SAN DIEGO (CNS) - A man was slashed in the face with a knife by a family member during a fight at Ski Beach Sunday, police said.The family was gathered at the beach when an uninvited family member showed up about 2:35 p.m. Sunday, according to Officer S. Foster of the San Diego Police Department.A 31-year-old man got into a fight with another family member, who pulled a knife and slashed him below his right eye, Foster said.The victim was taken to a hospital with non-life-threatening injuries, the officer said. SAN DIEGO (CNS) - County Supervisor Nathan Fletcher and Mayor Kevin L. Faulconer, along with other regional leaders, Monday urged the Board of Supervisors to approve as part of its budget .4 million to fund behavioral health at new permanent supportive housing projects.The group -- which also included San Diego City Councilman Chris Ward, chair of the Regional Task Force on the Homeless (RTFH), and San Diego Housing Commission (SDHC) Executive Vice President Jeff Davis -- unveiled a strategy to provide intensive behavioral health and care coordination services on-site to support up to 400 new units at upcoming hotel housing projects.The board is scheduled to meet Tuesday to have a final discussion and vote on its .4 billion fiscal year 2020-21 budget.Starting in April, the city and county of San Diego teamed up with the RTFH and the housing commission to provide shelter and services to nearly 1,200 people experiencing homelessness with Operation Shelter to Home at the San Diego Convention Center. The county's Health and Human Services Agency has provided on-site behavioral health and care coordination services at the operation, expanding on the services provided at the city's bridge shelters.Now, the organizations are working to replicate and build on the same coordinated care model outside the shelter setting.According to the group, these types of services are critical to stabilizing individuals so that they can stay in permanent housing. In a survey conducted by the SDHC of clients at Operation Shelter to Home, nearly 70% of clients required permanent supportive housing level of services or higher for success."The county can tackle the debilitating cycle of homelessness by making behavioral health and care coordination services more readily available," Fletcher said. "Redirecting .4 million toward mental health and substance misuse treatment is a better way to use the funds, reduce the reliance on a broken crisis-care model, and ensure people's needs are being met. I urge my colleagues to join me on Tuesday in supporting this approach."Faulconer and Ward have been working with housing commission on transition plans for the individuals staying at the convention center. Earlier this month, the commission's board authorized SDHC to submit applications to the state for "Project Homekey" grant funds for two or more properties.Through the Homekey initiative, California has made 0 million in grant funds available statewide to purchase and rehabilitate hotels and convert them into interim or permanent housing."By converting hotels into hundreds of permanent homes, the city and county of San Diego have an opportunity to continue to lead the state in creating new solutions to reduce homelessness," Faulconer said. "It's critical that when we have keys in hand for these units, we also have the services in place to support them, and the county's vote Tuesday can ensure that happens."If the Board of Supervisors approves the .4 million, SDHC will be able to pair the services to clients placed at the new supportive housing units."(The) .4 million in behavioral health and care coordination services will give struggling San Diegans the security and peace of mind that a new home is a permanent home," Ward said. SAN DIEGO (CNS) - Military and civilian emergency crews spent a third day battling a stubborn, hot blaze aboard the USS Bonhomme Richard at Naval Base San Diego Tuesday, laboring to subdue a perilous conflagration that has injured scores of firefighters and caused extensive damage to the warship.Despite the destructiveness of the fire, however, Navy officials reported late Tuesday morning that the vessel appeared to have escaped irreparable harm, though all-out efforts to quell the flames were ongoing within the ship and from outside it."The ship is stable, and (its) structure is safe," Rear Adm. Philip Sobeck told reporters during a briefing at the naval base south of downtown San Diego.The fire was posing no active threat to the vessel's fuel tanks, which were "well below any active fire or heat sources," Sobeck said.RELATED: Dozens hurt in fire on USS Bonhomme RichardThe blaze broke out shortly before 9 a.m. Sunday in a part of the vessel where cardboard and drywall supplies are kept, sending thick columns of acrid smoke above the bay, according to the Navy and the San Diego Fire-Rescue Department.Because the vessel was undergoing maintenance work when the fire erupted, its built-in flame-suppression system was inoperative, according to base officials.After about 90 minutes, authorities decided to remove all firefighters from the vessel for safety reasons and battle the blaze by remote means, including water dropped from helicopters and sprayed onto the ship via firefighting boats surrounding it on the bay.About two hours after the fire began, a blast of unknown origin shook the vessel."None of the (SDFRD) firefighters were on board the ship when the explosion happened, but the blast threw several firefighters off their feet," the city department reported.The conflagration sent temperatures as high as 1,000 degrees in parts of the vessel and left it listing in the water, officials said.Adding to the dangers posed by the inferno, the flames were burning several decks away from a section in the ship where a million gallons of oil is housed, the admiral acknowledged Monday, though he expressed confidence that firefighters could keep the blaze away from that storage area.A total of 61 crew members -- 38 sailors and 23 civilian firefighters -- battling the blaze have suffered various minor injuries, mostly heat exhaustion and smoke inhalation, according to Navy officials.There were 160 sailors and officers aboard the ship when the fire broke out, Navy spokesman Brian O'Rourke said.About four hours after the ship began burning, the Navy moved the USS Fitzgerald and USS Russell to berths farther away from the fire, according to Mike Raney, deputy public affairs officer with the Naval Surface Force.What sparked the blaze remains unknown, Sobeck said.PHOTOS: Fire erupts aboard ship at Naval Base San Diego"Going forward, the Navy will do a thorough investigation of the incident, to assess the cause of the fire (and) damage to the ship," the admiral said. SAN DIEGO (CNS) - Officials Thursday publicly identified a woman whose body was found floating in Mission Bay last weekend.A visitor to Fiesta Island made an emergency call shortly after 6:30 a.m. Saturday to report spotting 36-year-old Anita Teres dead in the waters of the manmade harbor south of Pacific Beach, according to San Diego police.``Although there were no obvious traumatic injuries seen (on) the victim, due to the circumstances and the condition of the body ... homicide investigators were called to the scene out of an abundance of caution,'' Lt. SAN DIEGO (CNS) - An ex-con accused of abducting and sexually assaulting a woman in two separate locations before letting her out of his truck in Logan Heights pleaded not guilty today to felony charges, including rape and sexual penetration by force.Phillip Terrel McLeod, 47, who has a criminal record that includes a similar kidnapping case from 2002, faces 160 years to life in prison if convicted, said Deputy District Attorney Patrick Espinoza, McLeod was ordered held on million bail.The prosecutor said the 27-year-old alleged victim in the current case was initially attacked on Delta Street near Balboa Elementary School about 11:30 p.m. on Dec. 20.Espinoza alleged that McLeod pulled up and threatened to use a Taser on the woman, then forced her into his white pickup truck and drove her to an area near 39th Street and Broadway in Mount Hope, where she was sexually assaulted.The prosecutor said the victim fought back and McLeod drove her to Logan Heights, where he allegedly tried to rape her again. The victim pleaded with McLeod to let her go, and he did so near 32nd Street and National Avenue, Espinoza said.McLeod -- who is also charged with kidnapping for rape, attempted rape, assault with intent to commit rape, assault by means likely to produce great bodily injury and a misdemeanor count of resisting an officer -- was arrested Dec. 29.He will be back in court Jan. 15 for a readiness conference and the following day for a preliminary hearing. 1481
