ESCONDIDO, Calif. (KGTV) -- The Escondido Union School District is choosing to start the new school year online, and the district is also pushing back its start date to August 25.The decision was approved at the Board of Education meeting Thursday night.The board also approved two hybrid learning options for when the school district is ready to resume in-person classes.For grades kindergarten through 5th, the "Modified Classic" will provide students with four half-days on campus and one day of remote learning.For grades 6th through 8th, the "Two-Day Hybrid" will provide students with two full days on campus and three days of remote learning.EUSD does have plans to reopen its campuses by the end of September; however, the board and district said they would both continue to monitor the health conditions and make changes as needed. 848

(KGTV) -- As San Diego County inches closer to finally being removed from the state’s watch list, it remains unknown what exactly that will mean for businesses that have been waiting to reopen indoor operations.“We have asked the state for guidance for what they think the policy will be, the process will be, for potentially reopening some of the entities that faced additional closures,” said County Supervisor Nathan Fletcher.In the meantime, some cities across the county have been working with businesses to ensure they can still operate outside during the challenging time. Some of those businesses appear to be thriving.“More people are coming out to eat, and as you can see, we’re already almost full here,” said Mia Davis, the owner of Mikko Sushi in downtown Escondido.Davis and her sister-in-law, Minky Jeon, opened Mikko Sushi in February, but just one month later they were forced to shut down indoor dining due to the rising COVID-19 cases across the county.They moved to take out orders only, a struggle for the new business owners.“We were devastated actually because we were just finally starting to build our clientele,” said Davis.Then the City of Escondido stepped in to help businesses move outdoors quickly and easily, making all the difference for business owners like Davis.“The City of Escondido went out of their way to help us,” she said. “They really helped expedite the permit process, and I didn’t have to pay any fees.”Davis told ABC 10News, she was not only able to keep her original staff employed, but Mikko Sushi became so busy with outdoor dining, that she had to hire more employees.“Every Friday night we have a big waiting list,” she said. “I’m thankful that local customers really been supporting us, and I can’t complain.”A walk down Grand Avenue in Escondido reveals how locals have embraced the opportunity to dine outside. The sight is something that brings Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido, much joy.“We’re really happy and proud to be able to support our businesses in that way,” said Tarrac. “The city really took strong, swift action and worked with very closely with our Chamber of Commerce and Downtown Business Association to allow for and facilitate the permit process to allow for our businesses to operate outside. We expanded that to salons, to restaurants and other retail as well.”During a time where there are many uncertainties for small business owners, Davis said the opportunity to try something new and succeed is rewarding.“I’m thankful that our business is doing well during this pandemic, and I’m thankful for what the city did,” said Davis.The City of Escondido recently launched a grant program to help small businesses. FAIRFIELD, Calif. -- The parents of 10 children rescued from what authorities call years-long abuse are both in jail after their mother was arrested Wednesday.Ina Rogers, 31, was charged with nine counts of felony child abuse. Prosecutors say she caused the children to be in a situation that was likely to produce great bodily injury and death.Her husband, Jonathan Allen, is facing charges that include torture and felony child abuse. He is being held on .2 million bail.Prosecutors said the children, who range in age from 4 months to 12 years, were waterboarded, shot with crossbows and had scalding-hot water poured on them.Sheriff’s officials and prosecutors say the children were rescued from the filthy home on March 31 after suffering puncture wounds, burns, bruises and injuries consistent with being shot with a pellet gun.RELATED: 10 children living in 'squalid and unsafe conditions' removed from California home  Solano County chief deputy district attorney Sharon Henry said the children were tortured “for sadistic purposes.”Court records show that Allen was also charged with four felonies in 2011 that include corporal injury, assault with a firearm and criminal threats in a case involving his wife.He pleaded no contest as part of a deal and was sentenced to 180 days and three years of probation. 1342

(KGTV) -- Neighbors in an Escondido neighborhood are worried after they say dozens of tires were slashed overnight Saturday.The incidents reportedly happened on 4th Avenue and 2nd Avenue between Date and Elm Streets.Residents on 4th Avenue reported waking up Sunday morning to find that at least 11 vehicles had their tires slashed.Similarly, residents on 2nd avenue reported that nearly 30 vehicles had slashed tires.Police said they have been made aware of the incidents but it’s unclear if they have a suspect or will be investigating.Imagine waking up and finding your tires slashed, then finding out it happened to DOZENS more on your block. Esteban Santiago has pleaded guilty to shooting and killing five people and injuring six others in the baggage area at a Fort Lauderdale Airport, and he says he doesn't know why he did it.The 28-year-old Anchorage, Alaska resident pleaded guilty to 11 charges in the January 6, 2017 attack at Fort Lauderdale-Hollywood International Airport in which he used a handgun to commit the act.Santiago says he "wasn't really thinking about it at the moment," according to an Associated Press report. The criminal has been diagnosed with schizophrenia, but was found competent for the legal proceedings, the AP said.Santiago was sentenced to life in prison plus 120 years. He waived all rights to appeal, the AP reports.“Today the man responsible for the horrific, devastating, and tragic attack on numerous innocent people at the Fort Lauderdale airport was held accountable for his crimes,” Miami U.S. Attorney Benjamin Greenberg said in a statement. A psychologist who met with the suspect throughout the past year says he is mentally better now and has started express shock and remorse for what he did. 1112
