POWAY, Calif. (KGTV) — A Poway woman is taking legal action against the city after she says she fell ill from drinking contaminated water.The city on Nov. 30 issued a precautionary boil advisory after residents reported brownish water coming from their faucets. Poway officials reported that a storm drain backed up into a clear well, and said they issued the boil advisory in an abundance of caution. The advisory lasted about a week and was lifted Dec. 6. Serino says she is hearing from other individuals who have fallen ill, and seeks to represent them, along with businesses who lost revenue. Serino, a Poway resident, said she herself and her two-year-old son were also sickened by the water. "Personally I felt ill after drinking the water, and my son, I had to take him to urgent care" Serino said. "So just in my own family, because we are Poway residents, I have two small children, it's affecting us as well and other people that we work with." A spokesman for the city says Poway is aware of the claim and processing it. 1316

President Donald Trump provided an update to the White House’s response to the coronavirus pandemic at a news conference on Wednesday.While coronavirus deaths are on the rise, cases appear to be leveling off. On Tuesday, there were 1,399 coronavirus-related deaths reported, according to Johns Hopkins University figures.While the positivity rate has dropped off slightly in recent days (from 8.6% to 8.3%), some public health experts are baffled by a drop in testing. Data indicates that fewer Americans are being tested for the virus. Part of the reason could be due to delays in getting results.Johns Hopkins University data indicates that 28 states saw a decline in testing. Among the states seeing declines in testing are Florida, Mississippi, Georgia and Arkansas, which are seeing higher positivity rates compared to the rest of the US. Only eight states have ramped up testing, according to the data.Despite the drop in testing, the White House has said that the US has “created the best COVID-19 testing system in the world.”“The United States also has far and away the most robust testing capacity in the world,” Trump said on Tuesday. “Testing has been incredible, what we’ve been able to do. Nobody is even close. Since March 12th, we’ve increased daily testing by 32,000 percent. How’s that?”While public health experts suggest that more tests would lead to a lower positivity rate, America’s positivity rate remains much higher than a number of developed nations, including Canada, Spain, Germany and Italy. The US positivity rate remains lower than a handful of countries, including, Mexico, India and Iran. Data from another hard-hit nation, Brazil, is not widely available.Ashish K. Jha, director of Harvard's Global Health Institute, says the US is on the wrong path with testing."It's a problem. And widespread one," Jha tweeted. "But falling tests can be OK if states have high testing rates, few cases, low positivity rate. But testing is falling in some of the hardest hit states." 2011

POWAY, Calif. (KGTV) - A state inspection found 12 flaws in Poway's drinking water delivery system less than three months before the city's precautionary boil water advisory.City officials remain adamant that the issues raised by the inspection had nothing to do with the nearly week-long advisory that ended Dec. 6. The September 2019 inspection, from the State Water Resources Control Board, raised a series of issues - some administrative. It says some of Poway's distribution system reservoirs haven't been cleaned or inspected in more than five years; that the city's coagulant feed pump meter isn't working, and that the city needs to update its water quality alarm systems for chlorine and clarity. RELATED: Poway businesses affected by boil water advisory get help from San Diego County"The following is a summary of our findings and a discussion of deficiencies observed during the inspection, which must be addressed to better protect public health and improve system reliability," says the inspection, dated Sept. 19. The city issued the precautionary boil advisory on Nov. 30 after a Thanksgiving rain storm. A storm drain overflowed and backed up into its water treatment facility's clearwell reservoir due to Thanksgiving rains. Residents began reporting brownish water. The city temporarily fixed the problem, but state officials have said they anticipate issuing fines. The city has declined to release the report, but 10News obtained it from the state via a Public Records Act request. The city declined a request for an interview, but a spokeswoman said it has met the deadlines the inspection gave to address the issues it raised. 1802
