TIANJIN, Oct. 6 (Xinhua) -- China's top climate change official said on Wednesday that the country's greenhouse gas emissions would peak earlier than expected if developed countries complied with international protocols."We will try to get past the peak of emissions as early as possible, but this also hinges on how much money the developed nations will offer and what technology they will transfer, as required by the international protocols," Xie Zhenhua, who is also vice minister of the National Development and Reform Commission, told reporters on the sidelines of the ongoing United Nations climate talks in northern China's Tianjin."The more money they provide, or the earlier the money arrives, the sooner we should be able to pass the emissions peak," Xie said.He noted some developed countries, even with a per capita GDP of more than 40,000 U.S. dollars per year, have yet to reach their emissions peak as their greenhouse gas emissions continue to rise."Under such circumstances, how can you ask China, with a per capita GDP just over 3,000 U.S. dollars, to foresee its peak?" he asked. After three rounds of talks this year, which are moving slowly towards a negotiated text for the Cancun meeting, more than 3,000 delegates from 194 nations gathered in Tianjin to speed the search for common ground prior to a major meeting in Mexico's Cancun at the end of the year. However, the gap remains wide between developed and developing nations as rich nations remain wary of green technology transfers and providing additional financing to poorer nations.

WENZHOU, Zhejiang, Aug. 31 (Xinhua) -- At least 246 tourists remain stranded on an island in east China's Zhejiang Province Tuesday as tropical storms and a typhoon cut off ship ferrying services Monday, local authorities said. The tourists, including six Russians and 26 students, have to stay in hotels in Nanji Island, a popular tourist destination in Wenzhou City of Zhejiang, after local transport authorities suspended ship services Monday due to strong gales triggered by two approaching tropical storms and typhoon Kompasu.Officials have said that room charges have been cut by up to 86 percent, to 40 yuan (5.9 U.S. dollars) per day, for the tourists. Also, local government workers are trying to help the Russians solve visa problems and book new flight tickets.Ship routes are expected to reopen after the wind weakens.

BEIJING, Aug. 30 (Xinhua) -- China and the United States Monday underscored their close economic relationship and called for its healthy growth."China and the United States share very close economic ties," Chinese Vice Premier Wang Qishan told a U.S. delegation led by two Missouri senators - Christopher Bond and Claire McCaskill.Wang said bilateral cooperation in trade, economy, investment and finance generate substantial benefits for both peoples."Both sides should work together to create a sound environment for a positive, cooperative and comprehensive China-U.S. relationship in the 21st century," Wang said.Bond and McCaskill echoed Wang's comments, calling on the two countries to oppose trade protectionism. On global economy, Wang said the recovery of the global economy would be bumpy."All countries are confronted with the common challenge of seeking robust, sustainable and balanced economic growth."Wang also said the Chinese government would "make efforts to strike a balance between maintaining steady and fast economic growth with the restructuring of the economy and the curbing of inflation."The two senators are leading a delegation of nearly 20 leaders from a variety of Missouri businesses, trade unions and universities.During their stay in Beijing, the delegation will meet with officials from the commerce, foreign affairs, civil aviation and agriculture departments. They will also travel to Shanghai on east China's seaboard, where they will call on local officials and tour the ongoing World Expo.

BEIJING, Oct. 28 (Xinhua) -- China's top legislature on Thursday ended its bimonthly session, adopting a series of bills including the long-awaited social insurance law that had been reviewed by lawmakers four times in almost three years. The law that aims to prevent the improper use of social security funds was first submitted to the legislature in December, 2007, following a scandal in Shanghai involving 3.7 billion yuan (502.3 million U.S. dollars) of social security funds. The law is to take effect on July 1, 2011.In a proposal made by the Communist Party of China (CPC) Central Committee on formulating the country's 12th Five-Year Program (2011-2015) on National Economic and Social Development issued Wednesday, the social security system is set to be improved. The National People's Congress (NPC) Standing Committee also voted to adopt the law on law application to civil relationships involving foreign interests, and the revised Organic Law of Villagers' Committees, regarding rural people having greater powers to remove villagers' committee members and to convene meetings to decide village affairs. Also adopted at the close of this legislative session were the amendments to the Law on Deputies to the NPC and Local People's Congresses at Various Levels, which further specify the rights and duties of lawmakers.Lawmakers also adopted a decision to appoint Vice President Xi Jinping as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.Born in 1953, Xi was appointed by the CPC Central Committee on Oct. 18 as vice-chairman of the CMC of the party.Xi has served in a number of positions related to the armed forces and military reserve affairs during his previous tenures at national and local levels. The top legislature also expelled Li Qihong, former deputy secretary of Zhongshan Municipal Committee of the Communist Party of China in southern Guangdong Province and former mayor of Zhongshan City, from the top legislature on suspicion of "seriously violating disciplines" concerning economic activities.
