TWENTYNINE PALMS, Calif. (KGTV) - A military servicemember has been charged in connection with the shooting death investigation of a Navy medic on a Southern California military base. ABC10 News investigative reporter Jennifer Kastner first broke the story in 2019 after learning that the sudden death of 30-year-old HM3 Michael Vincent De Leon was being investigated as a homicide, not a suicide, like the family said they were led to believe.De Leon was a Navy corpsman, commonly known as a medic. He died last summer on the Twentynine Palms Marine military base, which is located a few hours northeast of San Diego. On Wednesday, a spokesperson for the Marines sent ABC10 News the following statement:“As you might know, this incident is still under investigation. I can confirm, however, that charges have been preferred against one of the individuals for dereliction of duty resulting in death and dereliction of duty. A hearing is not scheduled at this time. The other individuals are being investigated. The family said Naval Criminal Investigative Service (NCIS) would only tell them that there was a shooting on base at a housing unit with other corpsmen present and a firearm was produced.ABC10 News then learned from a source with close military ties that NCIS confirmed the death was being investigated as a homicide, not a suicide.A spokesperson for NCIS reported this week that the investigation is still open. (KGTV) -- Two people died early Sunday morning after a wrong-way driver crashed head-on into another vehicle shortly after a pursuit.The incident began when Valley Center Sheriff’s Deputies located a Honda Accord reported stolen out of Escondido.Deputies began pursuing the vehicle but, due to weather conditions and speed, decided to end the pursuit.RELATED: CHP investigates scene of fatal wrong-way crash on I-5 off-rampAuthorities continued to track the suspect using areal support. UPDATE - The Escondido City Council voted 5-0 Wednesday to approve the moratorium on carwashes. Escondido has too many car washes. That's a conclusion the City Council may make on Wednesday, when it may place a moratorium on new car washes in the city.A city report says there are now 28 car washes in Escondido, with more in the planning stages. Instead, the report says the city prefers businesses that create higher paying jobs, more sales tax revenue, and are less intrusive on the surrounding environment. "Escondido has the most permissive policy towards car washes compared to other agencies in North County," the report says. "Currently, there are no special use regulations established for carwash facilities."The moratorium would give the city 45 days to come up with those rules.The issue is coming to light because Neil Capin wants to redevelop an old skating rink at 864 N. Broadway into an express wash. But that's right across the street from a 24-hour mostly manual carwash, with one automated wash. Capin said it should not matter what's across the street, noting that there are plenty of coffee shops and fast food restaurants near each other.Others say the city has too many car washes as it is."I'd rather drive another mile and not have them on every corner," said Ryan Carlson, who was washing his truck at the 24-hour facility on Broadway. Plus, not all car washes are the same. At Soapy Joe's on East Valley Avenue, V.P.
