BEIJING, Dec. 24 (Xinhua) -- A report on the building of rural social security system was submitted Thursday to the ongoing session of the National People's Congress (NPC), China's top legislature, for deliberation.     Sun Wensheng, vice chairman of the NPC Agriculture and Rural Affairs Committee, said steady progress had been made in the development of rural social security system when delivering the report at the session of the NPC Standing Committee.     A total of 833 million rural residents, or 94 percent of the rural population, have joined the rural cooperative medical care system, up 2.5 percentage points from the beginning of this year, according to the report.     The rural cooperative medical care system, a government initiative implemented in 2005 that intended to make health services more affordable for the rural poor, had alleviated illness-caused poverty among farmers, it said.     The report said 320 counties, or 11.6 percent of the country's total, had been or would be approved to try a new rural social pension insurance system, which would benefit more than 15 million rural residents.     Under the pension system, senior rural residents will receive a monthly ole-age pension of varying amounts, which will be set by government according to the local income standards.     However, some local governments were financially challenged to implement the rural social security programs and only a relatively small percentage of migrant farmer workers were covered, Sun said.     The report was the result of a nearly four-month investigation conducted by the NPC Agriculture and Rural Affairs Committee.     Initiated in September, the investigation covered 17 provinces, municipalities and autonomous regions.

BEIJING, Nov. 20 (Xinhua) -- Chinese President Hu Jintao said on Friday that China hopes to advance the strategic cooperative partnership with the Republic of Korea (ROK).     "We will work with the ROK to increase friendly exchanges at various levels and enhance pragmatic cooperation in various sectors," Hu told Kim Hyong-o, speaker of the ROK National Assembly.     Hailing the smooth development of China-ROK ties in recent years, Hu said the leaders of the two nations had maintained frequent contacts, exchanged views often and reached broad consensus on important issues.     "This gives strong impetus to the growth of bilateral relations," Hu noted. MACAO, Dec. 20 (Xinhua) -- The celebration gathering marking the10th anniversary of Macao's return to the motherland and the inauguration of the third-term government of the Macao Special Administrative Region (SAR) were held here Sunday.     President Hu Jintao, who is also general secretary of the Central Committee of the Communist Party (CPC) of China and chairman of the Central Military Commission, attended the ceremony, where Macao SAR Chief Executive Fernando Chui Sai On and principal officials of the SAR government were sworn in. The celebration gathering marking the10th anniversary of Macao's return to the motherland and the inauguration of the third-term government of the Macao Special Administrative Region (SAR) were held Sunday    Fernando Chui went to the podium first to take his oath solemnly, administered by Hu.     Principal officials of the third-term SAR government and members of Macao's executive Council also took their oaths. 

BEIJING, Oct. 27 (Xinhua) -- China's anti-graft chief He Guoqiang on Tuesday urged discipline and supervision authorities to press ahead with the building of a clean government and strengthened efforts in corruption prevention.     He, secretary of the Central Commission for Discipline Inspection of the Communist Party of China (CPC), said in a meeting that efforts should be made to handle people's complaints and embrace innovation in the establishment of anti-corruption mechanism.     He asked discipline and supervision authorities to combat extravagance, intensify crackdown on the practice of "small coffer", which refers to fund, securities and assets that should be but fail to be listed into the account books of CPC and government organizations in accordance with relevant laws and regulations.     He also called for authorities to make public Party affairs, especially at grassroots organizations, and investigate and prosecute corruption cases.     Efforts should be made to expand channels for the general public to be involved in anti-corruption endeavor, said He, who is a member of the Standing Committee of the Political Bureau of the CPC Central Committee.

GUANGZHOU, Nov. 1 (Xinhua) -- China is to maintain basic stability and continuity in the economic policies and RMB exchange rate to ensure a foreseeable prospect for its businesses.     Minister of Commerce Chen Deming made the remarks Sunday at the Canton Fair, an important barometer of China's foreign trade, in Guangzhou City, capital of southern Guangdong Province.     In the following months, China would maintain stability of the macro-economic policies, stick to the proactive fiscal policy and moderately easy monetary policy, Chen said.     Meanwhile, the RMB exchange rate should also maintain relatively stable so that domestic manufacturers and exporters can better predict and adjust to the market, Chen added.     Chen said the number of participants to the fair and the trade volume showed China's foreign trade was recovering, but uncertainties remained.     Chen urged Chinese enterprises to enhance their competitiveness with better quality and lower cost by technological upgrading and restructuring. "Next year, our focus will be on the quality of export products," he said.     "Enhancing competitiveness with better product quality and brand-building is also an effective way of avoiding trade protectionism," Chen added.     In the previous three quarters this year, 19 countries and regions have launched 88 trade remedy investigations against Chinese goods, totaling 10.2 billion U.S. dollars.     "In addition to the recovering export, China's import is also on the rise, contributing significantly to the recovery of the world economy," Chen said.
