BEIJING, June 24 (Xinhua) -- In effort to enhance its supervisory role, China's top legislature held an inquiry Thursday into the central government's final accounting for 2009, the first-ever inquiry held into a particular matter.On behalf of the State Council, China's Cabinet, several senior officials from the Ministry of Finance, attended the inquiry to answer questions raised by lawmakers at the 15th session of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.The lawmakers focused on issues of general public concern such as how to improve the management of central government's budgeting and accounting, deepen the reform of financial and tax systems, and increase spending on social welfare projects.The decision to order inquiries into government work on certain issues of general public concern, which would require the attendance of senior officials of central government departments, was adopted during the annual NPC session in March.Li Fei, vice chairman of the Legislative Affairs Commission of the NPC Standing Committee, said the inquiry was a concrete and important step for the NPC Standing Committee to exercise and improve supervision of the government.According to the Law on Oversight, which took effect in 2007, senior officials of central government departments, the Supreme People's court and the Supreme People's Procuratorate, if requested, are required to attend legislative meetings to respond to lawmakers' questions over bills or government work reports being reviewed.

AUCKLAND, June 17 (Xinhua) -- Chinese Vice President Xi Jinping arrived at Auckland on Thursday morning, starting his official visit to New Zealand.Xi made the tour as a guest of New Zealand Prime Minister John Key.In a written speech distributed at the airport upon his arrival, Xi said currently the relationship between China and New Zealand is at its best time.He said the two sides see frequent exchange of high-level visits, marked achievements have been scored in bilateral trade and economic cooperation, and cultural exchange has been deepened, which has brought substantial benefits to both countries and both peoples, and also contributed to the peace, stability and prosperity of the Asia-Pacific region at large.The Chinese government has always attached importance to its relations with New Zealand, Xi said.The Chinese vice president said he was looking forward to meeting with leaders and people from all walks of New Zealand, aiming at discussing new approaches to enhancing bilateral friendship and exploring new cooperation.He said that he believes his visit would increase mutual trust, deepen friendship and expand cooperation, thus advancing the comprehensive bilateral cooperative relationship to a new starting point.During his stay in New Zealand, Xi is expected to hold talks with John Key and meet with Governor-General Anand Satyanand and other leaders. BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.

I think it is untrue," said Wen when answering a question from Juergen Hambrecht, chief executive of German chemical company BASF.Foreign firms have voiced concern China's indigenous innovation policy might provide incentives for government bodies to purchase products developed by Chinese companies.The World Bank in a July report gave China a low investment environment ranking.But the amount of foreign direct investment (FDI) that flowed into China in the first half of the year rose 19.6 percent year on year, according to data from the Ministry of Commerce (MOC).China attracted 12.51 billion U.S. dollars in FDI in June alone, up 39.6 percent year on year.Wen said, "Foreign investment will not pour into a country where the investment environment is worsening."Wen said China has relatively good infrastructure as well as fair and stable market environment.

BEIJING, Aug. 15 (Xinhua) -- Beijing launched a one-month household registration survey on Sunday in preparation for the once-a-decade census of China, the world's most populous country, which begins in November.A total of 100,000 uniformed census takers will go door-to-door in Beijing from Aug. 15 to Sept. 15, along with policemen, to check each household's current residential information, said a spokesman with the sixth national population census' Beijing office.Foreigners and residents of Hong Kong, Macau and Taiwan will also be surveyed for the first time, except those on short-term business or sightseeing trips, according to a census regulation jointly issued by the State Council and the National Bureau of Statistics in May."This is because the upcoming national census seeks to survey 'every natural person' in China and Chinese citizens who live abroad but have not obtained long-term living permits," said Su Hui, director of the office.The survey aims to count the total number of Beijing residents and to correct false household registration information and provide accurate information for the sixth national census, he said.Experts say that many households do not unregister their deceased family members so they might continue collecting social insurance funds from the government. Also, some children born in violation of the country's "one child" policy were also not registered.All information collected in this survey will be kept confidential, and will not be used for other purposes, Su added.Since the founding of the People's Republic in 1949, China has conducted national population censuses in 1953,1964,1982,1990 and 2000.The last census, a decade ago, set China's population at 1.29533 billion people.
