SAN DIEGO (KGTV) -- The Border Patrol is working to upgrade the fence that sits along the U.S.-Mexico border as more and more people attempt to cut through the barrier, forcing agents to spend time making repairs.According to the agency, an average of 540 cuts are made in the fence per year. Border Patrol says some tools enable crossers to cut through the fence in as little as 20 seconds.The agency added that, since 2016, the number of arrests at the border has seen a sharp increase. In 2016, 26,000 arrests were made. SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. That takes time.“Generally they are counted last,” Vu said.There are other instances when voters might have to cast a provisional ballot: like if you’re registered but go to the wrong polling place, or if you want to vote in person and forget to bring your mail-in ballot to surrender. In some cases, poll workers can electronically view the status of your mail-in ballot without the need to surrender it, but in other cases the voter may have to vote provisionally.With conditional voters, election officials will first verify that the person is eligible to vote, then they’ll make sure that person hasn’t voted already before adding their ballot to the tally.Voters who successfully complete a conditional registration will automatically be considered registered for future elections. 2860

SAN DIEGO (KGTV) - The family of a California Firefighter is hoping for his safe return after authorities in Mexico arrested two people linked to the case.Authorities announced on Friday that they had arrested a couple linked to the case. The couple has been identified as 32-year-old Fanny N. and 27-year-old Santos N.They say the couple had bank cards with Aguilar's name on them, and the cards were used at businesses in Ensenada, Rosarito, and Tijuana. The arrest was made Thursday.Aguilar disappeared in August when we went to his second home in Baja California.According to Mexican authorities, Aguilar had arranged to meet with one of the suspects at a Rosarito address. They believe it could have been a set up to kidnap him. Aguilar tried to escape.Authorities say neighbors heard gunshots and investigators found bloodstains in the area, but they have not been able to locate Aguilar.Aguilar's cousin in San Diego county, Nancy, says she is hopeful that her cousin will be found."I have faith that he's out there alive, and we are going to find him," she said.Authorities are questioning the suspects for leads. 1129

SAN DIEGO (KGTV) -- The Del Mar Thoroughbred Club has canceled its racing program this weekend, July 17-19. The cancellation follows 15 jockeys recently testing positive for COVID-19. Racing is slated to resume July 24."Assuming these individuals continue to show no symptoms, they will be isolated for a total of 10 days and should be able to resume their usual activities, including riding after that time,” said Dr. Eric McDonald, Medical Director, Epidemiology & Immunizations Services, County of San Diego.Racing at the track is set to return on July 24.The 15 jockeys who tested positive are believed to be asymptomatic, officials said. “Contact tracing procedures are underway in conjunction with the San Diego Health & Human Services Agency. However, a common factor among all but one of the riders that tested positive is that they rode at the recently concluded Los Alamitos meet.”The track ordered testing of all jockeys after two riders, Flavien Prat and Victor Espinoza, tested positive for COVID-19.Espinoza, who rode American Pharaoh to horse racing’s Triple Crown in 2015, spoke about his coronavirus diagnosis earlier this week on “The Winner’s Circle” podcast.Espinoza told podcast host Bram Weinstein that he took a COVID-19 test on July 7 and did not go to Del Mar’s opening weekend because he did not receive his results until July 10.The famed jockey described his symptoms as body aches and join pain, but he did not have a cough, fever or shortness of breath."It's different from a cold.
