A controversial sanctuary city bill will become law in Tennessee without Governor Bill Haslam's signature. State lawmakers overwhelmingly passed HB2315, which prohibits cities and counties from adopting policies that would protect undocumented immigrants from federal agents. Haslam said Monday that the bill has created a lot of unnecessary fear in the state and doesn’t change the way the state deals with federal immigration agencies. When was asked why he wouldn’t veto the bill, Haslam said it’s because it would just prolong the discussion, adding there aren't currently have any sanctuary cities in Tennessee. The so-called sanctuary city bill requires law enforcement officials to comply with U.S. Immigration and Customs Enforcement rules, including detainer requests.   837

A California police officer was charged Wednesday in connection with a fatal shooting at an Oakland-area Walmart store in April.San Leandro Police Officer Jason Fletcher was charged with voluntary manslaughter in connection with an incident where he fatally shot 33-year-old Steven Taylor on April 18.According to the Alameda County District Attorney's office, a security guard at the store called police when Taylor tried to leave San Leandro Walmart with a baseball bat and a tent without paying.Fletcher responded to the call and approached Taylor as he entered the store. The officer tried to grab the baseball bat from Taylor, and when he couldn't get control of the bat he drew his stun gun.After firing the stun gun, Taylor stumbled forward with the bat sitll in his hand. According to body camera footage, Fletcher repeatedly asked Taylor to drop the bat. Fletcher then fired his gun once, a shot that proved to be fatal.In its charging statement, the District Attorney's office, claimed that Taylor "posed no threat of imminent deadly force or serious bodily injury" to the officers or anyone else in the store because he had "clearly experienced the shock of the taser as he was leaning forward over his feet and stumbling forward."Fletcher's lawyer, Michael Rains, told the San Francisco Chronicle that he was "very disappointed" that the officer had been charged and that the charges were "undeserved."The decision to file the criminal complaint was made after an intensive investigation and thorough analysis of the evidence and the current law," Alameda County District Attorney Nancy O'Malley said.Lee Merritt, an attorney for Taylor's family, told NBC News that Taylor was experiencing a mental health crisis at the time of the shooting.Fletcher will be arraigned on Sept. 15 at a county courthouse in Dublin, California. 1845

A law professor and author is clearing the air around voting ahead of the big general election in the fall.Kim Waylee wrote “What You Need to Know About Voting and Why” to help people understand our nation’s election system.Waylee says one of the biggest misconceptions is that because of COVID-19, people think they can wait to register. She says there's also a lot of misinformation around voter fraud.“To suggest that there's, you know, there's somehow intrinsic, core problematic issues with fraud is just wrong,” said Waylee. “Plus, we have five states that vote almost exclusively by mail already and there, we haven't seen problems with that. We know how to do this, if there's sufficient funding.”Waylee says funding is a big hurdle for states that are strapped for cash because of the pandemic.More resources could help address issues with voter suppression in areas that have historically not had access.“And that is going to come from federal dollars being put into the system in a way that benefits all Americans,” said Waylee. “Because it's really ‘we the people,’ not we the Republicans and we the Democrats. A female shooter and a male employee were shot and killed early Monday at a distribution plant in Texas, a Missouri City spokeswoman said.Officers responded to reports of an active shooter at the Ben E. Keith food distribution plant, Missouri City Police Capt. Paul Poulton said.Another employee was also shot and was transported to a hospital, Poulton said.Officers are still in the process of conducting secondary searches of the facility.
