SAN DIEGO (KGTV) -- Sunday, San Diego Police will be enforcing scooter, bike and pedestrian safety at several beaches. Throughout the day, officers will be conducting the operation in unspecified areas of Pacific and Mission beaches between 9 a.m. and 5 p.m.During the enforcement period, officers will be looking for traffic violations made by drivers, bicyclists and pedestrians.RELATED: CA scraps helmet mandate for motorized scootersThe department says it will be paying special attention to drivers speeding, making illegal turns, failing to stop for signs and lights and failing to yield to pedestrians.Officers will also be watching when pedestrians cross streets illegally or fail to yield to drivers with the right of way.RELATED: Increase in child dockless scooter injuriesAccording to police, the number of pedestrian deaths is rising as more people use non-motorized transportation. SAN DIEGO (KGTV) - The Central San Diego Black Chamber of Commerce announced a new relief fund for Black owned business meant to keep them afloat during the pandemic.They held a press conference Sunday afternoon at Waterfront Park announcing the Black Business Relief Grant Fund.Lance Growth, member of the chamber and CEO of Growth 1031, organized the press conference and says this is going to fill the gap where the government's Paycheck Protection Program fell short, "for the COVID crisis yes this is a light at the end of the tunnel."Growth says about 95% of black owned businesses did not get federal money."I don’t want to say insulting but disheartening where you watch this crisis unfold then you see your government say, 'Hey we know how bad this is we are going to provide you help,' but then you read about the businesses that [didn't get] PPP, and it just folds into the social unrest," he said.He said the grants and microloans will pay for anything from rent to supplies to payroll.Growth said they weren't going to make the application nearly as time consuming and invasive as the PPP, "we’re just going to try and get you this money as fast as possible because everyone is hurting from this pandemic."Applications open Wednesday, June 17, and priority will be given to small disadvantaged businesses in low income neighborhoods.Specific criteria for the grants will be defined Wednesday, according to the chamber.They are expecting a very high demand, compared to the amount they can give out. SAN DIEGO (KGTV) - The city updated the Sherman Heights community and surrounding neighborhoods Wednesday evening, about the transitional homeless storage facility that's set to open.  The facility is scheduled to open at the corner of the Commerical and 20th Streets on June 13.  It's been a controversial project from the beginning. The storage facility will hold 500 units for homeless people to store their things while they look for work and get back on their feet.  RELATED:  514

SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) - The City of San Diego's Development Services division is still investigating the platform that collapsed at a Barrio Logan gym this weekend and injured 21 minors and a few adults. At least one minor is still in the hospital with a broken pelvis, we're told.A city spokesperson reported to 10 News on Tuesday that no further details would be released until the investigation is complete.On Monday, the spokesperson said there were definite code violations and missing permits at Vault PK parkour gym, where the incident happened. Whether the gym will face any penalties is still unknown. The gym has only been open for a few months. On a Facebook post, it appears much of the construction of the facility was done by the owner's immediate family.  On Monday, San Diego Police Department's media relations division confirmed that the incident is a civil matter and the department will not be recommending any criminal charges, including criminal negligence.  There is another Vault PK parkour gym in Torrance. We called the facility today. Someone answered the phone and said the facility is closed for inspections. No further details were given.  1222
