Am atmospheric river is set to bring downpours to the county Monday through Thursday, the National Weather Service says. County officials say it’s important to be prepared because topsoil, mud, plant material, and debris can clog culverts and storm drains and damage roadways. SAN DIEGO (KGTV) -- San Diego Police need help finding a man accused of burglarizing a boat and leaving behind a meth pipe and his own feces. The owner of the boat, Donnie Vachon, is still trying to pick up the pieces since it happened. He's out thousands of dollars due to damage and stolen property."Put it in perspective, it's just a boat, but it's our boat, it's our family's boat, it's my grand-babies boat," said Vachon.The theft happened in September and since then Vachon has heard of two more boat burglaries.He says the same off-brand soda can was left on both his boat and one of the others burglarized."It's kind of a heartbreaker, you wake up and go to work every day and here it sits," said Vachon, looking at the boat parked in the driveway.Detectives have not yet confirmed whether the burglaries are connected but are looking into it.If you have any information, contact Crime Stoppers. She won the City Council seat in District 3 in 1993.Since then, the seat has been held continuously by an openly gay person, the longest streak she knows of for any public office in the country.2020 could also be the year San Diegans elect the first openly gay mayor. SAN DIEGO (KGTV) -- San Diego Police are investigating after a couple was found dead in a Torrey Highlands home Saturday night. According to police, the couple was expected in San Francisco earlier in the day, but they never showed up. When police arrived at the home on the 7400 block of Via Rivera in Torrey Highlands just before 10 p.m., they saw the body of a person through a window of the home. After entering the house, officers found an Asian man and woman in their 50s dead with trauma to their upper bodies. 10News spoke to neighbors who were stunned to see all the police activity in their quiet neighborhood."Everybody seems to mind their own business, I haven't heard of any problems whatsoever," neighbor Salam Hasenin said. "I hope we go back to our peaceful environment and I just feel really sad and bad for the people."Nick Palermino shares a back wall with the victims' home. He did not recall any commotion happening Saturday night. "We have a dog that has a doggie door, and she wasn't barking last night at all," Palermino said. "I hope it is isolated to this one incident. I hope it is not burglary that went bad."According to police, the victims’ home does not appear to be disturbed. Detectives are investigating the deaths. SAN DIEGO (KGTV) -- San Diego County leaders announced Thursday that they will begin to allow passive activities at beaches beginning June 2. According to the county, such activities that will be allowed include sunbathing and relaxing with towels and chairs. Supervisor Greg Cox noted that activities like football and volleyball will not be allowed. Face coverings will also be required. “We’re taking this action as we continue to allow some semblance of reality to resume in San Diego," Cox said.
