SAN DIEGO (KGTV)— Ocean Beach could be getting a new Target, but only if the big box store figures out a way to get around a decades-old parking issue with the city. News of a possible Target Express store moving into the old Antique Center building had some residents like Zeb Ryan shaking his head. “Why do we need more corporate businesses here?” Ryan said. He pointed at the nearby CVS, saying everything he would get at a new Target Express is already around the corner. Other residents agreed, saying it’s a battle of the C’s — comfort vs. convenience.“I don’t know if you’re getting any comfort from a Target,” OB resident, Drew Sibley said. “You’re getting convenience. But not character. You’re getting a bunch of red stuff”The City if San Diego said that “Red” Store has some hoops to jump through before even thinking of coming to OB.The city has a longstanding parking agreement with the former Antique Center and popular restaurant, South Beach Bar And Grille.During the Antique Center's business hours, the lot adjacent to their store was theirs. When they closed at 5 p.m., it was designated specifically for South Beach Bar and Grill patrons. So if a Target Express were to move in, that parking agreement would be grandfathered in. That means the new Target Express must close it’s doors by 5 p.m. as well, unlike many of its other stores that are open until 11 p.m. or midnight.“It sounds like a mess,” Ryan said. Ryan believes it has been a mess all along, saying the original parking agreement was odd, considering the distance between the restaurant and the lot. The two are almost two blocks apart.“It’s a far walk to South Beach [Bar and Grille],” Ryan said. “You can just park in the pier for free.”But if it keeps Target from moving in, Ryan said he was all for it.”Why don’t we turn it into like an indoor skate park or something,” Ryan asked. Target Corporation sent 10News this statement:"Target is always exploring possible locations for new stores, and we’re continuing to pursue the site on Newport Avenue in Ocean Beach. SAN DIEGO (KGTV)-- President Donald Trump announced in a tweet that he is rolling back on federal fair housing requirements, saying suburbanites will no longer be "bothered" by low-income housing. But some experts say this may not have a significant effect in San Diego County.It all began with the 1968 Fair Housing Act (FHA), a law that came out of the Civil Rights Era, abolishing lending discrimination and redlining neighborhoods according to race and other factors."A lot of communities here in San Diego, you can look at your deeds, and if you look in a pre-war neighborhood here, you are very likely to see that in the past, there was covenant against selling to a person of color," Stephen Russell, Executive Director of the San Diego Housing Federation, said. "That history is not that old."Then came the Obama-Era Affirmatively Furthering Fair Housing (AFFH Rule). This was a supplement to the FHA that required local governments receiving federal funds to create plans to fight continued housing discrimination.But on Wednesday, President Trump tweeted:"I am happy to inform all of the people living their Suburban Lifestyle Dream that you will no longer be bothered or financially hurt by having low income housing built in your neighborhood ... Your housing prices will go up based on the market, and crime will go down. I have rescinded the Obama-Biden AFFH Rule. San Diego (KGTV)- It’s been one year since the deadly bluff collapse in Encinitas, killing three members of the same family. The husband and father of two of the women is still calling for changes along the beach.Dr. Pat Davis says this past year has been tough after losing wife Julie Davis, daughter Annie Clave and sister-in-law Elizabeth Charles.The family was out for a day at the beach last August when suddenly the bluff gave out.“It was important for me that this kind of accident never is able to happen to any other family,” says Davis.Davis says since the tragic accident, there has been little change at Grandview beach. “There’s very few new signs warning people about these cliffs.”Davis is calling on local and state leaders to stabilize the bluffs. He’s hoping a new bill will help. S.B. 1090 offers solutions like sand replenishment. It currently sits in the Senate.“We got over 4,000 signatures in one month of people supporting the bill.”In the meantime, Davis is thanking the community for its continued support. A park bench sits at the top of Grandview Beach, honoring his family members.“Not that there’s an easy side of learning to live with the loss and one of your children but, certainly family support and community support has been a great help in allowing my family to move forward.”Davis says community members also came together to place another memorial bench in their neighborhood. 1423

(KGTV) -- The family of Crystal Odom filled a San Diego courtroom Monday morning to hear a judge sentence the man convicted of killing Odom in a drive-by shooting in 1995. The judge sentenced Aswad Walker to 15 years to life for Odom's murder, plus three years for gang ties. He was convicted of second-degree murder back in February for Odom's death. Two previous trials had ended in hung juries. Odom's parents spoke before the sentencing. Her mother called Walker a coward and told him he would get what he deserved in prison. When Odom's father, James Odom, spoke, the family became very emotional, tears and sobs could be heard throughout the courtroom. Odom said a burden was lifted off his shoulders and that the sentencing marked an end to a long ordeal. At the time of the shooting, Crystal was with her then boyfriend and her 10-month-old daughter. Her daughter and boyfriend were unhurt. 959
