CARLSBAD, Calif. (KGTV) - The sister of an Orange County teenager whose pleas for help on Interstate 5 prompted 911 calls is explaining the family’s efforts to take the girl to rehab. California Highway Patrol officials said other drivers reported seeing the girl with her hands and feet tied Monday about 7 p.m. Officers pulled over the Toyota Corolla at south I-5 and Cannon Road in Carlsbad and found the girl restrained with tape over her mouth. The girl’s father told the CHP he and his 21-year-old daughter were driving the girl to a drug rehab facility in Mexico. The sister told 10News the girl was bound because her family didn’t want her to escape. The family was concerned the girl would end up dead. The sister also told 10News the teen wasn’t accepted into rehab in Orange County because she had escaped in the past. The family visited the clinic in Tijuana earlier this month to determine it was safe, the sister said. CHP public information officer Kevin Smale said the father and sister were arrested Monday but the district attorney’s office chose not to book them on kidnapping charges. CAPE CORAL, Fla. — A Lee County mom kept her son home from school on Monday because she felt it was inappropriate for the school to allow children to have a water gun fight in the wake of recent school shootings.The mother, who did not want to be identified because she didn't want to identify her son, said during a time when students are put through active shooter training, encouraging students to shoot what she calls water guns at each other is inappropriate.The Lee County School District is calling them "squirt toys," and says they're not water guns."What is this? Put the fun back in the gun? I don't understand it. It completely contradicts everything they stand for," the mom said.She said her son came home from Mariner Middle School recently and told her he would need money for a water gun fight on field day."This is completely asinine. I don't understand. They're telling us it's necessary to teach them there's no tolerance for guns. You enter the property, it's a gun free zone. Chad Daybell, the husband of a woman whose children have been missing since September, appeared in court on Wednesday after two sets of human remains were found on his property.During Wednesday's court appearance, prosecutor Rob Wood said the remains were those of 7-year-old Joshua "JJ" Vallow and 17-year-old Tylee Ryan, both of whom have been missing since September.Kay Woodcock, JJ's grandmother, also confirmed to East Idaho News that one set of the remains are those of her grandson's.Police have not yet publicly confirmed the identity of the remains.Daybell faces two counts of evidence destruction, alteration or concealment. His bail was set at million. Should Daybell make bail, he will be required to stay in certain parts of Idaho and will wear an ankle monitor. He also cannot have contact with the families of the victims. Daybell was arrested Tuesday shortly after police served a search warrant on his home in Idaho. Two criminal complaints allege Daybell willfully concealed or aided and abetted in the willful concealment of human remains, "knowing that said human remains were about to be produced, used and/or discovered as evidence in a felony proceeding, inquiry and/or investigation authorized by law, with the intent to prevent it from being so produced, used and/or discovered."Daybell is married to Lori Vallow, the mother of JJ and Tylee. She was arrested in Hawaii in connection with her children's disappearance on Feb. 20 and was extradited back to Idaho. She remained jailed despite several attempts to lower her bond.JJ and Tylee went missing in September, shortly after Daybell and Vallow married. Daybell's former wife, Tammy, died of what was believed to be natural causes shortly before Daybell and Vallow married. (KGTV) - On a given evening, the streets of Carlsbad Village are filled with people walking, biking, and driving across the train tracks that bisect the city.The number of trains passing through has also been steadily increasing.“There are projections that say in the next 10 years train traffic is going to double through this region,” said Jason Haber, who works for the City of Carlsbad.Carlsbad Village is one of the last remaining stretches of train tracks along the San Diego Coast that has not been double-tracked to accommodate the growth in train volume. But there are plans to change that.The option being pushed by the city is to trench the tracks through the downtown area. That would also address the other pressing issue on the tracks: safety.In the last 5 years, the North County Transit District says 11 people have died from being struck by a train in the city.Last September, Jason Holsinger was killed where the tracks cross Grand Avenue when he rode his bike passed a lowered crossing arm.Near Tamarack Avenue, Josh Foster was killed last February while walking along the tracks. The Medical Examiner determined he had marijuana in his system but ruled it an accident.One of the most high profile deaths occurred in 2014 when 22-year-old Patrick Terrin was struck by a train while crossing at Grand Avenue after a night of drinking.The family sued the City of Carlsbad and BNSF railways claiming there were inadequate safety measures at the crossing for pedestrians. However, they lost the case when a judge determined the city and BNSF were not liable.If a plan to trench the tracks is given the green light, the vehicle and pedestrian crossings would go over the tracks.Two alternatives are currently being looked at, a shorter and longer version.The North County Transit District oversees the tracks in the area and would end up making the end decision.
