I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. SAN DIEGO (KGTV) -- No citations were issued at City of San Diego beaches for violation of county and state health orders over Memorial Day weekend as San Diagans headed to the beach during the holiday, according to San Diego Police. Police say they contacted thousand of people on the sand to educate them about proper use of the beaches, but no citations were issued for violation of the county and state order. "We encounter very good crowds and received little to no opposition and gained compliance," a spokesperson for the department said. Although no citations were issued for violating state and county orders at city beaches, other citations were handed out for alcohol in public, public urination, and dogs on the beach. 738

SAN DIEGO (KGTV) -- Police identified the man suspected of a sexual assault in a Mission Beach alley as 40-year old Philemon Shark from Seattle. According to San Diego police, a 24-year old woman was walking by herself on Bayside Lane around 8:45 a.m. on Sunday when Shark attacked her. The woman screamed for help, and several residents ran out and stopped Shark before he ran away.Officers caught up to him in a breezeway and took him into custody. Shark was booked on felony sexual assault charges and outstanding warrants from Washington state, according to police.Police said Shark had been in San Diego for a few months before the assault. 653

SAN DIEGO (KGTV) — Normal Heights will become the testing ground for 7-Eleven's newest store strategy aimed at young consumers.The company will open a location of its "Evolution Store" concept at 3504 El Cajon Blvd. "in the next month or so," a company spokesperson told 10News.The store, geared to have a millennial appeal, will offer consumers options like made-to-order coffee and smoothie drinks, kombucha and cold brew on tap, and self-serve frozen yogurt. SAN DIEGO (KGTV) -- Officials with the the Department of Homeland Security announced Friday plans to screen people returning from restricted countries.American citizens, legal permanent residents, and their immediate families returning to the United States will be required to arrive at one of 13 airports for enhanced screening for coronavirus.“While the overall risk of serious infection from the coronavirus to the general public remains low at this time, the Trump administration is taking these aggressive measures to keep the risk low, requiring all Americans returning from affected areas in Europe to be funneled through 13 airports for screening upon their return to the U.S.,” said Acting Secretary Wolf. “To minimize disruptions to travelers, TSA, CBP, and air carriers are working to identify qualifying passengers before their scheduled flights.
