San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. San Diego (KGTV)- Family members of a man shot and killed by police in El Cerrito are demanding answers. Witnesses told police they saw the man swinging a shovel at officers before shots were fired. The family says the man had a mental illness. The aunt who called police Saturday night tells 10News she called 911 so officers could help get her nephew to a mental health facility. “We all call police for help,” says Grace Carolino. She says she’s still in disbelief that her cousin was shot and killed over the weekend. “It’s really bothering our family what happened because he’s not a threat.”Police said when they arrived at the home on Adelaide Avenue the man resisted arrest. Officers used a taser on the man. Witnesses say the man was swinging a shovel at police. Then another officer fired shots. “I can not imagine how the police officer used deadly force,” says brother Anthony Carolino. According to the District Attorney’s office, between 1993 and 2017, 79 percent of officer-involved shootings had some evidence of drug use or mental health concerns. Just last week, Governor Newsom signed a new law requiring officers to use every non-lethal option. But the Carolino family says that wasn’t the case over the weekend. “We have the taser; we have the pepper spray, we have the canine unit, we have a police negotiation team. Those things are not here.”The family says they are hoping this doesn’t happen to another family. 10News reached out to the San Diego Police Department to ask if they were aware of the man’s mental illness, the time frame of when the taser and gun were fired and how long officers were there before the shooting. SAN DIEGO (KGTV)- Tens of thousands of people in San Diego are on a waiting list for rental assistance.According to the San Diego Housing Commission, the Section 8 voucher program is currently helping about 15,000 families.With the need so great, Team 10 wanted to know if everyone getting help qualifies for a voucher.RELATED: Making It in San Diego: Region needs 143,000 affordable homesUsing information from the San Diego Housing Commission, 10News compared 2017 data on family size and income limits to the maximum annual income limits allowed at the time. The comparison showed more than 20 cases where income was more than what was allowed at the time.Representatives with the housing commission said it is possible for people to be above the limit. "We also have less than a quarter of one percent of our families who may exceed the 80 percent gross income, and that's a natural progression,” said Azucena Valladolid, Senior Vice President, Rental Assistance and Workforce Development. “Over the course of the time on our program, they may have increased their earnings.”RELATED: San Diego City Council passes affordable housing ordinanceValladolid explained that federal regulations require the San Diego Housing Commission to provide rental assistance to those families for an additional six months before they transition them off of the program.She said someone working for the housing commission determines whether or not someone qualifies for the voucher program. SAN FRANCISCO — Verizon is joining an escalating movement to siphon advertising away from Facebook in an effort to pressure the company into doing more to prevent racist and violent information from being shared on its social networking service.The decision announced Thursday by one of the world's biggest telecommunications companies is part of a boycott organized by civil rights and other advocacy groups under the rallying cry of "#StopHateforProfit."The NAACP and the ADL are among the organizations behind the movement.The protest was spurred by last month's killing of George Floyd by Minneapolis police.Facebook says it is in talks with the boycott organizers in an effort to become a "force for good."Verizon is by far the largest company to join the movement. SAN DIEGO (KGTV)- For the first time in decades, NASA is moving closer to sending people to the moon, or even Mars. Naval Base San Diego is playing a key role in that process.This week the USS John P. Murtha left Naval Base San Diego to test recovery efforts of NASA’s mock Orion capsule.“We’re going to ensure that once it comes down, once it hits that water, that everything from then on is totally safe,” says Retired Navy Pilot and President of the San Diego Air & Space Museum Jim Kidrick.The amphibious ship sends a crew into the Pacific Ocean, then uses smaller boats to guide the capsule back to the USS Murtha.The Orion has an environmental control system, a heat shield that can withstand 4,000 degrees Fahrenheit, radiation control and parachutes. NASA says the first recovery test aboard the USS Murtha was a success.“By the time they put people in that capsule its going to work flawlessly.” Naval Base San Diego will be removing the Orion test model from the USS Murtha and putting in on display tomorrow.10News will be there to give you a personal look at the capsule. 1095
