CHULA VISTA, Calif. (KGTV) - A Fiscal Crisis and Management Assistance Team [FCMAT] is in place to review financial decisions in the Sweetwater Union High School District amid a severe budget shortfall. Michael Fine of FCMAT said Tuesday his team is investigating the district’s spending. The team is currently reviewing documents and will be in the county later this month to interview personnel within the district, Fine said.The Sweetwater Union High School District is about million in debt for the 2018-2019 school year due to fiscal mismanagement. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. CHULA VISTA, Calif. (KGTV) - A South Bay public official is doubling down on anti-Muslim comments as he prepares a campaign to become Chula Vista's mayor.Hector Gastelum resisted calls to resign from the Otay District Water Board in 2017 after his tweets referred to Muslims as sub-human scum. He just qualified for the June run-off to become the Mayor of Chula Vista, the county's second largest city.In an interview, Gastelum said he isn't backing down from his prior controversial comments. "How can you not condemn rape? How can you not condemn pedophilia? Or throwing gays from the roof," Gastelum said, clarifying he is not referring to all Muslims. "If people don't like what I stand for, they can vote for the person that's going to take more taxes from them."Hanif Mohebi, who runs the San Diego chapter of the Council of American Islamic Relations, called Gastelum's comments bigoted and hateful."Are we referring to other criminals by their religion?" he said. "(Charleston church shooter) Dylan Roof and many others. Are we referring to others by their religion? If not, then why are we singling out this community and referring to them by their religion."Gastelum is running against Incumbent Mary Salas, teacher Arthur Kende, and Parks Supervisor Daniel Schreck for the seat. The top two vote-getters in June move on to a November runoff. Gastelum's campaign statement has no anti-Muslim comments. Instead, it talks about cutting taxes, eliminating Chula Vista's welcoming city program, and bringing Amazon back to the table to put its headquarters here. (KGTV) -- Sweetwater Unified School District officials said Thursday they are investigating an incident in which someone disrupted an online classroom by playing inappropriate audio.According to a district spokesperson, the incident happened Wednesday during a session taught by an Olympian High School teacher. The incident was reported by both a student and the teacher.Audio described as "sexual" in nature was played in the virtual classroom.District spokesperson Manny Rubio told 10News that the source of the audio is unlikely to be a hacker, and that a student or students cooperated in the disruption."Each course has an access code and we believe there are other students using those codes to enter and create disruptions," said Rubio. "Our IT staff is looking to identify the specific sources."It's unknown if the school or district requires students to use cameras to attend the online classroom.The district's 25 campuses matriculated over 40,000 students for online classes this school year, which started Monday. Students have been assigned equipment and software to access their virtual classes, including Google Meet and Microsoft Teams. Rubio said that since Monday, there have a few similar incidences of disruption but that a great majority of students are having positive experiences. CHULA VISTA, Calif. (KGTV) – The Chula Vista Elementary School District’s administration team held a virtual meeting Friday morning that provided families with details on the district’s potential reopening plan.District officials said their plan is to ease students back in and give families the option to continue to learn virtually, on campus, or through a hybrid program.The first four weeks of the 2020-21 school year, scheduled to begin Aug. 31, will be online. After that period of distance learning, the district will assess the situation; allowing for a possible return to in-class instruction will depend on the level of active coronavirus cases in San Diego County.Superintendent Dr. Francisco Escobedo said a lot of prep work and planning has gone into the district's plan to reopen.During Friday’s meeting, he said, “We want our children to come back because we want in-person instruction. We believe it’s the best type of instruction there is, but we need to come back in a safe manner.”When students do make their return to school, campuses will look very different. The district spent millions of dollars on safety measures, including large sensors that take temperature and dispense sanitizer, large signs, personal protective equipment, and plexiglass dividers."We’ll have signage throughout the school depicting the type of behaviors we expect,” Escobedo added.According to Escobedo, the district has partnered with local company Kahala Bioscience to help conduct routine COVID-19 testing and identify ways to mitigate the spread of the virus.Escobedo said students will return when the county is at a low to medium risk for COVID-19, and when they do, only half of the students will be allowed back on campus with priority for those in K-3 grades.While digital learning is in place for the first few weeks of the school year, campuses will be used for child care through the YMCA, so teachers can utilize that service while in class.In preparation for digital learning, the district is still offering laptops to those who need them. The district has also worked with the city to disperse over 400 internet hotspots throughout Chula Vista.The district also wants parents to provide feedback during the digital learning period so they can access what's working and not working and relay that information to families. 2341

Then a "thank you" bonus.Now, Kroger employees will have to be satisfied with gradual increases in wages and benefits.CEO Rodney McMullen said Thursday that Kroger will not re-instate the popular hazard-pay benefits it announced in March and continued into June.This despite continued calls by union officials to bring back the -per-hour wage boost that Kroger and other grocery chains had been paying their essential workers.Kroger held its annual meeting Thursday, an event in which McMullen usually fields questions from local reporters. This year, McMullen agreed to talk by phone, saying that the company will see some permanent changes from the global pandemic that caused food shortages, surging revenue, binge buying and changes in consumer spending habits.Kroger's local employment increased 33% to 20,000 since the pandemic began, while the company hired 100,000 people nationwide.McMullen expects Kroger’s total employment — which peaked at 560,000 — to remain above 500,000 going forward. He also expects digital sales to remain at higher levels than the company achieved prior to COVID-19.And he believes the company will benefit from a permanent shift toward eating at home.“What we’re finding is people enjoy cooking more than they thought they would — at least, that’s what they’re telling us,” McMullen said. “They especially enjoy doing it with their kids, because it gives you a reason to spend time together. If your kids are happy, you’re happy.”McMullen also foresees a permanent shift towards higher wages, even if it doesn’t come in the form of hazard pay.“We had planned on incrementally investing 0 million a year in wages,” he said. “This year, that’ll end up being 0 million, and that’s brought our average hourly rate to higher than . When you include the value of our benefits, that takes it up north of an hour.”In October 2018, Kroger told Wall Street analysts its annual hourly wage was .47. We’re also continuing to invest aggressively in terms of safety and protection as we learn about it, providing masks for our associates and those things.”On the topic of wages, McMullen said Kroger will not join the ranks of companies cutting pay as one way of coping with coronavirus.“At this point, that is not something that we’ve talked about or evaluated,” he said. “It’s not something that would be high on our list of things to do.”Kroger is one of 19 local publicly traded companies that have not announced coronavirus pay cuts for executives. Its SEC filing on pay says “certain aspects of our compensation programs may later be revised or modified once the compensation committee has had an opportunity to fully evaluate the impact of COVID-19 on our business.”McMullen said Kroger is not in the same predicament as the 600 U.S. companies that have so far announced pay cuts for top executives.“We’re in the hiring mode as opposed to furloughing,” he said. “You obviously feel bad for the companies that have to make those decisions and you feel really bad for the people directly affected.”UFCW Local 75 President Kevin Garvey hasn't given up on renewing hazard pay for Kroger employees."Same store sales up 18% and operating profits up over 50% from the first quarter in 2019," he said.
