(KGTV) - California representatives are calling on the government to fund the Storm Damage Reduction Project, hoping to stabilize cliffs along North San Diego County beaches.At Grandview Beach in Encinitas flowers surrounded the beach entrance sign Thursday. Down on the beach caution tape hung around the cliffs, serving as a somber reminder of the three women who died three weeks ago after a bluff collapse.Two days before the tragedy, Representative Mike Levin said he asked for federal funds to stabilize the cliffs from Encinitas to Solana Beach. "It's long past time for the federal government to uphold its responsibility here," he said.He championed the Storm Damage Reduction Project that was approved by Congress in 2016.The project would dredge tons of sand from the ocean and dump it on the beach to protect the cliffs from powerful, eroding waves.Environmentalists are concerned that would destroy tidal ecosystems. A study conducted by researchers at Scripps Institution of Oceanography at the University of California San Diego states invertebrate populations were negatively affected by tons of sand dumped on Imperial Beach.Surfrider Foundation sent 10News this statement:“We understand Solana Beach and Encinitas have been working with the federal government on the San Diego County Shore Protection Project for years and it was approved in 2016 by Congress. While we believe beach replenishment might help slow down wave action, we must also acknowledge our sand supply has been impacted by upland development that is blocking the natural flow of sand to the beaches. When the project was being considered in 2015, the Federal EPA encouraged the Army Corps. to think more deeply about future sea level rise and the efficacy of this project. We encourage the cities and the Army Corps to proactively and progressively analyze future sea level rise. Thorough monitoring is going to be of the utmost importance to see how this project impacts coastal ecosystems (including Marine Protected Areas) and impacts to recreation (such as surfing, snorkeling, etc.). Surfrider highly advocates against future seawalls and other coastal armoring. Even the Environmental Impact Report for this project acknowledges these kinds of structures exacerbate erosion.” "I'm an environmentalist myself; it's what I do for a living. She was digging in the bushes, then stopped, craddling her foot.He thought, being an active dog as she is, she strained herself."I picked her up and carried her to the car... When I got her home she couldn't even walk," he said, "So I put her in our bed and just sacrificed the duvet, she can puke all over my duvet that's okay."He said it was extreme, and violent. He was terrified she would choke on her own vomit, so he compressed her chest each time to ensure she could breathe in air.He said she was completely limp. An hour of this goes by, then she started coming around, sort of."She would come to conscious with fear in her eyes, not knowing where she was, who she was or what was happening?" McDonald said.James knew she was poisoned but didn't want to take her to the vet."I wanted her to die comfortably, I'm sorry," he said choking back tears, "I wanted her to die comfortably in my arms, not in a cage with a needle stuck in her arm."That night his son found a bit of brownie on her paw, leading them to believe she found and ate a pot brownie.His sons had an idea of how it got there, "one son said he actually has hidden them in the park, another son said he's found them in the park."The whole incident drove McDonald to post on the Nextdoor app, to warn neighbors. (KGTV) -- Police in Escondido have made an arrest in connection with a cold case homicide that happened in 1986.Police said at a news conference that Nathan Eugene Mathis, 62, was arrested for the 1986 murder of 75-year-old Richard Finney.According to police, Finney was stabbed more than 30 times at his apartment on November 13, 1986.The case was reopened in 2007 by a retired detective and FBI agent. After reopening the case, authorities say they were able to come up with a blood profile."We made a promise to that family several years ago that we'd do everything we could to solve the brutal slaying of their 75-year-old grandfather," said Chuck Gaylor, a cold case investigator. During the news conference, police said blood and a fingerprint found at the scene matched Mathis.Mathis was arrested after police obtained a search warrant.Finney's family says they are glad justice is finally being served. "Never thought the day would come. It's been 32 years so finally to have this happen is just fabulous! Evacuations have been ordered for northern Arizona communities due to the Tinder Fire burning near Happy Jack.According to Coconino County officials, evacuations were ordered Sunday by the Coconino County Sheriff's Office for affected communities north, east and west of Highway 87 including Moqui Ranchettes, all of Starlight Pines, Clear Creek (except 1 and 2), all of Timber Ranch, all of Tamarron, Pine Canyon, Blue Ridge Estates, Ponderosa Pines, and Mogollon Ranches. The evacuation will be in effect until further notice, deputies will stay in the area to provide 24-hour security.  The fire has burned an estimated 8,000 acres and is burning 1.5 miles northeast of Blue Ridge Reservoir. ESCONDIDO (KGTV) - Monday morning neighbors posted about a rash of graffiti in Escondido, a block away from Glen View Elementary school, outraged at the content and vandalism.On East Mission Avenue, just past Midway Drive, a home and two power boxes stained with black spray paint. One of the designs looked like a Star of David, causing concern online, worried the vandalism was anti-semitic."I noticed the graffiti over there, and that's just a disgrace," Grandmother Rose Ochoa said as she paused on her daily walk with two grandchildren on their way to pick up another grandchild."I feel disrespected. I feel like there's a lot of hate," Christina Landers said. She's lived in this neighborhood for about 27 years and said the graffiti has spread closer to her home, "it's crazy, it's like they're messing up our side of town.""I mean it's everywhere, you can't walk down a block without seeing it," Ochoa said.
