(AP) — California is looking to tighten the rules about children under 13 using social media.The state Senate voted 31-4 on Thursday to require social media companies to first get the consent of a parent or guardian before creating an account for a child the company knows is under 13.Federal law already requires social media companies to get parental consent before collecting or selling data of children under 13. RICHMOND, Va. — Despite a recent extension of student loan relief, experts suggest borrowers should begin preparing now for repayments to begin."The best thing you can do right now is to set a plan forward for your repayment," said Andrew Pentis, who works with LendingTree. "It's possible that this moratorium could be extended by the Biden administration or the newly-elected Congress. But Biden takes office on Jan. 20 and the current moratorium is expected to end right now at Jan. 31. So that only leaves you know less than two weeks for a decision to be made on whether the moratorium will be extended."Pentis said that since March, millions of student loan borrowers have been given an administrative forbearance, which suspended payments and interest and stopped collections on all defaulted student loans. ROCHESTER, N.Y. (AP) — The mayor of New York’s third largest city has suspended a group of police officers involved in the suffocation death of a Black man last March. Daniel Prude died March 30 when his family took him off life support, seven days after officers who encountered him running naked through the street put a hood over his head to stop him from spitting, then held him down for about two minutes until he stopped breathing.Wednesday, Prude’s family held a news conference and released police body camera video obtained through a public records request that captured his fatal interaction with the officers.Prude had been taken to a Rochester hospital for a mental health evaluation about eight hours before the encounter that led to his death. He was released back into the care of his family and then abruptly ran into the street and took off his clothes.A medical examiner concluded that Prude’s death was a homicide caused by “complications of asphyxia in the setting of physical restraint.” The report lists excited delirium and acute intoxication by phencyclidine, or PCP, as contributing factors.New York Attorney General Letitia James’ office took over the investigation of the death in April. Literally, birds dropping out of the sky type of thing,” said Alison Holloran, the executive director Audubon Rockies. “I actually got emails from Texas and New Mexico as well, where they’re also seeing larger numbers of die-offs.”The crowdsourcing website inaturalist.org has become a spot for people to post pictures of birds they have found as a way to provide more information to biologists and wildlife experts working to figure out why this is happening.The site reports more than 1,000 incidents have been reported involving 191 different bird species.“This is a very strange event,” said Travis Duncan, a spokesman with Colorado Parks and Wildlife. “Heavy smoke from the wildfires may have played a part in creating navigation challenges for the birds.”Duncan says biologists are still performing necropsies to determine a cause, but he says all signs point to a combination of the wildfires raging across the western United States and an early-season cold front at the beginning of September that brought snow and freezing temperatures to parts of the Midwest and Southwest.Duncan says it may have caused the birds’ main food source, which is insects, to die off, forcing these birds to migrate without enough fat and weight to keep them safe once the cold front hit.“This is a web of life.
