SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. In May, regents will take up the more contentious issue of whether to raise tuition for California residents by 2.7 percent, or 2.California residents currently pay ,630 in "system-wide tuition and fees" annually, as do out-of-state students who also pay a "supplemental tuition" of ,014.Thursday's vote increased the supplemental tuition for out-of-state students to ,992, bringing the new total for out-of-state students' tuition and fees to ,622. The UC estimates that room and board, books and other costs add about ,000.California residents make up about 82 percent of the 217,000 undergraduates at UC schools, while about 6 percent of students come from out-of-state. International students account for 11 percent of UC students.Students have vocally opposed any increases and urged regents to push harder for state funding.Lt. Gov. Colorado State University’s Tropical Weather and Climate Research Center also predicted an above-average year, with about 24 named storms and 12 hurricanes.With so many storms were predicted, why wasn’t a longer list of names created? Since 1953, the National Hurricane Center, a group within NOAA, has released a list of 21 potential names in alphabetical order. “They are now maintained and updated through a strict procedure by an international committee of the World Meteorological Organization,” according to NOAA.The lists are rotated every six years, meaning names from 2019 will be used again in 2025. Names are sometimes retired from the list when a named storm is so deadly or costly that reusing the name would be inappropriate for “reasons of sensitivity.”Yes, 21 names and not 26. (KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron.She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. A full moon occurs once every 29.5 days, so blue moons occur sporadically — about once every two-and-a-half years.When the full moon peaks at 8:37 ET on Saturday, it will mark the second full moon this month. The first full moon occurred on March 2. Take a good look, because it will be awhile before we see one again —Oct. 31, 2020, to be exact.It will actually be the second time this year we've experienced a blue moon. January also saw two blue moons — the first on Jan. 2, the second Jan. 31.2018 marks the first time since 1999 we've seen two blue moons in a single year. SAN YSIDRO, Calif. (KGTV) -- The Department of Justice has filed complaints against 11 people believed to be in the caravan currently at the U.S.-Mexico border, accusing them of illegally entering the United States.Two Salvadorans, six Hondurans and three Guatemalans face the charges, CNN reports.10 of those charged face a misdemeanor chare for allegedly entering the U.S. illegally while another individual allegedly entered the country after being deported.A probable cause statement alleges many of those charged were seen in an area known as Goat Canyon on the U.S. side of the border.
