SAN DIEGO (KGTV) — A connecting trolley line to San Diego's airport has taken another step closer to reality.Mayor Kevin Faulconer and Acting Navy Secretary Thomas Modly signed an exclusive agreement at the Pentagon Thursday to redevelop the former SPAWAR facility, now "NAVWAR," into a transit hub. SANDAG and Navy plan to collaborate on a hub similar to "Grand Central Station" adjacent to the airport, as well as a modernized complex for Navy use."This new agreement is built on San Diego's strong naval heritage," Faulconer said. "The fact that it was signed by the Acting Secretary of the Navy inside the Pentagon sends the undeniable message that there is momentum and energy in both Washington, D.C. and San Diego to do something truly special with this property. It marks a huge next step in revitalizing this area into a civic asset that serves the U.S. Navy, the community and our regional transportation network."According to SANDAG, one option being explored last year would support housing, retail, and office space. The project could potentially run an estimated .8 to .7 billion, according to City News Service. Some of that funding could come from the San Diego County Regional Airport Authority, which signed a 10-year agreement with airlines to fund airport public transportation.In September 2019, SANDAG officials and then-Navy Secretary Richard Spencer signed a memorandum of understanding to explore their visions for the 72-acre site off Interstate 5.Currently the site is home to more than 5,000 personnel, including Naval cybersecurity and information officials with Naval Information Warfare Systems Command. SAN DIEGO (KGTV) — A driver and motorcyclist collided in the Marina District Saturday, before the driver took off.A 44-year-old motorcycle rider was traveling westbound on Market St., approaching 1st Ave., just before 2:20 a.m. Saturday, San Diego Police says. At that time, a black sedan heading eastbound Market St. made a left turn in front of the motorcycle, causing the bike to collide with the car.The motorcyclist suffered a fractured wrist, police said. She told Christopher Dougherty he doesn’t have the right to prefer his kid’s expenses over his creditors.Today the judge ruled Dougherty will be in Chapter seven bankruptcy, meaning that he and his wife are no longer in charge of their own assets.A trustee will investigate and liquidate those assets.Dougherty is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement and taking more than million, according to bankruptcy court records.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and the principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said.The San Diego County Sheriff's Department tells 10News there is a criminal investigation into Christopher Dougherty with at least 30 potential victims.The Securities and Exchange Commission also has an open investigation into Dougherty. 1237

  

SAN DIEGO (KGTV) - Military families sent 10News letters discussing a myriad of issues their students faced when they transferred from out of state into San Diego Unified School District.One student, who didn't want to be identified, sent a letter that read in part, "I would dread getting up everyday knowing that this was going to be a continuous process," explaining he didn't get the same treatment in an assistance program here, compared to where he previously lived.Another letter discusses a woman's special needs children, "It took over a week to even get my children placed in classrooms to start school with no updates as to why. After calling several times we were able to get placements for our children. I know that special needs children have to be placed in certain classrooms and things like that, but for it to take that long is a little excessive." She continued stating in the letter, "two of our children are waitlisted (with no foreseeable date of service) for speech therapy with a letter stating that it is because there is a "lack of available therapists" in the area."Erika Bradley said her daughter had trouble transferring AP and Honors credits, and once she was pulled out to be home schooled, she was told her daughter couldn't participate on the Varsity Soccer team."It put her in a tailspin... We had many instances of panic attacks," she said."We have upwards of 8,000 military dependent students within our district," Jennifer Coronel, Program Manager of Children and Youth in Transition at SDUSD said. That's about 7% of the district's student population.On SDUSD's website, you can find numerous resources for military families. The district gets anywhere from ,000,000 to ,000,100 in military student funding per year. "We have four Intervention Counselors that work out of the Department of Children and Youth in Transition and all of them have a specific area within San Diego Unified and assist with all matters related to military students," Coronel said. SAN DIEGO (KGTV) - A California Highway Patrol officer was taken to the hospital Thursday after a crash on SR-163 near Interstate 5 in Balboa Park.The officer was driving south on the highway approaching I-5 when he saw a pedestrian on the right shoulder.He slowed his patrol vehicle to make contact but was involved in a collision with another car.CHECK TRAFFICCHP officials said the veteran officer was disoriented and taken to Sharp Hospital as a precaution. There’s no word on the condition of the other driver.The CHP was not sure why the pedestrian was on the highway.Officers shut down one lane of south 163, backing up traffic in the area. 655
