The counties claim the drug industry created a public nuisance and should pay.The report found that criminal justice and child-welfare system costs have been pushed up by the opioid epidemic.Most of the added health care costs for dealing with opioid addiction and overdoses were borne by Medicaid, Medicare and other government programs, according to the report. Still, the crisis rang up billion in commercial insurance costs last year. Lost productivity costs added another billion.Businesses have begun noticing. Last week, a small West Virginia home improvement company, Al Marino Inc., filed a class-action lawsuit against several companies, claiming the opioid crisis was a reason its health insurance costs were skyrocketing.Still, the biggest cost burden fell on families due to lost earnings of those who died. The Department of Education has opened a preliminary investigation of institutions named in the Department of Justice investigation into admissions scams, documents obtained by CNN show.Eight universities -- Georgetown, Stanford, UCLA, the University of San Diego, the University of Southern California, the University of Texas at Austin, Wake Forest and Yale -- received letters informing them of the preliminary investigation and requesting written answers to questions pertaining to the Justice Department's investigation.The questions include the names of employees charged, students whose admissions have been mentioned in connection with the case, and all admissions records and policies since 2009.The letters say that "this preliminary investigation will examine whether there is evidence of any violation of the law or regulations governing the Federal student financial aid programs. "Education Secretary Betsy DeVos said last week that the department would review whether any regulations were violated in connection with the scheme.Prosecutors have charged 50 people, including 33 wealthy parents, for carrying out a scheme to cheat on standardized tests and/or bribe college coaches, who then helped the prospective students gain admission by falsely claiming they were athletic recruits.In a statement, DeVos called the alleged actions by the parents, some of whom allegedly paid more than million to secure admission, "disgraceful.""Every student deserves to be considered on their individual merits when applying to college and it's disgraceful to see anyone breaking the law to give their children an advantage over others," DeVos said. The House Rules Committee met on Tuesday to decide on the process for Wednesday's House session, which will likely result in the impeachment of President Donald Trump. By a 9-4 party line vote, the Rules Committee decided that there will be six hours of debate on the House floor on Wednesday. The six hours will be divided evenly between the two parties. Members of the House will then vote on the two articles of impeachment being offered by House Democrats -- one on obstruction of Congress and another on abuse of power -- individually. Earlier on Tuesday, the Associated Press reported that enough Democrats plus Congress' lone independent have committed to voting for articles of impeachment against Trump. The result would result in Trump becoming the third president in American history to be impeached. The House said that Wednesday's session will get underway at 9 a.m. ET, but it is unclear exactly what time debate on the impeachment will start. 969
