SAN DIEGO, Calif. (KGTV) -- Family members have identified three of the four teens involved in a deadly accident in Mt Hope.Three teens died at the scene, a fourth is in ICU at the hospital.Dwayne Heard is Dashaun Heard’s father, one of the teens that did not survive the crash. Dashaun was just 17-years-old. Heard says his family is still in disbelief about what happened, saying his son was a good kid that was outgoing and enjoyed being with his friends.Rose Monta?o is the mom of two of the teens in the car, 17-year-old Daniel and 15-year-old Julian Monta?o. Daniel did not survive the crash. Julian is in ICU and doctors had to amputate one of his legs.Monta?o says her son Daniel had a loving heart, was positive and enthusiastic about life.Both Heard and Monta?o say they still have many questions about what happened that night.The crash happened around 11 p.m. Tuesday night. Police say an officer ran the car’s plates and noticed it was reported stolen. SDPD says the driver ran a red light, refusing to pull over. According to police, the officer lost sight of the car, but the helicopter followed. SAN FRANCISCO (AP) — Deadly wildfires in California have burned more than 4 million acres (6,250 square miles) this year, a new record for the most acres burned in a single year. The previous record was two years ago when wildfires destroyed 1.67 million acres (2,609 square miles). California fire officials said the state hit the fearsome milestone Sunday with about two months still left in the fire season. Most of the damage has occurred since mid-August, when lightning strikes caused some of the most devastating blazes. The wildfires have incinerated hundreds of homes and killed 31 people. 606

SAN FRANCISCO (AP) -- A federal judge says California can't ban vanity license plates it considers "offensive to good taste and decency" because that violates freedom of speech.Tuesday's ruling in San Francisco took aim at a Department of Motor Vehicles rule.The judge said personalized plates are a form of expression by vehicle owners and rules governing them must be "viewpoint-neutral" even if the messages offend.The ruling comes in a lawsuit filed on behalf of five people who were denied permission for their plate messages, including a gay Oakland man who wanted to use the word "QUEER" on his plate. 616

SAN DIEGO (KGTV)-- President Donald Trump announced in a tweet that he is rolling back on federal fair housing requirements, saying suburbanites will no longer be "bothered" by low-income housing. But some experts say this may not have a significant effect in San Diego County.It all began with the 1968 Fair Housing Act (FHA), a law that came out of the Civil Rights Era, abolishing lending discrimination and redlining neighborhoods according to race and other factors."A lot of communities here in San Diego, you can look at your deeds, and if you look in a pre-war neighborhood here, you are very likely to see that in the past, there was covenant against selling to a person of color," Stephen Russell, Executive Director of the San Diego Housing Federation, said. "That history is not that old."Then came the Obama-Era Affirmatively Furthering Fair Housing (AFFH Rule). This was a supplement to the FHA that required local governments receiving federal funds to create plans to fight continued housing discrimination.But on Wednesday, President Trump tweeted:"I am happy to inform all of the people living their Suburban Lifestyle Dream that you will no longer be bothered or financially hurt by having low income housing built in your neighborhood ... Your housing prices will go up based on the market, and crime will go down. I have rescinded the Obama-Biden AFFH Rule. Enjoy!"While this may seem like a blow to local affordable housing advocates, Russell believes this tweet is more of a political stunt to appeal to Suburbanites outside of California."Housing policies are largely enacted at the local level. (KGTV) -- Neighbors in Del Cerro say an intersection near their homes is a hot spot for accidents and speeding, with the latest incident occurring Monday night.The streets and intersection in question are Madra Avenue and Del Cerro Boulevard. Denisse Newell took cell phone video during the aftermath of Monday’s accident. Newell says she’s reached out to City of San Diego officials to ask that something be done to make drivers slow down.Another neighbor, Emily Broadwater, says she was involved in an accident at the intersection in 2018 after a man didn’t stop at the stop sign. Her minivan was totaled.Newell says her dog was also hit by a speeding car and survived the accident. Her husband has stopped walking their children to school after multiple close calls. Neighbors worry that the next time it’ll be a person. The women say they’d like the city to implement like speed bumps, a stoplight or roundabouts to get drivers to slow down.ABC 10News reached out to San Diego City Councilman Scott Sherman’s office, who represents the district.
