European scientists say they have caught a rare fish they describe as a "living fossil."According to the BBC, scientists for the European Union's Institute for Sea and Atmosphere captured a 5-foot long frilled shark in the waters off the coast of southern Portugal.Frilled sharks are rarely seen by humans, and typically live thousands of feet below the ocean's surface. This particular shark was caught at a depth of 2,300 feet.According to Fox News, there have only been three recorded sightings of frilled sharks in the past 10 years. The fish was spotted twice near the coast of Japan in 2007 and 2017, and in Australia in 2014.  671

(KGTV) -- Firefighters have stopped the forward rate of spread after a fire, dubbed the Fallsbrea Fire, sparked in Fallbrook Sunday afternoon. “Too many times, man” Chris Beucler sighed. He could not believe he was witnessing yet another wildfire approaching his home. "I looked out the window, and just beyond our lots down here I see a huge flame up in the air,” Beucler said. Early Sunday afternoon, Beucler and his wife were putting up artwork in his home, when the flickers brought back memories. It seemed like just yesterday, he experienced the Lilac Fire, which destroyed many of his neighbor's houses. The Lilac Fire started on December 7, 2017. The 4,100-acre blaze destroyed 157 and damaged 64 structures. "I've been up here 16 years, and this is probably the sixth time these things have happened. So it's just high alert all the time,” Beucler said. Cal Fire and North County Fire responded to the scene of the Fallbrea fire that sparked near Highway 76 and Ramona Drive around 12:30 p.m. When they arrived, the fire was only about a half-acre. But it quickly spread up the slope to about five acres. While the region is under a Red Flag warning, flames spread before gusts took over North County, Cal Fire said. "Make no mistake about it, while we are expecting a red flag condition to take hold of the county, we are not under those conditions as we speak,” Cal Fire San Diego Captain, Issac Sanchez said. “This was absolutely slope and fuel driven. Mostly burning in grass, which burns very quickly and very hot.”Firefighters are expecting conditions to worsen and to work overtime. But for now, veteran wildfire survivor Beucler is relieved. The walking trail that he created six years ago and preps twice a year saved his home once again. "We got a natural firebreak that we built for a trail to go around our house, and they're saying that's what saved our part,” Beucler said. According to Cal Fire, several structures were threatened, but the forward rate of spread has been stopped. The fire was 100 percent contained by about 4 p.m. The cause is under investigation.  2216

These included Beijing’s interests in the South China Sea, Hong Kong, support for Philippines President Rodrigo Duterte and his daughter’s potential run in that nation’s 2022 presidential election, and criticism of Rappler, an independent news organization in the Philippines.Facebook also removed a second network originating in the Philippines. Federal Judge Robert Lasnik issued a temporary restraining order on Tuesday "blocking federal government from allowing distribution of downloadable 3D printed" guns, according to a tweet from the Washington State Office of the Attorney General."The judge's rule is clear," Washington Attorney General Bob Ferguson said at a news conference. "We go back to the status quo, before the federal government made the disastrous decision to undo these protections for public safety."At least 10 US states were scrambling to block access to plans that would allow people to print 3D guns on Tuesday.New York Gov. Andrew Cuomo announced a series of actions Tuesday to prevent the distribution of the 3D gun designs. Cuomo issued a cease-and-desist letter to Defense Distributed, a Texas gun-rights organization that posts the plans online, to block the distribution of designs for 3D guns in New York. The governor called the impending release "reckless."Cuomo also directed state police to issue a notice reminding New Yorkers that manufacturing firearms defined as assault weapons is illegal in New York."As the nation rises up and calls for action against gun violence, it is absurd and frightening that the federal government wants to make accessing an automatic weapon as easy as hitting print," he said. "New York is proud to have the strongest gun safety laws in the nation, and we won't let this federal government take us backwards."Cuomo said he will pursue legislation to bolster the state's gun safety laws and outlaw private production of all 3D and so-called "ghost guns" that are untraceable and invisible to metal detectors.Cuomo's actions came after Pennsylvania went to court Sunday to block early distribution of the plans, which weren't supposed to be available for download until Wednesday. But more than 1,000 designs were downloaded recently, in advance of the agreed upon August 1 date.At the hearing, Defense Distributed agreed to block Pennsylvania IP addresses for a few days until a more formal hearing could be held.Josh Blackman, a lawyer for Defense Distributed, told CNN on Monday the Pennsylvania case was about free speech rights, not the manufacture of guns."One state cannot censor the speech of a citizen in another state," he said.Other states also are trying to bar access to 3D printed guns. Iowa and Virginia on Tuesday announced they are joining a federal lawsuit that asks a judge to block the court action that lets people download plansThese latest battles flared after Defense Distributed reached a settlement in June with the federal government that will allow it to post 3D printable gun plans online.The settlement ended a multiyear legal battle that started when Defense Distributed founder Cody Wilson posted designs for a 3D printed handgun he called "The Liberator" in 2013. The single-shot pistol was made almost entirely out of ABS plastic -- the same material Lego bricks are made from -- and could be made on a 3D printer.Wilson sued the federal government in 2015. 3041

  

ESCONDIDO, Calif. (KGTV) - The Escondido Union High School District is celebrating a grant renewal of over million to go towards helping students.The ASSETs grant comes from the federal government and helps funds after-school programs and other support services for students and parents.The district has received this funding for the past 10 years and schools have put it to good use.San Pasqual High School has created unique clubs like ukulele, welding, robotics, and mountain biking. The money also funds academic tutoring as well as programs like Drivers Ed.Everything created through the ASSETs grant money is free for students. "I can tell you it has literally transformed the experience for hundreds of students, hundreds," said San Pasqual High School Principal Martin Casas.Up until last week, next year's grant money wasn't a sure thing. Casas says the district worried the money would be cut from the federal budget.ASSETs grant schools like San Pasqual were trying to figure out which programs they'd have to cut if the funding didn't come through. Casas estimates they would have had to cut half of their programs.But now that the funding is secured, schools can look forward to creating even more programs.They'll receive 0,000 each year for the next five years.Some new programs in the works include building skateboards, music production, and mariachi.In addition to San Pasqual High, Orange Glen, Escondido and Valley High Schools will be getting ASSETs funding.The district says over 75 percent of its students qualify for free and reduced lunch, so these programs are vital.  1618
