weber, co-owner of Cowboy Star Restaurant and Butcher Shop.She said her East Village business would not survive another shutdown.Weber said California’s color-coded tier system makes things more difficult for already struggling business owners, as they’re constantly worrying about what could happen next.“We need to fix this, we’re just going to be on this seesaw,” she said.While San Diego County teeters between the red and purple tiers with no orange or yellow in sight yet, both Lutwak and Weber hope county leaders and health officials can take back local control.“If we use the governor’s formula, our businesses are basically never going to be able to reopen,” said Lutwak. 1943

SAN DIEGO COUNTY (CNS) - Seven "cool zones" are scheduled to open at noon Monday in San Diego County to provide relief from high temperatures.The cool zones are air-conditioned locations throughout the hottest areas of the county:-- Borrego Springs Library, 2580 Country Club Road;-- Fallbrook Community Center, 341 Heald Lane;-- Lakeside Community Center, 9841 Vine St.;-- Potrero Branch Library, 24883 Potrero Valley Road;-- Santa Ysabel Nature Center, 22135 CA-79;-- Spring Valley Community Center, 8735 Jamacha Blvd.; and-- Valley Center Branch Library, 29200 Cole Grade Road.All sites will be open from noon to 5 p.m. Monday through Friday.COVID-19 safety measures will be in place. Anyone entering a cool zone will have their temperature taken and all visitors and staff must wear face coverings and practice social distancing.The libraries are cooling sites only; no library services are being offered.Animals, except service animals, are not permitted in cooling zones."Although we need to take steps to keep seniors safe, it still remains important to also keep them cool," said Supervisor Dianne Jacob.
