BEIJING, Nov. 17 (Xinhua) -- China and Chile celebrated the 40th anniversary of bilateral diplomatic ties at a reception here Wednesday.Chinese State Councilor Liu Yandong and visiting Chilean president Sebastian Pinera attended the reception, which was held by Chilean Embassy.China was ready to take the opportunity of this anniversary to push forward Sino-Chilean relations, Liu said when addressing the reception.Noting Chile was the first Latin American country to establish diplomatic ties with China, Liu said the Chinese government attached great importance to developing the bilateral ties from strategic perspective.Pinera, on his first China visit since taking office as Chilean president in March, expressed the willingness to expand cooperation and friendship with China, and he hailed the progress made in bilateral cooperation since the two countries forged ties in 1970.Chile is China's second biggest trade partner in Latin America and China is Chile's biggest trade partner. Bilateral trade last year rose 2.1 percent to 17.72 billion dollars.China and Chile forged a comprehensive cooperative partnership in 2004.

GENEVA, Nov. 30 (Xinhua) -- It is time for the Doha Development Round to begin to center around the Chair-led multilateral process and to come up with a revised text, Sun Zhenyu, the Chinese ambassador to the World Trade Organization (WTO), said on Tuesday at a WTO Trade Negotiation Committee meeting."Time is not with us," Sun said, stressing the need to "plan wisely" in the year ahead to seize the window of opportunity in 2011, which is recognized by both G20 and APEC leaders in early November.Sun commended progress generated from the "Cocktail Approach," which is made up of small-group informal discussions and brainstorming among the ambassadors, carried out throughout the last few months.The brainstorming "paves way for possible progress in quite a few areas such as development, rules and dispute settlement," the Chinese ambassador said."But after all, the brainstorming is not and could not replace negotiating sessions," he added, calling for intensified engagements to deliver the revised texts at the earliest time."One of the major achievements of the G20 Summit in Seoul is that leaders reaffirmed their strong commitment to the DDA and directed us as negotiators to engage in across-the-board negotiations to promptly bring the Doha Development Round to a conclusion," the Chinese ambassador said."Across-the-board trade-offs could have a better chance when we have the texts on the table," Sun noted.He also reiterated the stance on honoring the leaders' instructions through "respecting the mandate" and "building on the progress already achieved," in order to achieve a balanced and ambitious outcome.In his speech, Sun gave priority to development as the top outcome of the Doha Round."Above everything, it has to be development-oriented," he said, giving a clear message that China is in favor of addressing the concerns of the Least Developed Countries (LDCs) and Small Vulnerable Economies (SVEs) as a priority.

BEIJING, Nov. 19 (Xinhuanet) --Chinese companies Thursday denied allegations by a Zimbabwe trade union that said Chinese construction firms had violated labor laws there by underpaying and abusing local staff.Ge Yizhong, deputy general manager of Zim Nantong Construction, which is currently operating in Zimbabwe, told the Global Times that local workers his company had hired were satisfied with their working conditions, including salaries."There is no ill-treatment of workers at my company. We have provided protective clothing to local workers and pay them according to the regulations set out by the local trade union," he said. "We have adjusted working hours to meet workers' demands. We have raised their pay twice since last year to counter the devaluation of the local currency."Commenting on the allegations against Chinese companies, Ge said competition may prompt local unions to make such allegations, as more Chinese companies are doing business in Africa.His defense comes after the Zimbabwe Construction and Allied Trades Workers' Union accused Chinese construction firms operating in Zimbabwe of underpaying workers, forcing them to work overtime without pay and not providing them with protective clothing and pension contributions, Newsday, a Zimbabwe-based newspaper, reported Wednesday."We would like to warn the Chinese contractors who are operating in Zimbabwe that if they do not follow the laid-down laws, the union is going to take strong action against them," the union's secretary-general, Muchapiwa Mazarura, was quoted by the paper as saying.The construction union also said that the deals that the government entered into with the Chinese should not be compensated by Zimbabwe "donating human resources," adding that inhuman treatment of workers should come to an end, the report said.The Affirmative Action Group, a Zimbabwean lobby group, recently wrote to the Harare Municipality asking local authorities to stop licensing foreigners, especially the Chinese, as they were not bringing any real business to the country, according to the report.The trade volume between China and Africa surged from billion in the early 1990s to a historic high of 6.8 billion in 2008 is expected to top the 2008 figure by end of the year, according to China's Ministry of Commerce.Direct investment from China to Africa grew from million in 2003 to .36 billion in 2009.With growing trade between China and African countries and a surge in Chinese businessmen investing in the continent, disputes between Chinese and local Africans are on the rise.In September, there were two cases involving gunmen in Zimbabwe robbing the sites of Chinese construction groups stationed in the country, resulting in property losses and injuries to Chinese nationals, according to the Chinese Ministry of Foreign Affairs.Last month, Zambian police arrested two Chinese nationals who shot at 11 miners and one onlooker at the Chinese Collum Coal Mine in Zambia, the local Lusaka Times reported.Guo Wenchang, president of the Kenya-based China-Kenya Bicycle Manufacturing Company, told the Global Times that Chinese companies are generally welcomed by local Africans, as the Chinese help create jobs in the countries and boost local economies.Lei Xiaolei, a human resources manager for the Tanzania project office of the China Railway Jianchang Engineering Company, told the Global Times that due to an unfamiliarity with the local rules and culture, his company received dozens of labor-related lawsuits 10 years ago when his company began operating in Tanzania."Salaries are paid monthly in China, but here in Tanzania workers are paid every week. There was a lot of chaos concerning payments, but things are improved, as we have tailored our policy to fit the local rules," he said.Dong Baohua, a Shanghai-based lawyer specializing in labor law, told the Global Times that Chinese companies seeking investment in Africa should not be merely focused on making a profit, but also on understanding the local laws and how the local governments are functioning."Some companies falsely believe they can operate their businesses smoothly in Africa by simply building schools or making donations," Dong said."Though some local regulations may not be sound by themselves, understanding them would give Chinese companies a big edge in achieving success and assimilating into the local environment."

  

BEIJING, Jan. 13 (Xinhua) -- A senior Communist Party of China (CPC) leader on Thursday called for educating the public about the Party's agenda for China's development in the next five years.Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks at a meeting in Beijing where officials made arrangements for cultural and ideological work in 2011.In a plenary session last October, the CPC Central Committee set the agenda for China's 12th five-year development program (2011-2015), with key objectives in economic restructuring and raising living standards throughout the country.Efforts must be made to educate the public on the agenda set at the plenary session in order to encourage the public to make a greater contribution to the development program, he said.

  

WASHINGTON, Jan. 15 (Xinhua) -- Chinese President Hu Jintao's upcoming visit to the United States is vital to pushing forward bilateral ties, Chinese Ambassador to the United States Zhang Yesui said Saturday.In an interview with Chinese journalists in Washington, Zhang said this year marks the 40th anniversary of the rapprochement between the two countries as well as the beginning of the second decade of the 21st century.Zhang noted that China-U.S. relationship is at a critical period, with two countries making strides in vigorously developing cooperation in various areas, while new challenges arise. At such a time, the visit of President Hu next week will be especially meaningful in pushing forward bilateral ties in the new era.China-U.S. relations have maintained general stability and achieved marked progress since the establishment of diplomatic ties, which has become one of the most important bilateral relations in the world, he said.The two countries have conducted constant communication and dialogues, maintained close economic and trade relations, witnessed frequent exchanges of personnel and enjoyed a wide range of cooperation fields. The two countries have far more common interests than disagreements, dialogue and cooperation is always the defining feature of this relationship, he added.Zhang said China and the United States have different domestic environment, social systems as well as historic and cultural identities. They are also at different stages of development. It is normal for the two sides to have different views and even divisions in certain issues.What is important is to take into account and respect each other's core interests and major concerns, and resolve differences through dialogue and negotiations, he saidAmid deepened globalization with more pressing global challenges,Zhang said, China-U.S. ties needed to be viewed in a new perspective. China-U.S. relationship is not a zero-sum game. As long as the two sides work together, enhance dialogue, increase mutual trust and widen cooperation, they can create a win-win situation.He stressed that a stable and developing China-U.S. relationship benefits not only the two peoples, but also contributes to peace, stability and development of the Asia-Pacific region and the world at large.
