CHULA VISTA, Calif. (KGTV) – The Chula Vista Elementary School District’s administration team held a virtual meeting Friday morning that provided families with details on the district’s potential reopening plan.District officials said their plan is to ease students back in and give families the option to continue to learn virtually, on campus, or through a hybrid program.The first four weeks of the 2020-21 school year, scheduled to begin Aug. 31, will be online. After that period of distance learning, the district will assess the situation; allowing for a possible return to in-class instruction will depend on the level of active coronavirus cases in San Diego County.Superintendent Dr. Francisco Escobedo said a lot of prep work and planning has gone into the district's plan to reopen.During Friday’s meeting, he said, “We want our children to come back because we want in-person instruction. We believe it’s the best type of instruction there is, but we need to come back in a safe manner.”When students do make their return to school, campuses will look very different. The district spent millions of dollars on safety measures, including large sensors that take temperature and dispense sanitizer, large signs, personal protective equipment, and plexiglass dividers."We’ll have signage throughout the school depicting the type of behaviors we expect,” Escobedo added.According to Escobedo, the district has partnered with local company Kahala Bioscience to help conduct routine COVID-19 testing and identify ways to mitigate the spread of the virus.Escobedo said students will return when the county is at a low to medium risk for COVID-19, and when they do, only half of the students will be allowed back on campus with priority for those in K-3 grades.While digital learning is in place for the first few weeks of the school year, campuses will be used for child care through the YMCA, so teachers can utilize that service while in class.In preparation for digital learning, the district is still offering laptops to those who need them. The district has also worked with the city to disperse over 400 internet hotspots throughout Chula Vista.The district also wants parents to provide feedback during the digital learning period so they can access what's working and not working and relay that information to families. 2341

CINCINNATI -- The University of Cincinnati will pay former UC police officer Ray Tensing 4,000 in back pay and legal fees, the university president wrote Thursday.Tensing was the police officer who shot and killed Sam DuBose during a traffic stop in 2015. UC fired Tensing on July 29, 2015. However, the police union contract states that employees charged with a felony may be placed on paid leave until the court case is resolved. Tensing brought a contractual grievance to the university regarding his termination, according to UC President Neville Pinto.UC agreed to pay Tensing 4,230 in back pay and benefits for Tensing and 0,000 for his legal fees to resolve the grievance. In return, Tensing agreed to resign his position as a university law enforcement officer and to never return to employment at UC. "I realize this agreement will be difficult for our community," Neville wrote in a letter announcing the agreement. "I am nevertheless hopeful that we can focus on supporting each other as members of the same Bearcat family — even, perhaps especially, if we don’t agree."The case prompted Black Lives Matter Cincinnati and other groups to organize marches and rallies as the community waited to hear if Tensing would face charges and, later, what jurors would decide. "The tragic loss of Samuel Dubose in July 2015 was a trying time in the life of our University," Pinto wrote Thursday. "Our community came together to mourn, listen, support, heal and hope. That work continues as we strive to live our values into action."Authorities charged Tensing with murder and voluntary manslaughter in DuBose's death. However, two juries were unable to reach a unanimous verdict, prompting a judge to declare two mistrials in the case before the charges were dropped.?After DuBose's death, Hamilton County Prosecutor Joe Deters had dismissed Tensing's reason for stopping DuBose off campus -- a missing front license plate -- calling it a "chicken-crap stop." He also said Tensing "should never have been a police officer."But after the trials, Deters lamented that the jurors would have not voted to convict a police officer, blaming division in the U.S. over race and police issues. He called the case "heartbreaking."The shooting prompted a top-to-bottom review of the University of Cincinnati Police Department. That review brought new training for officers in techniques like de-escalation, changes in their best practices like arming officers with Tasers as a non-lethal option and a turnover in leadership, including the hiring of the department's first female chief

(KGTV) -- A man was arrested early Wednesday morning after police said he broke into a Chula Vista woman's home and took a shower.At around 4:30 a.m., a resident called 911 to report a stranger in her home using her shower, prompting her to flee. CINCINNATI – Rachel Smith was pregnant and terrified.She started leaking amniotic fluid in January after a garbage truck hit the car she was driving. Smith was in the hospital for two weeks while doctors tried to prevent her from going into labor. Her baby girl was coming seven weeks too early, and she didn’t have a safe place for the newborn to sleep once they got home.A nonprofit organization called Healthy Homes Block by Block came to Smith’s rescue, providing a new, portable crib for baby Dé’ja when she was strong enough to leave the hospital.“We wouldn’t have had a safe sleep space for her,” Smith said. "We wasn't prepared at that point, and she just happened to come."Now little Dé’ja is happy and thriving. CHULA VISTA, Calif. (KGTV) -- The Chula Vista Police Department is investigating a series of suspicious fires over the weekend.According to the department, the activity began on September 17, when a series of fires broke out in East Chula Vista. Crews were called to the fires beginning at 3:30 a.m.The department says four separate fires sparked within a 30-minute window on Lake Crest Drive, Eastlake Parkway, Telegraph Canyon Road, and East J Street.RELATED: Fire scorches Chula Vista playground overnightOn September 19, a fire erupted at a Veterans Park playground. Video from the scene showed the raging blaze and an explosion at the playground. Fire officials are investigating the fire at the Veterans Park Community Center as suspicious.Police are also investigating a fire that started on September 20 on the 1300 block of Martin Place. According to fire officials, residents in the home woke up to find their backyard fence on fire.“As of this latest one, we have now requested our PD liaison because there seems to be a trend and we want to get to the bottom of this,” said Captain Linda D’Orsi, Public Information Officer for the Chula Vista Fire Department.Captain D’Orsi said they have not found anything left behind at each scene and have not found any witnesses with information on people in the area.“No obvious evidence left at the scene, no matches no flares,” she said.She added that anyone with information is asked to call the Chula Vista Police Department non emergency line at 619-691-5151.“We just want the community to be aware and be willing to provide information if they have any,” said Captain D’Orsi.See the map below for locations on all the blazes: 1690
