BEIJING, Aug. 2 (Xinhua) -- China's consumer price index (CPI) decline pace would slow down in the second half and the CPI would drop about 0.5 percent for the whole year, Lian Ping, chief economist of Bank of Communications, the country's fifth largest lender, told Xinhua Sunday. China's CPI, a main gauge of inflation, dipped 1.1 percent in the first half from a year earlier, according to the National Bureau of Statistics (NBS) figures. BEIJING, Oct. 11 (Xinhua) -- China resolutely opposes U.S. move to start anti-dumping and anti-subsidy investigations into seamless steel pipes imported from China, the Ministry of Commerce(MOC) said.     The current hardships facing the U.S. steel industry was because consumption and demand waned after the financial crisis. "Blindly blaming Chinese imports of dumping or subsidies is lack of factual bases, which China strongly opposes," MOC announced in a statement on its website Saturday.     The statement came after U.S. Department of Commerce said Wednesday that it had initiated anti-dumping and countervailing duty investigations at the request of the U.S. Steel Corporation, V&M Star LP, TMK IPSCO and the United Steelworkers (USW).     The U.S. petitioners requested a 98.37-percent anti-dumping duty against the Chinese imports and additional countervailing duties to offset what they allege are Chinese government subsidies.     The case was the seventh such investigations this year launched by the U.S. Department of Commerce against Chinese imports that included claims of both dumping and subsidies, MOC said.     Resorting to trade protectionism would not solve the real problem, instead it would hurt the interests of U.S. downstream steel businesses as well as bilateral trade, it said.

MONROVIA, Sept. 20 (Xinhua) -- Chinese Ambassador to Liberia Zhou Yuxiao has said his country is a responsible and faithful member of the United Nations and it respects the resolutions adopted by the world body.     In a weekend interview with Xinhua, Ambassador Zhou expressed his confidence that the Chinese peacekeepers serving within the United Nations Mission in Liberia would remain in the country up to 2011 when the Liberians would go to polls to elect a new president.     The ambassador said the Chinese peacekeepers here in Liberia are working under the leadership and guidance of the UN mission.     "As far as I know, the United Nations has decided that UNMIL (the United Nations Mission in Liberia) will stay in Liberia until 2011, and supporting Liberian general election is part of UNMIL mandate."     Ambassador Zhou said there could be a small reduction in the size of the Chinese peacekeeping forces in the country, but the troops would remain in Liberia to provide the needed support up to2011 under the UN Mission.     "As part of the UN Peacekeeping force, the Chinese peacekeepers will certainly play its role in supporting the next elections," he said.     The current Chinese peacekeepers are drawn up in three contingents namely medical, transportation and engineering. He said during the Liberian forthcoming elections, obviously the electoral authority will need transportation support which the Chinese unit can assist with.     Ambassador Zhou said although China does not have a combat troop in the mission, but he is confident that the three contingents can play a positive role in the peacekeeping efforts as well as in supporting the forthcoming elections.     "China has always supported the UN endeavors in maintaining peace and stability in Liberia and my view is that the peacekeeping operation in Liberia has so far been successful and we should allow it to stay so," he added.

URUMQI, July 19 (Xinhua) -- Xinjiang Uygur Autonomous Region would accelerate local legislation against separatism, said the region's top lawmaker on Sunday.     Eligen Imibakhi, chairman of the Standing Committee of the Xinjiang Regional People's Congress, said the regional congress would unswervingly safeguard the dignity and authority of the Constitution and other laws .     The July 5 incident involving beating, smashing, looting and burning, was a severe violent crime colluded, planned and organized by "three forces" of extremism, separatism and terrorism both at home and abroad, said the regional top legislator.     A most urgent problem to be solved was the lack of law booklets in ethnic minority languages, he said. The region had organized experts to do the translation work and the booklets would soon be distributed to farmers and herdsmen across the region, he added.
