DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. DENVER – A natural gas explosion caused at least one building to partially collapse Tuesday in Denver, injuring nine people. Simon Crittle, a spokesperson for Denver Health Medical Center, said two people were transported to the hospital by ambulance after the explosion and collapse. One of the people suffered traumatic injuries in the explosion. The other person was stable Tuesday afternoon.Crittle said that several other people were being treated at the scene of the explosion and collapse and that first responders were looking for other possible victims.Denver Fire Captain Greg Pixley said the explosion was reported at 1:15 p.m. Tuesday and said several buildings were damaged in the area. One person who had been trapped was rescued by firefighters.Pixley said that crews were working to put out an active fire at the scene in addition to working to reduce the chance of other explosions in the area and further collapses. He said there were no reported deaths as of 2:10 p.m.An Xcel Energy spokeswoman on scene said all of the company equipment is intact up to the meters, meaning the explosion was likely caused by a customer. "It was just like the biggest, loudest boom I've ever heard."She said some men who had been working on her business' HVAC system ran over to help the man and another trapped woman.Another neighbor, Edward Scott, said he was on the phone with his insurance company at his nearby home when the explosion happened."[The insurance agent] was on the phone with me going, 'What happened, what happened?' and I said, 'I don't know, I think my house just blew up,'" Scott said.He said he was hit by wood debris from the explosion and that the shockwave from the blast was so intense he thought his own home had exploded. When he realized it was another home across the street, he said he walked over to the scene and saw a person rescued from the rubble."It was two people ... a lady. And then this guy picked her up and firemen carried her out of the house," Scott said. DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Dane Cummings, a waste management garbage collector, was on his route Thursday morning when he was told to evacuate. But he continued on his route in order to make sure people he knew got out safely.One of those people was his friend, 93-year-old Margaret Newsum. She hadn’t evacuated yet, because she was unaware how rapidly the Camp fire was moving toward her home in Biggs, California.“The fire was wiping the town of Paradise,” Newsum says. “It was moving so fast that people were moving out and leaving everything behind.”Soon, the power was off, and phones weren’t working.  “There was nobody I could call,” she says. “Nobody was there; they were all gone.”Well, almost everyone.“I knew my fear was over with when I saw him in that truck,” Newsum says. “And I knew when he says, ‘You’re going with me’ that he meant it, and I didn’t argue with him.”Cummings strapped Newsum’s walker to the truck and carried her to his truck. Then, the pair embarked on a 5-hour drive unlike anything they’ve ever experienced.“The smoke, you thought you were stepping in to hell. It was jet black, and you could see it dropping down on the highway. He said, ‘That’s hell. We’re going to hell.’ And I said, No, we’re gonna make it.  Just keep going!”The experience has made the two closer than ever.“He’s an angel.
