SAN DIEGO (KGTV) - San Diego students have a new way to report claims of physical or sexual abuse in school.Thursday, District Attorney Summer Stephan announced the creation of a new, online reporting system for suspected abuse. She also announced the creation of the Student Safety in School Systems Task Force."It's critically important that these reports don't fall through the cracks," Stephan says. "The safety of our students depends on it."RELATED: La Jolla Bishop's School graduate describes former teacher sexually abusing her, alumni come forwardStephan says many times, students don't feel comfortable going to school administrators or officials with claims of abuse. They fear the claims won't be taken seriously, or the allegations could be covered up. The new online system gives the students a more secure feeling that their claims will be investigated.The task force will vet and review every submission and follow up with the appropriate law enforcement agency. They will also guide the person facing the suspected abuse to find resources and other available services for help.This will not replace the responsibility of mandated reporters within schools, Stephan says. But, Stephan says the main goal is to root out abuse done by teachers or other adults against students.Links to the reporting system will be put on the webpage of every school district in the county, as well as the DA's website. SAN DIEGO (KGTV) — Seaport Village is seeing a bounce back in foot traffic now that the most stringent of coronavirus-related restrictions have eased.Port of San Diego officials say in the last month, 39,661 people came to the coastal shopping mall. That's more than double the 16,606 people that came through the center in the month after the shutdown order took effect March 13. The port took over management of Seaport Village about two years ago and invested more than million to spruce it up, create more in-person events, and add new tenants. The idea was to reverse the decline in the village, which had seen numerous closures. Ultimately, the port plans to redevelop the property with a hotel, office space, an aquarium, and a spire. "We're really just doing our best to set it up for the future, for us this is the perfect opportunity with all of the interest that we've gotten," said Lucy Contreras, a program manager in the Port's real estate division.In the last year, the Port has signed leases with Geppetto's, Spill the Beans Coffee, Mr. Moto Pizza House, Sam the Cooking Guy for a restaurant, and a Mike Hess Brewing tasting room combined with City Tacos. The duo already has a location in Imperial Beach and will take over a former restaurant spot on the center's western edge overlooking the bay. "Ever since then, and that's been like three and a half years, you tell people we're doing beer and tacos on the beach, beer and tacos on the water, nobody thinks that's a bad idea," Hess said. On Friday, the port signed a lease with the Malibu Farm restaurant for a Seaport Village location.The mall, which canceled many in-person events during the shutdown, started once again offering live music two weeks ago. It also has balcony concerts every Thursday and Saturday. While the foot traffic has increased, it is still down from pre-COVID-19 levels. SAN DIEGO (KGTV) — San Diego State's coronavirus cases among students continued to rise over the weekend, spiking more than 100 cases in two days.On Sunday, the college reported 286 confirmed or probable COVID-19 cases among on- and off-campus students. SDSU started the fall semester with about 200 classes in-person, many of which were lab classes that were determined to only be possible in person.The campus is urging students to avoid any gatherings throughout the weekend, isolate and quarantine if they feel ill, and wear a face covering and practice good hygiene. 1344

  

SAN DIEGO (KGTV) - Some of the nation's top Democrats in the country have gathered in San Diego for California's three-day Democratic Party Convention.About 3,400 Democratic delegates are expected to submit endorsements for California governor, U.S. senator, and other state offices during the convention.Among the leaders attending are Sen. Kamala Harris, D- California, House Minority Leader Nancy Pelosi, D- San Francisco, and Rep. Adam Schiff, D- California 28th District — who has sparred with President Donald Trump publicly in the past.RELATED: Workers protest outside Democratic Party ConventionRep. SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. RELATED: Man dies following officer-involved shooting in El CerritoThree seconds passed from the time Carolino left the outbuilding to the time he was shot, according to SDPD. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. The investigation will be turned over to the San Diego County District Attorney’s office with monitoring by the San Diego Police Internal Affairs unit, FBI, and US Attorney’s office, police said. 2209
