(KGTV) - A 10-year San Diego Sheriff's Department employee has been arrested for groping a 14-year-old girl at a North County restaurant this year.Timothy Wilson Jr., a 32-year-old Vista detention center deputy, was arrested Friday and charged with one count of felony lewd act on a child for the March 21 incident. Walmart and Target are being sued for allegedly selling toys with lead levels up to 10 times more than the federal limit of 100 parts per million, New York Attorney General Barbara D. Underwood announced on Thursday. According to a statement released by Underwood's office, the AG's office was able to find Cra-Z-Jewelz jewelry-making kits from stores. The kits allegedly contained lead at levels of 120 to 980 parts per million. The Attorney General's office had further independent testing done to confirm the results. The toy's maker, LaRose Industries, which is also a plaintiff in the New York lawsuit, issued a national recall. Underwood's office is accusing Walmart, Target and LaRose of "repeated illegality and fraud under New York State law by committing thousands of violations of state law prohibitions on importing, distributing, and selling hazardous toys; deceiving consumers; and false advertising."Underwood's office is seeking civil penalties of  to ,000 for each Cra-Z-Jewelz kit the companies sought to sell in the state.“No parent should have to worry that their child’s toy may be toxic. WASHINGTON — The federal government is outlining a sweeping plan to make COVID-19 vaccines available for free to all Americans, but polls show a strong undercurrent of skepticism across the country. In a report Wednesday to Congress and an accompanying “playbook” for states and localities, federal health agencies and the Defense Department are sketching out complex plans for a vaccination campaign to begin gradually in January or later this year, eventually ramping up to reach any American who wants a shot. According to The Associated Press, facets of the playbook include:Most COVID-19 vaccines will require two shots to be taken three to four weeks apart. Those who receive these vaccines will need to receive doses made by the same drugmaker.Early in the vaccination campaign, supplies will be limited and will be reserved for health care and other essential workers, as well as vulnerable groups. Later phases of the campaign would expand distribution to the entire country.The vaccine will be free to those who receive it, thanks to funding allocated by Congress and the Trump administration.States and local communities will handle distributing the vaccine, and must submit plans to the federal government in about a month's time.The vaccination campaign faces an uphill battle from a skeptical public. An AP poll taken in May found only about half said they would get a COVID-19 vaccine. WASHINGTON — The Trump campaign says it has filed lawsuits Wednesday in Georgia, Pennsylvania and Michigan, and will ask for a recount in Wisconsin.Democratic challenger Joe Biden is projected to win Wisconsin with a roughly 20,000 vote lead. No presidential race winner has been projected for either Pennsylvania, Michigan or Georgia at this time.The lawsuits in Michigan and Pennsylvania both demand better access for campaign observers to locations where ballots are being processed and counted, the campaign says.“In Philadelphia and elsewhere, Democrat officials forced our observers to stay 25 feet or more from the counting process, leaving no meaningful way whatsoever for our observers to do their jobs,” the statement from Justin Clark, Trump’s deputy campaign manager, reads.At a press conference Wednesday afternoon, Trump's personal attorney, Rudy Giuliani, elaborated on the campaign's legal action in Pennsylvania. "Not a single Republican has been able to observe these (absentee) ballots,” Giuliani said, adding speculatively, "Joe Biden could have been able to vote 5,000 times, we don’t know."With about 84 percent of the ballots counted in Pennsylvania, Trump leads Biden by almost 300,000 votes.The Trump campaign said Wednesday they are also seeking to intervene in a state case at the Supreme Court that deals with whether ballots received up to three days after the election can be counted, deputy campaign manager Justin Clark says.In the Michigan suit, election officials are asked to stop absent voter counting boards from counting because they are allegedly not complying with a state statute that 1 election inspector from each major political party be present during counting, according to the lawsuit.It also asks that observers be allowed to view surveillance video of ballot boxes that were in "remote and unattended" locations.In response to news of the lawsuit, demonstrators went to a building in downtown Detroit trying to get inside to challenge votes being counted. The Detroit Health Department says the building is at capacity, and police are enforcing those capacity rules. Giuliani hinted the Trump campaign may bring a larger lawsuit about issues with observing ballot counting. "We're going to consider a federal lawsuit. Quite possibly we'll do a national lawsuit and reveal the corruption of the Democratic party," he said. Trump tweeted Wednesday afternoon, without supporting data, that he claimed victory in Pennsylvania, Georgia and other states.
