BEIJING, Dec. 10 (Xinhuanet) -- Provincial level officials and ministers will be held more fiscally responsible under an expanded auditing system, the country's top auditor said on Thursday."The regulation will be significant in supervising officials' power use and corruption prevention," Liu Jiayi, head of the National Audit Office, was quoted as saying in an interview posted on the office's website.Under the regulation, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, leaders of public institutions and State-owned enterprises will also be audited.China introduced the first such regulation in 1999, but it only included measures to audit financial records of county-level and below Party and government officials.The audit target was extended to provincial governors and ministers in 2000 on a trial basis and to heads of provincial government departments in 2005.Chinese auditors have uncovered more than 68.4 billion yuan (.2 billion) in illegal use of funds during nationwide audits of some 410,000 Party and government officials and bosses of State-owned enterprises since 1998, according to Liu.During the audit of provincial governors and ministers, their implementation of economic policies, handling of income and expenses, key fund management and project construction will be examined."They have power and control many resources, and how they fulfill their economic accountability will impact local economic and social development," he said.More importantly, the audit can be carried out frequently, so illegal activities can be cleared up before they spread, he said.Liu also said the audit will be made during an official's tenure to solve any problems that exist.Results of the audit will be recorded in an official's file and it will be an important factor in performance assessments, promotions or removal, and rewards or punishments.The audit group will consist of officials from local discipline inspection commissions and sectors including audit, supervision, organization, human resources and State asset supervision and management."It's a big step in cracking down on corruption. And the regulation will deter officials who want to abuse their power," said Liu Xutao, a professor at the Beijing-based Chinese Academy of Governance.

BEIJING, Dec. 20 (Xinhua) -- China's top judge, Wang Shengjun, on Monday urged the nation's courts to pay close attention to the impact on people's standards of living caused by recent price hikes.Also, the courts should properly handle disputes regarding employment, social security, education, medical treatment, housing and consumption sectors, in an effort to safeguard people's vital interests, said Wang, President of the Supreme People's Court of China, at a meeting attended by presidents from the countrywide high courts.Further, the Supreme People's Court urged local authorities to crack down on telecom and internet fraud, the fight against production and sales of poisonous food and fake medicine, and ensuring the safety of people's health and property, according to Wang.All courts should also properly handle disputes concerning farmers' rights and interests, including cases relating to the sale of agricultural products and pay to migrant workers, Wang said.Wang also urged the courts in various regions to take an active part in the country's efforts in protecting intellectual property rights and environmental protection, and hand down severe punishments for work-related crimes.As to people's letters and appeals to the higher authorities for help, Wang said the courts and police officers should speed up dealing with long-pending cases, and resolve problems and complaints from people.Statistics from the Supreme People's Court showed that in the first 11 months of this year, courts at various levels had received 9,754,141 cases and completed handling 8,967,396 cases, up 0.15 percent and 2.14 percent year-on-year.Wang also said the courts had played an effective role in serving economic and social progress.

  

UNITED NATIONS, Dec. 15 (Xinhua) -- China on Wednesday voiced its support for the new UN resolutions on lifting major sanctions against Iraq, and called on all parties in the country to foster national reconciliation through political dialogue and consultation.The statement came as Li Baodong, the Chinese permanent representative to the United Nations, was speaking at an open Security Council meeting on Iraq, which adopted three resolutions to terminate major sanctions against Iraq, lift the restrictions on the Iraqi civilian nuclear program and end the oil-for-food program."China welcomes the adoption by the Security Council of resolutions which lift the sanctions imposed according to Chapter 7 of the Charter regarding the mass destructive weapons, missiles and civilian nuclear activities, which conclude the oil-for-food program and provide for appropriate arrangements relating to the development fund for Iraq," Li said.Li Baodong (front), the Chinese permanent representative to the United Nations, speaks during a United Nations Security Council high level meeting on Iraq at the UN headquarters in New York, Dec. 15, 2010. China condemns the terrorists attacks that have occurred recently in the country. We support the government and people of Iraq in their effort to preserve national security," said Li.Li also encouraged Iraq to enhance dialogue and cooperation with regional neighbors, find an appropriate solution to outstanding issues in a common effort to preserve regional peace and stability."We understand and support Iraq's aspiration for complete reintegration into the international community," said the ambassador.
