SAN DIEGO (KGTV) — An evacuee who tested positive for the coronavirus in San Diego was mistakenly released back into quarantine because their test sample was mislabeled.Four evacuees were brought from MCAS Miramar to UC San Diego Medical Center and provided samples for testing within the last week. Three of those four samples were not labeled in compliance with the same regulations between UC San Diego Health and the CDC, according to a Centers for Disease Control and Prevention spokesperson.Because of this, when the samples were brought to the CDC in Atlanta, three of them were not immediately processed.RELATED: First case of coronavirus confirmed in San DiegoThe CDC says the team in Atlanta then reported that the samples tested negative, when three of those samples had not actually been tested.As those three patients were heading back to the base to finish out their 14-day quarantine orders, the mistake was discovered. Officials asked the three patients to self-isolate in their rooms while they tested their samples.CDC officials said two samples came back negative and one was positive.RELATED: Miramar coronavirus evacuees start petition for quarantine oversightThe patient, a female, spent the night in her room on the base, before being returned to the hospital for isolation.UCSD Medical Center says she is in good condition and has minimal symptoms.CDC officials are now investigating whether the woman may have come into contact with anyone after they were released for a short time. SAN DIEGO (KGTV) – A year-long construction project to improve State Route 163 hit a milestone Tuesday morning with the completion of work on Friars and Frazee Roads.Crews arrived early in the morning, finishing up last minute preps before the big reveal. One noticeably new addition are signal lights put in place to help regulate the flow of traffic.The city also made improvements, like adding lanes on Friars Road. There are four lanes going east and four lanes going west. Changes to the on and off ramps from the 163 onto Friars Road may reduce the confusion and congestion caused by the old traffic pattern. Crews also added sidewalks and clearly-marked bike lanes. “We can separate and have a path for all modes of traffic including foot and bike traffic. So, it will be safer for everyone using Friars Road. SAN DIEGO (KGTV) -- After being diagnosed with congenital heart disease and having four open heart surgeries and a pacemaker, Cristi Walker was about to have a heart and liver transplant until doctors at UC San Diego wanted to try something else, a pulmonary valve replacement."We got outta surgery I had one question for my husband, what was it? He said 'it was a cow valve' and I thought my life came full circle and a cow made it so I could live a longer life," said Walker.She received a pulmonary valve from a cow and that was back in 2017. Since then, she said she's never felt more happy and healthy."I felt so connected, happy, present and I knew I wanted to share it with others and that’s the idea where Heart Haven came," said Walker.She acquired land, adopted animals and was finally ready to open Happy Heart Haven, a non-profit animal sanctuary in Valley Center with pigs, horses, lambs and of course, cows."This is a place where people can leave all their troubles behind and they can be in the here and now, live in present and fill their heart with joy that animals can bring."She said she was nervous to open amid a pandemic, "What if this fails? What if it doesn’t work, what happens then, it was scary I’m not gonna lie."But she said after several open heart surgeries and a gift from a cow that she said she could never be more thankful for, "I’ve chosen to overcome every obstacle that comes my way, and to live in the moment and live every day as if It were my last."The sanctuary is open for household groups by appointment only, and she said reservations fill up quick. SAN DIEGO (KGTV) -- Amazing artwork emerged after looters damaged windows and buildings following the peaceful protests in La Mesa in May. Many of the paintings were removed during restoration. Now, two local organizations are coming together to help artists preserve their pieces.The Preserve Community Art! Program is an initiative put on by the Balboa Art Conservation Center and ARTS, which stands for A Reason to Survive."We thought really hard about what we can do to contribute to the conversation beyond just making a statement of solidarity," says Bianca Garcia with the BACC.The pieces they are trying to preserve emerged from local social justice movements in our community illustrated by local artists."The art that is coming out of the movements, black lives matter, is sitting at the forefront," says James Halliday, Executive Director of ARTS. "We see the murals and writings of those words on public streets; it creates a really interesting dynamic."Halliday says the pieces are important because they capture moments in time and show the generation's demands.The BACC says that it won't just be displayed in the museums because of the uniqueness of the artwork.If there are any local artists interested in preserving their work with the program, they can email program directors at communityarts@bacc.org. 1330
