SAN DIEGO (KGTV) - Sweetwater Union High School District officials say their revised budget will not have a major impact on students, but some parents are getting notices from schools informing them of cuts to some afterschool programs, tutoring and summer school.The discovery of an accounting miscalculation over the summer led to a million budget shortfall that the district rushed to fix. On Oct. 8, the district’s board unanimously approved a revised and balanced 2018-19 budget. The San Diego County Office of Education has until Nov. 8 to approve it.Changes to the budget include furlough days for numerous district employees, elimination of paid training days for teachers and cuts to the adult education program. He also said schools in the district would not see major changes or reductions in staffing or programs.“There will be no major changes, and student impact will be minimized as we go forward with the plan,” Rubio told 10News.However, last week, officials at Rancho Del Rey Middle School sent a letter to families informing them of “cutbacks that may affect some parents as they plan for their students outside of school activities.”In the letter, Rancho Del Rey officials said a tutoring program at the school would no longer be offered “due to a district-wide budget shortfall.” The letter went on to say summer school in June 2019 would not be offered. 1987

SAN DIEGO (KGTV) — The City of San Diego could go to court to invalidate a landmark pension reform measure that voters overwhelmingly supported in 2012.The City Council is expected to meet in closed session the week June 10 to decide whether to ask a judge to throw out Measure B. The measure switched most new hires from pensions to 401(k) style retirement plans. More than 65 percent of San Diego voters supported Measure B in 2012. The problem, however, is that the measure got to the ballot via a citizens initiative, but then-Mayor Jerry Sanders campaigned on its behalf. Labor unions challenged the initiative in court, contending the mayor's involvement meant the city needed to meet and confer with them. The state Supreme Court agreed, and an appellate court ordered the city to make its employees whole, plus pay them 7 percent interest. The courts, however, did not invalidate Measure B, instead directing the city to work out a compromise with the unions. On Thursday, City Councilman Scott Sherman and former Councilman Carl DeMaio held a news conference pushing the city to protect Measure B."Right now we are being asked to go against what our bosses told us, and I don't think we should do that," Sherman said, adding that the city spends 0 million a year now meeting its minimum pension obligations. DeMaio said he would work with a coalition to go to court to protect Measure B. "I'm talking about putting the City of San Diego back on the brink of bankruptcy, let alone telling voters that they don't have a say on where their tax dollars go," he said. SAN DIEGO (KGTV) - Students in the San Diego Unified School District have a handful of programs designed to keep them active and help ward off childhood obesity.In 2016, the district began it's Healthy Initiative. So far, they've created wellness committees in every school. They also put their IMPACT Program into 20% of the campuses, with plans to expand in the next few years."IMPACT stands for Increased Movement in Physical Activity during Class Time," explains SDUSD's Kate McDevitt. It gets the students 30 extra minutes each week outside, learning easy-to-replicate activities that they can take home."They still have time with their PE teacher, but now classroom teachers can engage their students in station based physical activity," says McDevitt. She says it helps with their focus throughout the day."You can see them light up and really engage in the classroom activities and the earning they’re doing when they have time to move," she says.In addition to the IMPACT program, many schools have local gardens where kids learn about fresh fruits and vegetables. Cafeterias have replaced traditional, high calorie options with foods that are healthier. And some schools have changed the way they do celebrations."We have healthy celebrations," says Ocean Beach Elementary Principal Marco Drapeau. "We still celebrate birthdays and holidays. We still make a big deal out of them. But we don’t hand out the sugary treats."The need for a more health-based approach to school comes at a time when kids' risk of obesity is increasing. According to the CDC, one in five kids in the US is obese. And one in three kids born since 2000 will develop Type 2 Diabetes over the course of their lives.Drapeau says schools are on the front lines in the fight."We’re at a stage right now where we’re competing with this," Drapeau says, holding his hands as if he's holding a phone and watching tv. "We want the kids to understand there’s some real viable options for them outside staring at a screen." 2005

SAN DIEGO (KGTV) — Temperatures are forecasted to climb in Southern California and surrounding areas through the next week and as this heat persists, there are other factors in play as well. Moisture entering the region will increase humidity, and humidity overnight will lead to overnight lows staying warmer, which means an extended period of heat with less overnight relief can be expected.This is a trend that is becoming more and more common. Climate researchers from Scripps Institution of Oceanography studied the history of these warmer, prolonged and humid stretches in the San Diego area, and found that periods similar to this are on the rise.“What we found is that heatwaves in Southern California, and I would say California more broadly, have been increasing over time in their frequency and tendency,” said researcher Dan Cayan.The lack of overnight cooling means no break from the heat at night, so the long stretch of days of increased temperatures combined with a lack of overnight relief could lead to dangerous conditions.“It’s a lot easier to contend with a heatwave that lasts a day or two than one that lasts four days,” said Cayan.Cayan said this is part of a larger picture of climate change impact, and this trend will likely continue in the years to come.Humidity can make temperatures feel worse. SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson.
